140P5424R0001 Amendment 1 Attachment 1
Question #1: Is there a free pass for the awardee and crew to ride the Ferry daily to and from the project site?
Answer: Per the Statement of Work (SOW), the contractor is responsible for all transportation of equipment, materials and daily transport of personnel to and from the island. The park will provide one round trip transport for one vehicle to and from the island. The park will make the final determination as to whether the vehicle will fit on the landing craft. The contractor is responsible for island transportation from the floating dock to the work site.
Question #2: Can we leave our materials -scaffolding ,paint etc. - at the project site and is there a dry secure place to store those materials ?
Answer: There are two project sites, Dairy Managers House and Stafford Beach House. The Dairy Managers House may or may not be occupied when contract is awarded, in the case of it being occupied at the time of project the contractor will be able to store some material at the Dorm Laundry House (Directly next to the Dairy Managers House) and or on the back enclosed porch of the Dairy Managers House. The Stafford Beach House has no storage area for contractor. The Beach House is a private park resident housing, contractor items may be stored on the front porch however there will be no secure spot out of the elements.
Question #3: The SOW states "The contractor is responsible for all transportation of equipment, materials and daily transport of personnel to and from the island. The park will provide one round trip transport for one vehicle to and from the island. The park will make the final determination as to whether the vehicle will fit on the landing craft." Is this a one time only round trip transport, and then after that the contractor is responsible daily to get to the island? Or is it one roundtrip daily?
Answer: This is a one-time round trip. A trip to the island at the beginning of the job being awarded to transport contractor vehicle and at the end of job being completed to take contractor vehicle back to the mainland. Daily transportation and any other equipment needing transported after that one-time round trip will be the contractors responsibility. NO TRAILERS WILL BE TRANSPORTED ON PARKS LANDING CRAFT FOR THE ONE TIME ROUND TRIP!!!!!!! ALL EQUIPMENT REQUESTED BY CONTRACTOR TO BE TRANSPORTED TO ISLAND FOR ONE TIME ROUND TRIP MUST BE APPROVED BY COR PRIOR TO
ARRIVAL FOR TRANSPORTATION TO ISLAND.
Question #4: For pressure washing tasks like this, we typically utilize the on-site water connection. The request specifies, "Contractor shall furnish all labor, supervision, material, tools, equipment, supplies, transportation, and incidentals required for prepping and painting the exteriors of multiple buildings within Cumberland Island National Seashore, situated in a remote location (accessible by water) in St.
Marys, GA, 31558, Camden County." Does this encompass water? Although we have the necessary equipment to supply our own water using trailers and trucks—capable of carrying over 1000 gallons— I'm concerned about the logistical challenges and expenses associated with transporting such weight on a boat.
Answer: There is accessible water and electricity at both project sites. Water pressure is strong enough at each site to use a 1500 PSI pressure washer.
Question #5: Regarding the use of a garden hose and low pressure for pressure washing structures what is the PSI from the house? Is there another external connection for water if needed?
Answer: Both houses have hose bibs on the houses. A pressure washer should be utilized to clean the house, a water hose alone will not suffice.

Question #6: What are the formulas for the custom colors as outlined in the SOW?
Answer: If by formulas, you mean codes, they are in the SOW and can be found at Sherwin Williams.
Question #7: Are we allowed to leave any materials (paint/brushes/etc) neatly arranged and put away , on the site or is all work material required to removed everyday?
Answer: All materials may be kept on site over night if they are cleaned up at the end of the day and stored properly according to the MSD. Refer to question #2. Side Note: Both houses are in the public view and should be always treated as a visitor attraction throughout project duration.
Question #8: Will water spigots be provided at each location by NPS?
If not, will alternative means such as a sanding be an acceptable form of preparation?
Answer: Refer to question #5.
Question #9: Will we be permitted to work weekends on this project?
Answer: Work will only be permitted on the weekend if submitted in writing by contractor 24 hours in advance to the COR stating date requesting and reason for requesting weekend work.
Question #10: Will the government provide the type of wood (cedar vs pine vs cypress) required for the wood repairs that must be done?
Answer: If these repairs are deemed to be within the 10% of repairs, the COR will provide the contractor with the correct material needed. Both structures have had extensive repairs over the years and not all material is the same.
Question #11: Are we pressure washing the cedar shingle shake of the Dairy Managers House?
Answer: There is no pressure washing of any cedar shake on either structure.
Question #12: Are we pressure washing the roofs of the buildings to be painted?
Answer: Pressure washing is only to be done to the surface areas that are being prepped and painted.
Question #13: Where board replacement is required are we to use full boards or is the use of partial boards acceptable to replace the areas affected with rot?
Answer: That decision will be based upon the extent of the repair being needed onsite.
Question #14: In the description of work to be completed for all three structures it says “prime and paint all surfaces with one coat of latex primer on bare spots and….” Are we to only spot prime bare spots of wood? Or are we to prime the entirety of each structure before applying the two topcoats of paint?
Answer: Only Primer the bare spots where wood is exposed.
Question #15: The chimney of the Milk Mans House has large voids between the brick and the wood siding of the wall on both its sides. Water can easily enter the space affecting the wood behind the chimney. Will replacing the missing mortar after painting and touching up afterwards be added to the
SOW?
Answer: No.

Question #16: Regarding the deck stairs at the Stafford Beach House, the stair treads to the deck of the beach houses are 2”x6” pieces of wood. They are very worn, but not rotten. They have deep cracks in them. For the actual decks that are to be painted the normal product to be used is: SuperDeck Exterior Waterborne Solid Color Deck Stain, however, could we use SuperDeck Exterior Deck & Dock Coating which is designed especially for filling these types of cracks. It is a high build product but costs more per gallon. The decks themselves can be stained with SuperDeck Exterior Waterborne Solid Color Deck Stain Answer: There is no specified brand stated in the SOW for the porch deck and stair treads of both structures. Contractor awarded contract should match colors of each porch and submit to the appointed Contracting Officer’s Representative (COR) for approval. The porches and stair tread should be coated the same as building paint procedures, primer bare spots and apply two coats of approved exterior deck paint. All proposed paint must be submitted with your proposal and all paint must be approved in writing by the COR for approval before ordering.
Question #17: Is there a specification regarding the actual deck paint? We saw Super paint, but that is not for decks.
Answer: Refer to question #16.
Question #18: At the end of each day can we store our boat and trailer at the parking lot of the office at St Mary’s Answer: At the end of each day awardee may utilize the visitor center visitor parking lot if space is available for one vehicle and boat/trailer. If there is no space available, the contractor will need to provide there own parking.
Question #19: Is there provision for on-site storage of construction materials, or is the expectation to clear all items daily?
Answer: Refer to question #2 and #7.
Question #20: What is the estimated amount of time before a decision is made regarding review of offers?
Answer: Anywhere from 3 to 60 days depending on the review team’s availability.
