Questions and Answers- Sol 140P5425Q0012, Attachment 0002
1. Remote Work Feasibility: Can you please confirm whether any site visits are required, or if the contractor may complete the work remotely using provided or publicly available resources? Site visits will be required. The contractor will need to consult local archives, including those maintained by the park, and arrange interviews with current or former park staff. Some of these interviews may need to be conducted in Spanish, depending on the individuals involved.
2. Access to Historical Sources: Will the government provide access to primary source documents, archives, or interviews needed to complete the administrative history? Yes, at least to the sources available through individual offices, the park’s Central Files, or the Park Archives.
3. Subcontracting Requirements: Are there any limitations on subcontracting specific portions of the project (e.g., historical research or editorial work)? Are resumes required for subcontracted personnel at the time of quote submission?
Subcontracting is permitted; however, the qualifications of any subcontractor staff involved must be submitted to ensure compliance with the Statement of Work
(SOW).
4. Report Format Expectations: Is there a preferred format or layout for the final administrative history (e.g., Word or PDF, citation style, or inclusion of visuals)?
Please see the sections “Deliverable Products” and “Report Format” of the Statement of Work document.
5. Design Responsibilities: Will the contractor be responsible for graphic design and publication-ready formatting, or only the written report? The contractor will be responsible for everything required by the SOW.
6. Past Performance Criteria: Will past performance as a subcontractor or in collaborative projects be evaluated equally with prime contractor experience? Is a narrative with contact references sufficient? Subcontractor qualifications are as important as those of the contractor.
7. Pricing Clarification: Should indirect and overhead costs be broken out separately in the line-item budget? Are there specific travel guidelines (e.g., GSA per diem) we should follow if travel becomes necessary? A detailed budget is required. For travel expenses, GSA rates are typically used.
8. Point of Contact Post-Award: Will a Contracting Officer’s Representative (COR) be assigned to review drafts and coordinate feedback? Yes.
9. Would you please confirm the period of performance for this anticipated contract? The RFP and SOW have references to 18 months and 24 months. It should be 18 months.
