PREVENTATIVE MAINTENANCE GENERATOR SERVICE CONTRACT
STATEMENT OF WORK
BACKGROUND AND INTRODUCTION:
Everglades National Park (ENP) is looking to procure commercial services for the performance of quarterly preventive maintenance and repairs of the facilities’ emergency generator systems. Including Emergency Transfer Switches, Charging systems, Inverters, Transformers, and control panels.

On the following 11 generator (types) at these locations. All generators are located within ENP.

PERFORMANCE PERIOD:
Contractor must be ready to commence services as soon as award is distributed.
I. Timeline:
A. Base Year: August 2024 – July 2025 B. Option Year One: August 2025 – July 2026 C. Option Year Two: August 2026 – July 2027 D. Option Year Three: August 2027 – July 2028 E. Option Year Four: August 2028 – July 2029
II. General Requirements.
• The contractor will be responsible for the labor and tools required to carry out all preventive maintenance as outlined in this SOW.
• The contractor will be required to evaluate the equipment and provide a maintenance schedule.
• The Contractor, under this scope of work will be responsible for all material, which requires replacement during inspection and maintenance but which is not specifically called out, including but not limited to items such as head gaskets, blower gaskets, seals, and battery electrolyte as outlined in this SOW.
• Contractor must submit to the Contracting Officer Representative (COR)
• Contractor shall provide all supervision, labor, tools, and equipment to perform preventive
Maintenance for the listed generators.
• All personnel working in the vicinity shall wear and/or use safety protection while all work is performed.
• Any questions or injuries SHALL be brought to the attention of the COR or Safety Officer.
• MSDS Material Safety Date Sheets shall be provided by the contractor for all HAZARD material.
Copies will be provided to the COR for approval.
• Preventive maintenance for standby generator sets to be performed by certified technician or mechanic.
• Perform all quarterly preventive maintenance procedures prior to being out-year cycles.
• COR must immediately be made aware of any condition discovered that could result in equipment failure.
• Test and inspection report shall be submitted to the COR with three days of competing work.
• If any discrepancies are found with the generator system that are not covered under this scope of work then the contractor must provide the following.
• Detailed report noting the discrepancy found.
• Bill of Materials (BOM) to include the component name, quantity, part #, and price for any repair material required and material lead time.
• Price quotes for repair labor.
• Fuel tanks for generators sizes of generators and manufacturers are subject to change at any point for the duration of contract.
• Quantity of generators and locations outlined in scope will remain the same.

QUARTLEY CHECK (ENGINE RUNNING)
• Conduct visual check around the generator.
• Check the battery’s liquids specific gravity, do battery load test, top up if needed.
• Clean battery terminals and lugs
• Check all V and fan belts make sure there are no hair line cracks on the belts, replace if cracked or worn.
• Check and adjust tension on all V and fan belts.
• Check coolant level and top up if necessary.
• Check specific gravity of coolant. Replenish as necessary to maintain manufactures recommended level of coolant additive.
• Check operation and components of water jacket and cooling system.
• Test fuel in day tanks for water. Record water levels in tanks
• Drain condensate from exhaust condensate trap.
• Clean air filter element, inspect all fuel, oil, and water piping for secure mounting.
• Inspect exhaust piping and muffler insulation.
• Inspect crankcase breather tube.
• Check all control panel indication LED’s and Displays.
• Make necessary repairs as needed to maintain generators fully operational.
SEMI-ANNUAL CHECK (ENGINE RUNNING)
• Turn off the generator circuit breaker and run the generator unloaded for 15 minutes. Check the generator for unusual condition, such as: excessive vibration, excessive black or white smoke.
The following indicators on the control panel also need to be checked and verified while the generator is running: oil pressure, water temperature, rpm, and voltage. And frequency.
• With the engine running and the generator circuit breaker open:
Jumper water temperature switch Jumper oil pressure switch Jumper coolant low-level switch Press emergency stop push button.
o Each time the switch is jumped on the emergency stop button is pressed the engine should stop and corresponding failure lamp should illuminate, Reset the shutdown mechanisms after each test.
• Start unit and run with load bank commented for 1 hour at minimum 70% load.
• Read the record verify all engine and alternator inculcators.
• Check exhaust for excessive black or white smoke. (see manufactures manual)
• Check turbocharger for vibrations, check for any abnormal noise during operation.
• Check generator bearing for noise and overheating.
• Check exhaust manifold, muffler, and piping for leaks and secure mountings.
• Check fuel day tank for proper operation.
• Check exhaust back pressure and Diesel particle filter (Dpf.) if above 24 in.H20/6Pa, Dpf Filter to be removed and cleaned.
SEMI-ANNUAL CHECK (ENGINE STOPPED AFTER RUNNING)
• Inspect engine water fuel and oil systems for leaks and while engine is hot.
• Fill out maintenance check list, record deficiencies and repairs.

ANNUAL CHECK (ENGINE NOT RUNNING)
• Perform complete semi-annual engine not running schedule.
• Change fuel filters every 250 hours or once a year whichever is sooner.
• Change coolant every 250 hours or once a year whichever is sooner.
• Inspect battery charging alternator and V belt.
• Inspect engine and generator wiring harness for ware and damages.
• Inspect supports and springs isolator for soundness and stability.
• Inspect unit thoroughly for loose fasteners.
• Clean radiator air passages and exhaust air ducts.
• Clean intake louvers and ducts.
• Inspect unit for corrosion. Remove any corrosion, prime and paint.
• Inspect fan drive idler pivot arm assembly and shock absorber.
• Inspect belt driven fan hub.
• Take fuel oil samples and analyze.
ANNUAL CHECK (ENGINE RUNNING)
• Perform complete semi-annual engine running schedule.
ANNUAL CHECK (ENGINE STOPPED AFTER RUNNING)
• Perform complete semi-annual ‘Engine stopped after running schedule. (Sch.#6)
• Change crankcase oil and filters every 250 hours or once a year whichever is sooner
• Fill out maintenance check list, record deficiencies and repairs.
OUT YEAR CHECKS
• Third year check
• Inspect turbocharger
• Inspection to include bearing, seals, exhaust and air impellers.
• Change all gaskets and seals
• Inspect rotating rectifier
• Inspect and clean rotating rectifier per manufacture’s recommendations.
• If replacement is warranted provide a request to the COR for action include all material and labor
• Replace batteries
• Replace batteries with minimum 9x-9730 deep cell batteries.
• Provide two (2) batteries for each generator.
• Replace cooling system temperature regulators with seals.
