Question #1: Regarding the geophysical surveys, what level of effort for the Scope of Work is expected for this portion of the survey?

Answer: Park expects coverage of identified geophysical locations with GPR and Magnetometer with post-processing of data to identify potentially cultural sub-surface anomalies

Question #2: What are the parameters for shovel test delineations? Do delineations stay within the parameters of the survey area, or do they extend indefinitely regardless of the survey area boundaries?

Answer: Delineations will stay within the survey area boundaries

Question #3: Page 13 SOW - “Locations of each STP will be recorded with a global positioning system (GPS) unit, explicitly using the Esri Field Maps app running on a Samsung Tab Active table with a Leica Zeno GG04 using the SmartLink PPP correction service and averaging capable of submeter accuracy.” Will the NPS be supplying this specific equipment, or will the firm be responsible for owning this specific equipment?

Answer: The park will accept the use of non-Leica GPS units capable of submeter accuracy upon review

Question #4: Please provide clarification as to the difference between the collection strategies of what is referred to as cultural material and then artifacts (diagnostic/non-diagnostic). It states on page 13 SOW that all cultural material locations are to be marked with a sub-meter GPS unit, but on page 15 SOW it refers to collection of artifacts remaining in screens. Are all flakes, sherds, etc. locations to be marked through GPS or is there a more specific meaning to cultural material in the context of the SOW?

Answer: All cultural material will be collected for analysis out of the field, the locations of the test units will be recorded but not individually excavated artifacts.

Question #5: Will the final report be one Cultural Resource Survey report? Or are the surveys required to be separated into one Archaeological Survey Report and one Historic Resource Survey report? Furthermore, if it is one report (CRS), will it need to follow Chicago or SAA? If two reports (ASR and HRS) will the ASR follow SAA or Chicago and the HRS follow SAA or Chicago?

Answer: The park would prefer two separate reports and to follow Chicago.

Question #6: Will the firm be required to physically go to the GA HPD office to review reports for the literature review?

Answer: Most of the literature is available electronically though it does not discourage a visit to the GA HPD.

Question #7: Page 12 SOW - Please expand on the extent/type of the geophysical surveys that are expected for this project.

Answer: GPR and Magnetometer to focus on the approximately 6 acre open field surrounding the High Point Mound site. Survey should be a 50cm intervals.

Question #8: Will contractor staff need to take the regular ferry to the island, daily, or will the NPS provide separate transport to the north dock? We note that the regular ferry operates from 10AM – 4PM, which would shorten the workday… Or will the NPS provide accommodations to contractor staff while work is being conducted?

Answer: The government will provide one ride per day on the crew boat which departs at 7am from St. Marys and leaves CUIS at 4:45pm each day.

Question #9: What are the best options to access the site? -- Is there boat/ferry/vehicle access and what is the cost?

Answer: Best way is to use one of the NPS docks (Dungeness, Sea Camp, Plum Orchard) and maintain a vehicle for transportation on the main road. We don't recommend trying to boat directly to High Point.

Question #10: What are the lodging options on Cumberland Island for crew? Should crew prepare to stay on the island, or do we need to acquire lodging and transportation off island, and shuttle back/forth daily? If there is lodging on the island what is the cost and availability?

Answer: No lodging will be provided.

Question #11: What emergency services are available on the island?

Answer: The island has basic EMS. More serious emergencies will require life-flight, non-life threatening emergencies will be handled by NPS LE or Camden County Sheriff’s Deputy.

Question #12: Is there a location on site where we can securely store our equipment?

Answer: Yes, the park can provide secure storage on island.

Question #13: Are there specific areas NPS suggests for geophysical survey: mound, near existing structures, or entirety of the project area?

Answer: Near the mound is the park priority.

Question #14: Have GPR or other geophysical studies been done on the island and ground-truthed?

Answer: They have been done at Dungeness and Plum Orchard.

Question #15: The historic context section is specific to High Point and it’s relationships to resources over time and a full history of the area is not required, correct?

Answer: The historic content should focus on its analysis of the development of High Point, and its changes over time. and its relationship to the settlement at Half Moon Bluff - which is of course nested in the history of the island broadly. It should be of sufficient detail to assess the NRHP eligibility of all the resources present both individually and as a district at each scale of significance (local, state, regional, national).

Question #16: Field documentation requirements for GPS devices are specific. Is that specific setup required or can we use any submeter accuracy device with correction?

Answer: Though older NPS standards call for the use of Trimble equipment and software, it is understood that a variety of GPS equipment and software, both from Trimble and other manufacturers, will be suitable for producing the required data deliverables. GPS equipment must be capable of submeter accuracy when used with adequate position averaging and differential correction.

Question #17: Do all field crew require certification in First Aid/CPR or only a subset of the crew?

Answer: Subset.

Question #18: Do archeological resources require an eligible/not eligible determination as well?

Answer: Yes

Question #19: Does the architectural survey require an intensive interior survey?

Answer: No

Question #20: Can the NPS provide GIS shape file for the previous surveys, including the 2020 Survey and the Ehrenhard 1976 and location of any known archaeological sites or historic resources to an SOI qualified archaeologist if we provide a CV?

Answer: Yes. That will be made available after award.

Question #21: Will the contractor have access to the site on the weekends?

Answer: This could possibly be arranged after award.

Question #22: Will the NPS provide transportation to and from the Ferry Docks to the site?

Answer: No. Park will facilitate transportation of a contractor vehicle to the island for contractor use.

Question #23: Can the contractor utilize the ferry dock to dock a vessel during the workdays?

Answer: Yes

Question #24: Would NPS be able to ferry crew and equipment earlier and later than scheduled ferry runs?

Answer: Possibly, depending on the situation.

Question #25: Is the waterway near the site accessible to small, motorized vessels and are the docks accessible to researchers?

Answer: The waterway is accessible but the entrance to the creek is difficult and tidal dependent. It is not recommended to seek regular, consistent access this way.

Question #26: While the wetlands do not require ST surveys are the wetland buffers to be included in shovel testing?

Answer: You don’t need to test in the wetland areas, so those areas should be excluded.

Question #27: Will the NPS supply the contractor with all historical files and reports regarding the APE?

Answer: Yes, this can be provided after award.

Question #28: Will the contractor be responsible for excavating bounding shovel tests outside of the direct APE parcel during delineation?

Answer: No

Question #29: Can you provide additional information regarding the Archaeological Zone involved with the

APE?

Answer: Yes

Question #30: We usually run with ARCGIS field maps but on page 10 it says that data can not be stored on ARCGIS online is this correct?

Answer: Contractor must ensure data is restricted and not accessible to public.
