STATEMENT OF WORK (SOW)

Replace Trash Compactor System

Contractor shall provide all labor, supervision, material, tools, equipment, supplies, transportation and incidentals necessary to remove and replace (1) 3-yard commercial trash compactor and (2) compactor receivers at Cumberland Island National Seashore. Remove the existing 3-yard commercial “Cram-a-Lot” trash compactor, receivers, and any associated parts to be disposed of by the contractor. Contractor shall perform electrical disconnection and install wiring for approved 3-yard commercial compactor as described below and conduct performance test for proper operations. All equipment must be approved by the Contracting Officer Representative (COR) before ordering.

Submittals: After award, contractor must provide:

1. Manufacturer’s information for compactor and 3 YD Hoper.

2. Manufacturer’s information for proposed receiver containers.

3. 1 pint touch up paint.

4. SDS Sheets as appropriate for chemicals and paint.

5. Provide original packaging and manufacturer’s warranty for all equipment information associated with equipment and contractor work performed.

Delivery & Storage: Delivery and storage of equipment, tools, and materials will be coordinated with the COR prior to mobilization. Staging and storage of tools and materials will be permitted in designated areas only. The government cannot be responsible for any tools or materials stored onsite. Park will assist, as a courtesy, with LANDING CRAFT transport of equipment/materials to island if equipment/materials will safely fit on landing craft and can be safely offloaded on island. The parks landing craft operator and COR will make the final determination as to whether equipment/material will fit, do not exceed landing craft transporting weight limit, weather/tides/dates/times, and can be driven off barge and up the island ramp safely. If the park is able to transport equipment/material for the contractor, then strong, specific and decisive communication will be required by the park to the contractor in order for safe movement. This courtesy, if possible, is only for the transport of equipment/material on the waterway by park landing craft to and from the island. The contractor will be responsible for transporting the material/equipment on and off the barge and to the jobsite with their equipment. The park COR and landing craft operator will have the final say as to whether the equipment/materials can be transported and may at any time stop all transport. Any damage to park landing craft/equipment will be the responsibility of the contractor for cost of repairs. If equipment/materials will not fit on parks landing craft and or park COR and landing craft operator deem transportation of equipment/materials to be unsafe or not possible, it will be the responsibility of the contractor to transport all equipment/materials to job site.

Transportation: The government will provide one round trip transport for one vehicle to and from the island. Contractor will confirm with COR if desired transportation will fit on the landing craft. The park will make the final determination as to whether the vehicle will fit on the landing craft.

Specifications for Trash Compactor & Dumpster System

i) (2) Receiver Containers (Current Containers specifications: Octagon receiver, L:206" X H: 70" X W:96").

2. Power Supply to Include

a) 230 – 240 volts

b) Weatherproof connections

c) Emergency Safety Shutdown Switch

3. Safety and Security

a) Hopper door closed safety switch

b) Emergency reversing devises – entrapment prevention

c) Safety decals, notifications, lights, etc (must meets commercial standards)

d) Audible tones

e) Outdoor – rated

f) Independent controls (if applicable) to be located and mounted per COR

g) Outdoor / UV-Resistant construction

Site Verification of Conditions: Contractor shall examine site conditions and notify COR of any concerns trash compactor removal and installation area and notify COR of any concerns that could affect quality and execution of work and cannot proceed with installation until unacceptable conditions are corrected. All work will be inspected by the COR and deviations from the scope of work shall be corrected.

Hours of Operation: All work is to be performed during normal business hours which are:

Monday thru Friday 7:00 A.M. to 5:00 P.M, excluding government holidays. Work must be scheduled around special events and programs; Contractor will be given a minimum of a 3 day notice. No work permitted outside of normal business hours without prior written consent.

Work on the weekend must be approved by the COR and must be requested at least 24 hours in advance.

Parking: Off Island parking is permitted in the visitor parking lot; boat parking in designated location only.

Radio use is prohibited.

The use of tobacco products are permitted in designated areas only.

Installation & Site Preparation: Contractor is responsible for surface preparation of existing and new unpainted surfaces. Contractor shall prime and apply 2 coats paint.

Quality Assurance Requirement:

1. Installation shall be in accordance with manufacturers installation instructions.

2. Contractor is responsible for verifying current compactor receiver specifications and ensuring new receiver’s dimensions and holding capacity are as close as possible to current receivers. The parks hook lift truck must be able to handle loading and unloading new receivers as well as safe road operations with receiver fully loaded on hook truck at the receivers maximum rated weight capacity (Current containers overall max. specifications: Octagon receiver, L:206" X H:70" X W:96", Hook Truck GVW: 33,000 Lbs.). Contractor is to provide park with new specifications of receivers for park approval prior to manufacturing/delivery.

3. The current compactor sits on a 30’(L)x10(W)’ concrete pad. The new compactor and attached receiver is required to fit on this concrete pad. If overhang is to occur from the receiver the contractor must verify and report to COR, for approval, how much the receiver will overhang off the concrete pad prior to installation/delivery.

4. Contractor shall establish a safety barricade around work zone; contractor is responsible for ensuring the safety of visitors and employees surrounding the working environment.

5. Test all equipment functionality with government to ensure proper operation.

6. The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices.

7. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.

8. The government will periodically evaluate the contractor’s performance in accordance with the Statement of Work.

Waste Management: All debris and trash shall be removed from the building by the contractor after each workday and disposed of properly at the Contractors expense

Special Considerations:

1. Project is located on Cumberland Island not the mainland. The distance from the mainland to the dock on the island is approximately 7 miles

2. Contractor is responsible for all transportation including but not limited to: transporting all equipment, materials, tools, and personnel to and from the island

3. The contractor is responsible for island transportation (from the floating dock to the work site). Driving is only permitted from the dock to the jobsite. No driving anywhere else on the island

4. The contractor will be provided docking space on the island and on the mainland for a maximum boat size of 25’. If no space is available on the mainland, the contractor’s boat will have to be pulled from the water daily and stored at a designated park location.

5. Contractor is responsible for verifying current compactor receiver specifications and ensuring new receiver’s dimensions and capacity are as close as possible to current receivers. The parks hook lift truck must be able to handle loading and unloading new receivers as well as safe road operations with receiver fully loaded on hook truck at the receivers maximum rated weight capacity (Current Containers specifications: Octagon receiver, L:206" X H:70" X W:96", Hook Truck GVW: 33,000 Lbs.). 6. Contractor will comply with all OSHA, Federal, State, and local regulations.

7. The area will remain open to visitors while the work of this contract is executed. Visitors are the park’s primary customers. Daily contact with visitors by the contractor is likely.

As all resources and operations of the NPS are ultimately paid for by the U.S taxpayer, any visitors that the contractor comes into contact with while accomplishing this work should be considered a customer and be accorded all reasonable courtesy.
