1. BACKGROUND

The current Heating, Ventilation and Air Conditioning (HVAC) need replacement due to inoperative units and end of life cycle units at San Juan National Historic Site (SAJU).

2. OBJECTIVES:

This contract is to Replace two (2) HVAC Condenser and Air Handler Systems at the El Morro Bunker.

3. PLACE OF PERFORMANCE:

Street Address: San Juan National Historic Site, NPS

4. PERIOD OF PERFORMANCE:

All tasks and deliverables for this contract shall be completed within calendar 90 days after Notice to Proceed. Days listed herein refer to calendar days. The work schedule is Monday through Friday between the hours of 6:30 am to 3 pm. Any changes to the work schedule shall be approved by the Contracting Officer’s Representative (COR) in advance.

5. SCOPE:

The project consists of replacing the HVAC equipment listed below. The new equipment shall meet the latest technology and energy efficiencies available with current industry standards.

The Contractor shall deliver the following services and provide an itemized cost breakdown to include materials/equipment, labor, administrative, and other fees. The Contractor shall have an on-site superintendent/foreman present at all times.

6. TASKS:

Under this contract, the Contractor shall perform the following tasks and requirements to Install new HVAC Condensers and Air Handlers.

Location of Condensing Units:

At present, both exterior units are in an open-air concrete room on the east side of the El Morro Bunker. One new unit will stay in this location, while the second unit will be moved to the far west casemate beneath the bridge. New copper tubing and electrical wiring will connect the condensing unit to the air handling unit. A four-inch opening is available for entry into the bunker to the air handling unit. To access the main electrical panel in the third casemate, under the bridge, a core hole must be drilled through a concrete wall.

A. Replace the following equipment listed below or COR approved equal for all equipment listed.

Units in El Morro Bunker: 46 and 47

1. Two (2) TTA09043AAB00AE0000(22) Condenser

2. One (1) TWE090D300AB Air Handler

3. One (1) 4MYW5518A1000AA Air Handler

• All units will be Seasonal energy efficiency ratio (SEER) 22 or higher. Units will be 208/230-volt system.

• Warranty: Minimum 7 Year Compressor 5 Years Parts.

• All exterior condensing units will have an Anti-corrosion Condenser Coil Coating applied.

• All exterior condensing units will have labels to indicate corresponding circuit number on breaker panel.

• For each exterior condensing unit, install a Disconnect Switch in the immediate area:

Non-Metallic Mennekes NEMA 4X rated enclosure or approved equal.

• All existing copper tubing between the Air Handler and Condenser will be replaced. The existing copper tubing is encased in the concrete floor. New copper tubing (ACR Type or Type L copper) will be installed. Copper tubing will be installed with insulator (all weather) for suction line, and it will be sized correctly to the evaporator and condenser, this will be verified before units are accepted. The liquid line will also be sized correctly and will also be field verified for each unit.

• New copper tubing will be placed in PVC Conduit in the floors and walls that runs through concrete.

• All existing electric connection from breaker panel will be removed and new wire will be installed for both condenser and evaporator.

• Each condenser unit that is in the open-air environment will require corrosion resistant rooftop wind anchoring with unit base pedestals.

• Each air handling unit will require having a condensation pump and will need to be plumbed to the exterior of the building in the most efficient way.

• Each of the condenser unit will be rated for saltwater environment and have components and materials that will not corrode. Each of the condensers will be mounted systems that do not require any roof penetrations under any circumstance.

• Each condenser unit will be properly secured with stainless steel tie-down hardware.

• All hot work will require a fire extinguisher to be always present and for contractor to certify that areas are safe from any fire hazard.

• Safely dispose of all equipment to be removed in accordance (IAW) all Federal and local regulations. Remove and recover all refrigerants per EPA regulations and dispose of these refrigerants IAW all Federal and local regulations.

• Coordinate all work and utility service interruptions with park staff. No less than a 24-hour notice shall be given before any type of utility interruption is to occur. Interruptions shall not exceed more than one (1) working day.

• All affected areas shall be restored to their original condition from before the work began. Any damages shall be fixed and repaired at no cost to the Government.

• Clean jobsite of all dust and debris at the end of each workday and ensure that all work is performed in a professional manner.

• The Contractor shall be solely responsible for coordination with all Federal, state, and local authorities before commencement of the project to ensure project completion within the 90-day POP.

• The Contractor shall notify SAJU site Administration 24 hours prior to the start date of any excavation or job that requires the closing of some areas.

• Train Park's maintenance personnel to adjust, operate, and maintain new HVAC systems. A minimum two (2) hour training sessions for four (4) personnel shall be conducted.

7. DELIVERABLES:

Before notice to proceed

• Provide product submittals for all equipment to be installed for approval by COR.

• Provide Unit dimensions and weight.

Before contract close out

• Provide two (2) hard-bound copies of Operation and Maintenance (O&M) Manuals to the park for all equipment installed. O&M manuals are to include the manufacturer’s specifications and instructions for all new equipment.

• Provide one (1) hard-bound copy of all warranty information for new equipment to include a list of all model and serial numbers as applicable.

• Conduct training on new equipment and systems for park personnel.

8. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR INFORMATION

(GFP, GFM, GFE, OR GFI):

N/A.

9. SAFETY:

The Contractor shall follow all OSHA rules and procedures.

10. SECURITY:

Contractor shall not be permitted in archives without NPS supervision at all times.

11. TRAVEL:

Contractor shall be responsible for all travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem.

12. SPECIAL MATERIAL REQUIREMENTS:

N/A.

13. OTHER UNIQUE REQUIREMENTS AND CONSIDERATIONS:

Before using open flames or heat to solder pipes, notify the COR. The fire suppression is heat sensitive and must be shutoff while Contractor is soldering.

The Contractor shall not be permitted access to the artifacts room or file room without supervision from a park staff member.

14. QUALITY CONTROL REQUIREMENT:

The Contractor shall develop and maintain a quality control (QC) plan to ensure services are performed IAW commonly accepted commercial practices. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the Contractor shall develop QC procedures addressing the critical areas identified in this statement of work (SOW). The Government will periodically evaluate the Contractor’s performance IAW the SOW. All new equipment shall conform to the manufacturer’s instructions and guidelines for installation and start-up.

While performing work, the Contractor shall comply with the latest regulations, standards, policies and codes, as applicable identified below:

• NFPA 101 (National Fire Protection Association's Life Safety Code)

• Federal, State and Local Building Codes, Standards and Policies

• International Family of Codes, primarily the IBC (International Building Code)

• American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE)

Standards and Guidelines

• National Environmental Balancing Bureau (NEBB)

• Associated Air Balance Council (AABC)

• NFPA 101 (National Fire Protection Association's Life Safety Code)

• Federal, State and Local Building Codes, Standards and Policies

• Local codes only if required by utility companies for service connections.

• National Electrical Code (NEC)

• Occupational Safety and Health Administration (OSHA) requirements

Additional Requirements:

• All affected areas shall be restored to their original condition. Any damages shall be fixed and repaired at no cost to the Government.
