About this file

This document is a Questions and Responses file for a Biscayne National Park HVAC system replacement project (Solicitation 140P5425Q0034). The project requires replacing a 15-ton HVAC system with a 22 SEER rating, with specific requirements including coastal protective coating, remote WIFI monitoring, and performance testing signed off by the Contracting Officer's Representative (COR). Key details include work hours from 7 am to 5 pm, on-site staging area availability, multiple power outlets and potable water on-site, and no permit requirements.

The solicitation mandates contractors provide energy efficiency certifications, use a certified HVAC technician for commissioning, and meet Service Contract Labor Standards wage determinations. Electronic copies of warranties and manuals are acceptable, and contractors must develop contract-specific QA/QC and Safety Plans. The project is tax-exempt, and time extensions will be granted without penalty if material availability delays occur beyond contractor control. Contractors can reuse the existing line set if appropriately sized, and must provide immediate response for any system deficiencies during the warranty period, given the critical nature of HVAC in south Florida's heat.
