About this file
This Statement of Work (SOW) details a project for the National Park Service to remove underground fuel storage tanks at the Gator Park Airboat Concessioner Site in Everglades National Park. The project involves abandoning or removing three underground storage tanks (750, 1500, and 2000 gallon capacities) located beneath the restaurant's overhang, with critical urgency due to buoyant uplift forces from rising groundwater levels associated with the Comprehensive Everglades Restoration Plan.
The required services include conducting a tank closure assessment, preparing and submitting documentation to the Florida Department of Environmental Protection, removing tank portions or fully excavating the tanks, performing soil and groundwater monitoring, disposing of any contaminated materials, backfilling with clean fill, and restoring the site's asphalt and concrete areas. The work is to be completed within 60 days after the Contracting Officer issues a notice to proceed, with the project located at 24050 SW 8th St, Miami, FL 33194. Special considerations include environmental compliance, protecting endangered species in the area, and adhering to strict safety and inspection protocols throughout the project.

Remove Underground Fuel Storage Tank - Gator Park Airboat Concessioner Site
1. PARK INTRODUCTION
With the support of many early conservationists, scientists, and other advocates, Everglades National Park was established in 1947 to conserve the natural landscape and prevent further degradation of its land, plants, and animals. Although the captivation of the Everglades has mostly stemmed from its unique ecosystem, an alluring human story of the Everglades is deeply interwoven with its endless marshes, dense mangroves, towering palms, alligator holes, and tropical fauna. Various groups and people navigated through and wrestled with the watery landscape to make it home, and even to exploit its natural wonder at times. On these lands you can discover more about the Native Americans that existed and thrived; the agricultural development and drainage of the Everglades; the people and groups who advocated for the conservation of the area; the Everglades’ role in United States War efforts;
the preservation and restoration work that continues today; and much more.
2. PROJECT INTRODUCTION AND OVERVIEW
This project involves the abandonment or removal of 3 underground storage tanks (USTs) of sizes 750, 1500, and 2000 gallon, located underneath the overhang of the restaurant at Gator Park, an airboat concessions site within Everglades National Park. The work includes identifying, documenting, and closure of the tanks, conducting environmental testing if needed, and restoring the site to match existing conditions. This effort is critical due to the buoyant uplift forces associated with rising groundwater levels, influenced by the Comprehensive Everglades Restoration Plan (CERP), which are currently pushing the tanks upward.
3. REQUIRED SERVICES
The Contractor shall provide all labor, materials, tools, and equipment necessary to perform the following:
1. Conduct a tank closure assessment in accordance with State requirements.
2. Prepare and submit registration and closure documentation to the Florida Department of
Environmental Protection (FDEP).
3. Depending on State requirements, execute one of the following:
a. Remove tank top portions protruding from asphalt and ensure flotation force is not impacting the tanks. Abandon tanks in place.
b. Excavate and remove the USTs with no impact on the building structure and overhang.
4. Perform any soil and groundwater monitoring that may be required by the State.
5. Transport and dispose of contaminated soil and groundwater if identified.
6. Backfill excavation with clean fill material from a local quarry.
7. Restore the old fuel island with concrete and resurface asphalt areas disturbed during excavation.
