About this file

This document is a Questions & Answers attachment for Solicitation No. 140P5425R0027 for Underground Storage Tank (UST) Removal by the National Park Service. The document addresses five key contractor inquiries, including environmental assessment, site constraints, and work conditions. The National Park Service will require a closure assessment for potentially abandoned underground storage tanks, with contractors required to provide separate additive pricing for two removal options: leaving tanks in place and removing tank tops, or complete tank removal.

The solicitation involves complex site work with specific requirements, including maintaining an existing canopy, managing public access by moving the entrance to the back of the store during work, and addressing potential contaminated soil removal. Contractors must estimate soil removal/disposal costs using a per-ton method with a base price including a minimum number of 55-gallon drums. No night work will be permitted, and the entrance will be relocated during the project. The final scope and pricing will depend on the county's determination regarding the underground storage tanks' environmental status.

Attachment 0003 – Questions & Answers Solicitation No.: 140P5425R0027

Title: Removal of UST Tank

Date: 08/19/2025

1) A record search of FDEP/MiamiDade documents indicates that there may be 3 USTs at the location abandoned in place by filling with concrete. See attached report. Would the NPS entertain performing a closure assessment in accordance with County/State regulations in lieu or prior to the removal? This may allow for the USTs to remain in place while addressing the potential environmental impacts.

a) Yes, the National Park Service will require a closure assessment to be performed in accordance with County and State regulations as part of the updated scope (Attachment 0004 – Updated SOW). Once the County provides a determination on the appropriate course of action, the contractor must proceed in line with that decision. As part of the proposal, the contractor must provide separate additive prices for both options:

i) Leaving the tanks in place and removing the tops, and

ii) Removing the tanks altogether.

These additive prices will be evaluated in addition to the base proposal submitted under the solicitation.

2) Is it absolutely necessary for the canopy to remain in place? Maintaining the canopy will make the removal of the UST(s) more difficult.

a) Yes, canopy must remain in place.

3) The potential amount of contaminated soils cannot be determined until the area is open and the UST removed (or after conducting a closure assessment). Can the proposal be estimated using a per ton impacted soil removal/disposal above a minimum amount i.e., x number of 55 gal drums included in the base price?

a) Yes.

4) It will be very difficult to keep the existing front door entrance location open as heavy equipment will be required in very close proximity to the front door entrance to remove the tank. Is it possible to have the public enter from the back side of the Store?

a) Yes.

5) If the front of the Store must be kept open, can we work at night?

a) The entrance will be moved to the back during the work and no night work will be permitted.
