1 BACKGROUND
This contract is to perform exterior paint work at Santa Elena Guardhouse, Castillo San Felipe del Morro Level 5 Main Plaza including Sally Port (Fee Collection Entrance) and la Puerta de
San Juan. The buildings are located on the grounds of the San Juan National Historic Site on
Paseo Del Valle, main road in Old San Juan for both pedestrians and vehicles. The park will contract the painting of the buildings using historically accurate colors. Work includes prep work such as scaffolding, man lifts, removing loose paint, low pressure washing, patching as needed, and repainting.
2 OBJECTIVES
This contract is to paint the exterior of Santa Elena Guardhouse, Castillo San Felipe del Morro
Level 5 Main Plaza including Sally Port (Fee Collection Entrance) and la Puerta de San Juan.
Painting is needed to maintain proper appearance and to prevent building masonry deterioration.
Buildings require painting every 3 years due to the carbon monoxide emanating from passing vehicles, deterioration caused by the wind and human action, and the effects of the high humidity and the salt air since the building is adjacent to the coast. If the building is not painted the park will not be able to prevent deterioration of the building. Also, the visual impact to the area will be immense since the Santa Elena Guard House building is in one of the entrances to the park.
The buildings and structure would look neglected, and this will probably incite acts of vandalism like graffiti.
