Sol 140P5423R0020 Attachment 0004‐ Questions and Answers 06/28/2023

1. Responses due date has been extended until Friday, July 7, 2023, at 5:00 P.M.

2. Do the bird deterrent systems (wire, spikes), do they need to be replaced? If so, will they be provided, or will we need to source new ones? Many are damaged or broken and will more than likely break upon removal. How should we proceed with these? The bird deterrent systems (wire, spikes) shall all be removed. The bird deterrent system shall not be replaced by the contractor.

3. If the bird deterrent systems need to be replaced is there a spec that can be provided and/or are there any special installation instructions that must be followed given this is a historic site? We could not determine the installation method on the site walk. The bird deterrent systems (wire, spikes) shall all be removed. The bird deterrent system shall not be replaced by the contractor.

4. The scope says, “Scraping shall be done in a manner that protects and preserves the historic wall”. Does this mean that we can carefully use spatulas or are we restricted to only a soft bristle brush or similar tool? If only a soft bristle brush can be used is there a spec on what is acceptable? Metal bristles, only synthetic, or natural hair fibers? When scraping the historic wall, a soft bristle brush is recommended. There are no specific restrictions on the type of brush. Metal spatulas can be used to remove loose plaster that is already separate from historic walls.

5. If some loose flaking paint cannot be fully removed with a soft bristle brush, how are we to proceed before painting? If some loose flaking paint cannot be fully removed with a brush, use metal spatulas.

6. Is primer required in any areas or is 2 coats of color sufficient? No primer is required; two coats of color paint are sufficient.

7. If any paint happens to spill are there any special instructions that need to be followed to remove the spilled paint? Spilled paint should be captured with drop cloths. If necessary, after a spill on the ground surface, immediately clean spilled paint, power wash, and contact the COR for inspection.

8. Is scaffolding with wheels allowed in El Morro or strictly Electric Personnel Scissor Lift in all areas of El Morro? Scaffolding with wheels must have a locking wheel mechanism and is allowed in El Morro, except in the sally port area where electric personnel scissor lifts are required for public accessibility.

9. Who is responsible for removing the 2 informative signs at the entrance of El Morro? The client or contractor? The responsibility for removing the two informative signs at the entrance of El Morro lies with the contractor.

10. Is there an estimated time for the evaluation of the mortar patching mix? What would that process look like, and how long would it take daily? The estimated time for the evaluation of the mortar patching mix is a minimum of 24 hours. Refer to Specifications 090190 for more details.

11. The “Restaura” paint that is listed in the SOW, is that from “Master Paints PR”?

"Restaura" paint in the SOW refers to the product provided by "Master Paints PR."

12. In the shopping area there is an aluminum/galvanized roof that will not support workers to repair and paint the adjacent wall. What type of equipment is allowed to be used to reach that area safely? Scaffolding and electric scissor lifts are allowed to safely reach the area near the aluminum/galvanized roof in the shopping area.

13. Will the equipment and/or artifacts in and around El Polvorin be moved by others so that we can access the walls that need to be painted? The park will relocate equipment in and around El Polvorin to allow access to the walls that need to be painted.

14. Provide clarification on which examples of the attached 3 pictures would require the Patching of the substrate. Picture 2 with the curved white section looks like that would be something that would get patched, as well as the underside of the white section above the curve. Is this correct? What about pictures 1 and 3 (white wall and yellow wall)? Are sections like this requiring any patching or smoothing of the wall before paint or would an area like this just require painting?

Picture 2 would require patching on the curved white section and the underside of the white section above the curve. Pictures 1 and 3 would not require patching.

15. The quantity in the price schedule is indicated as “Estimated Qty”; how will it proceed in case of final different quantities (more or less)? Quantities in the price schedule are estimated. Contractors should provide a price based on the amounts listed in the SOW and price schedule. Any additional paint quantities required should be brought to the

CO’s attention for a determination on how to proceed by the government. Offerors should only quote the estimated amounts.

16. In some areas, it will be necessary to patch (concrete or lime plaster) before paint; could it be considered to include a line item for this activity? The payment should be linked directly with the plastered square feet. Patching is included in each repaint line item and is only necessary for specific areas. No separate line item or payment linked to plastered square footage is required.

17. Very important for the gate of San Juan we can pass a truck and park it near or on the road that is the gate of San Juan, or if it is not allowed since the shot from where the pen that they indicated is extremely far and we can have problems with the pressure machine due to lack of pressure, if you have a recommendation that they have already used for detail where we are going to take the water for washing, we would appreciate the exact information. Trucks are permitted to pass through the gate of San Juan and park within the NPS park boundaries. Water can be obtained from Santa Elena Gunpowder Magazine (Polvorin) for power washing.

18. During the site visit, measures taken on site are different from the ones included in the solicitation form. Please advise if we should quote based on the given measurements or the real measurements taken onsite. If the answer is that we should quote based on the measurements taken during the site visit, please, advise if these measurements could be entered into the solicitation form, since the existing one has already the given measurements. Offerors must provide their offer using the measurements provided in the solicitation. Offerors can address measurement differences in their offer and include it as an additive item (separate item). The additive item should be listed in the offeror’s company price breakdown as a separate task and have its dollar amount total. Then, the base price (measurements from the solicitation) and the additive item should be added and have a total dollar amount as well. Any changes in measurements, after the award, should be brought to the contracting officer and the contracting officer’s representative attention immediately before the contractor takes any action.

19. Per the bid requirements, it’s asking for a history of the same type of work done in the past (historical). I have not yet done any work on the historical facility. Does this mean I can't place a bid for this job? Prior experience in historical work is an evaluation factor for this requirement. Offerors with historical experience will be rated higher during the evaluation process. Offerors with no historical experience can submit an offer and their offer will be rated accordingly based on the rating system included in section M of the solicitation.

20. On the Statement of Work (attach‐0002‐SOW) document page 4, it speaks about As‐ Constructed Drawings. Why do we need drawings for painting? If we do need to submit drawings, we would like to respectfully request the current base drawings be included in the bid documents.

As‐Constructed Drawings:

As‐Constructed Drawings completed no later than 30 calendar days after Substantial Completion.
