STATEMENT OF WORK (SOW)
Replace Heating, Ventilation, and AIR Conditioning Systems Mainland Visitor Center
Summary of Work: Contractor shall provide all labor, supervision, material, tools, equipment, supplies, transportation and incidentals necessary to replace 4 heating, ventilating, and air conditioning (HVAC) split systems located in the mainland Visitor Center Building and any associated waste will be removed and disposed of by the contractor. Contractor will replace aging and depreciated HVAC systems to meet the cyclic maintenance standards of the Department of the Interior in accordance with projected life cycles on the east coast.
The new systems will be state of the art systems, incorporate the latest energy efficiency technologies, have programmable thermostats, occupancy sensors. Units will meet a minimum of 19 SEER energy efficiency ratings for each unit’s capacity and installation. The HVAC systems will utilize inverter technology and variable speed air handlers to increase or decrease the energy consumption of the system based upon the buildings heating and cooling needs/occupancy. Replace with advanced systems that have invertor technology to increase and decrease the demand based on factors such as visitation or temperature. Contractor will be responsible for sizing the units properly according to the ASHARE regulations, the ASSC guidelines, as well as the international building code.
System design and installation will be accomplished in accordance with manufacturer’s installation specifications and requirements per the following:
New HVAC systems will be installed in accordance with all Federal, State, and local regulations for mechanical systems.
Contractor’s work must be in accordance with the Air Conditioning Contractors of America
(ACCA) Rules for Load Calculations and Installations in Commercial Buildings Contractor’s work must comply with the American Society of Heating, Refrigerating and Air
Conditioning Engineers (ASHARE) standards for air quality.
The existing units are all traditional split systems with an outdoor heat pump and an inside air handler.
Due to the location of the Visitor Center on the east coast, the units are consistently inundated with moisture and salt air environmental conditions. Cumberland Island National Seashore is in a severe salt life environment which has resulted in irreversible damage to existing HVAC systems. Current units require more than the required and scheduled recurring maintenance.
New HVAC systems will all meet a minimum Seasonal Energy Efficiency Ratio (SEER) rating of 19 or higher in according to the specifications for the unit and associated indoor units adequately sized technical support (fresh air requirements, ventilation, load calculations), supplies, materials, tools, equipment, and man power required to perform the complete replacement of existing systems and complete the installation of new HVAC systems sized according to ASHARE standards.
Note: Existing split systems are probably 5 ton units, the writing has come off the units so I cannot provide the actual tonnage / size.
