About this file
This file is a Questions and Answers document (Amendment 0001, Attachment 0004) for solicitation 140P5426Q0010, addressing clarifications and inquiries regarding septic tank and wastewater pumping services for Everglades National Park.
The Government requires pump-out and basic cleaning services for 18 septic tanks, vault toilets, and wastewater treatment plants across three districts: Pine Island (7 loads/35,000 gallons annually), Northwest (11 loads/55,000 gallons annually), and Flamingo (11 loads/55,000 gallons annually). Tank sizes range from approximately 1,000 to 4,000 gallons, except at wastewater treatment plants where tanks hold 10,000-12,000 gallons. Services are dispatched on an as-needed basis or in emergencies, with peak demand occurring December through April. Response time requirements are 12 hours for emergency requests and three days for pre-scheduled requests. Contractors must invoice the park within 48 hours and provide detailed reports including service location, date/time, and gallons removed. Pricing shall be structured as a flat fee for emergency services and unit price ($/gallon) for routine services. Subcontractors are permitted. The Shark Valley tower location requires approximately 200 feet of extended hose. The scope includes pump-outs with basic cleaning but excludes removal of non-septic trash. A significant change from the previous contract is more frequent pump-outs. Tank locations with GPS coordinates and capacity details are provided for all 18 service locations throughout the park.

Solicitation No.: 140P5426Q0010 Amendment No.: 0001 Attachment 0004 – Questions for Government Response
Questions
1. What is the estimated pump-out frequency per location (monthly or annually), if available? With each truck holding 5,000 gallons: Pine Island district pumps 7 loads (35,000 gallons), Northwest district 11 loads (55,000 gallons), and Flamingo 11 loads (55,000 gallons).
2. Are there seasonal variations in service demand, such as increased usage during peak visitor months? Yes.
3. Based on historical operations, are there specific months or periods with significantly higher service needs? Everglades National Park's peak season is from December to April.
4. Are any locations known to require more frequent service than others? Wastewater plants may offer additional services during the season.
5. Are services typically scheduled in advance, or primarily dispatched on an as-needed basis? Service will be primarily dispatched on an as-needed basis or in emergencies.
6. Does the Government anticipate establishing a preventive or recurring service schedule for certain locations? Only as needed or in emergencies.
7. Are there specific performance priorities or service expectations the Government would like contractors to emphasize (e.g., response reliability, scheduling consistency, reporting timeliness)? Invoice the park within 48 hours of service. All reports or batch tickets must include the service location, time/date, and gallons removed.
Clarification Questions
8. The SOW states that services must be performed “within 12 hours of an emergency notification or within 2 hours of a pre-scheduled request.” Can the Government confirm whether these response times are correct or if they were inadvertently reversed? All emergency requests must be completed within 12 hours; pre-scheduled requests should be handled within three days.
9. The SOW indicates that the Wastewater Treatment Plants (WWTPs) require approximately eight (8) sludge/wastewater removals annually. Can the Government provide estimated annual service frequencies or total gallon volumes for the remaining septic tanks and vault toilets? With each truck holding 5,000 gallons: Pine Island district pumps 7 loads (35,000 gallons), Northwest district 11 loads (55,000 gallons), and Flamingo 11 loads (55,000 gallons).
10. The Price Schedule requests a single unit price ($/gallon) per location. Should offerors include costs associated with emergency response within this unit price, or will a separate pricing structure (e.g., CLIN or flat fee) be considered for emergency services? Flat fee.
11. The solicitation references subcontractor information and evaluation of subcontractor capabilities; however, the SOW states that the scope is limited to the contractor. Can the Government clarify whether subcontractors are permitted for performance of the work? Subcontractors allowed.
12. Are there any site accessibility limitations (e.g., weight restrictions, limited vehicle access, or terrain constraints) that would affect the use of standard vacuum trucks?
Will extended hose lengths or specialized equipment be required at any locations?
Shark Valley tower requires approximately 200 feet of hose.
13. Are there specific locations with historically higher maintenance needs or recurring service issues? Yes, the wastewater treatment facilities.
14. Does the scope of work include basic cleaning or visual inspection, or is it strictly limited to pump-out, removal, and disposal services? Pump outs with basic cleaning.
15. Is historical annual gallon volume data available by location to assist with pricing?
Annual gallons are calculated per site based on a 5,000-gallon loaded truck.
16. What service frequency or schedule is the Government expecting for routine operations? Only as needed or in emergencies.
17. Can the Government confirm the tank size ranges, as some listed tanks appear to fall outside the stated 2,000–4,000-gallon range? The tank range is accurate except at the wastewater plants, where waste tanks hold 10,000 gallons.
18. Is there an incumbent contractor? If so, can the Government provide the contract number, period of performance, and total contract value? The Contracting Officer must provide this information.
19. Is the scope of work the same as the previous contract, or have there been significant changes? More frequent pump outs.
20. Are contractors responsible for removing or disposing of non-septic trash encountered during service? NO.
21. Can the Government confirm the number of tanks at each location? Please see Attachment 002 in the solicitation.
