About this file

This document is a Performance Specification for mooring line assemblies, vessel mooring buoys, and round yellow regulatory buoys for Dry Tortugas National Park. The Park requires 29 pre-built line assemblies, 9 32-inch mooring buoys with custom lettering, and 16 32-inch round yellow buoys with custom lettering. Detailed specifications and drawings are provided for the mooring line assemblies, mooring buoys, and round yellow buoys. All items must be delivered to the M/V Fort Jefferson Dock D-3 at the U.S. Coast Guard Sector Key West facility.

The related federal contract opportunity is a solicitation for the supply and procurement of the mooring buoy systems described in the Performance Specification. The solicitation is issued by the Department of the Interior National Park Service Southeast Region, with solicitation number 140P5424Q0036.

PERFORMANCE SPECIFICATION

FOR

MOORING LINE ASSEMBLIES, VESSEL MOORING BUOYS, AND

ROUND YELLOW REGULATORY BUOYS

FOR

DRY TORTUGAS NATIONAL PARK

INTRODUCTION

Dry Tortugas National Park is composed of 7 small keys (island) surrounded by 100 miles of open ocean and is located approximately 70 miles from Key West, Florida. The environment of the Dry Tortugas is highly dynamic and marine facilities such as docks, piers, moorings and buoys are subject to high UV exposure and corrosion rates and intense ocean energy. Historically, the Dry Tortugas has been impacted by tropical cyclone events at a greater rate than other areas of the Caribbean and Gulf of Mexico. An example being the 2005 hurricane season, during which four cyclones passed over the Dry Tortugas, DENNIS, RITA, KATRINA, and WILMA. Facilities and equipment must be designed and built to withstand the environment and even provide an extra degree of resilience than other localized environments in the rest of the Florida Keys and South Florida.

SPECIFICATIONS

Dry Tortugas National Park requires 29 high-quality pre-built line assemblies for connecting buoys and mooring buoys to existing buoys and attachment points on the seafloor. This request for proposals does not include the foam Class 2 (2CFR) or Class 4 (4CFR) buoys or seafloor anchors. The Park also required nine (9) 32-inch mooring buoys with through rod assemblies and custom lettering and sixteen (16) 32-inch round yellow buoys with through rod assemblies and custom lettering. Table 1 below provides summaries for each supply requirement.

Table 2 provides the buoy/mooring type, buoyancy of the buoy, system scope, reference to the drawing numbers for each of the pre-built line assemblies, and reference to the drawing numbers for the mooring buoy and round yellow buoys required. Proposals for system assemblies must meet the specifications listed in Drawings 1 through 5. Proposals for the mooring buoys and round yellow buoys must meet the specifications listed in Drawing 6 and 7.

DELIVERY INSTRUCTIONS

All systems and system components must be delivered to the contact and address below.

The delivery location is within a secure military facility and will require a brief vehicle inspection and driver clearance. Inspection and clearance instructions will be proved by the delivery contact listed below. Advance delivery coordination is highly recommended.
