Pre‐Solicitation Questions ‐ SAJU 330736 Rehab San Cristobal Outworks Guardhouse
1) The ceilings show signs of water damage suggesting potential roof leaks. Have those issues been addressed, or will they be before ceiling repairs are made?
The issues were addressed about a year ago; work included the replacement of the entire existing single‐ply roof membrane with TPO along with the replacement of associated damaged elements (roof insulation, masonry pavers, etc.)
2) Where does the contractor’s responsibility for plumbing and drains end? Does it extend outside the building and, if so, how far? Can you please provide drawings for the sewer If available?
The contractor shall replace all sewer and vent piping throughout the restrooms and to within 3 feet of the restroom.
The contractor shall replace all the water piping from the water service connection exterior of the wall of the restroom and throughout the restroom. There are no drawings available for the electrical, water, or sewer.
Assume exterior excavating to be through sod and soil areas. If outside masonry and/or brick demolition is necessary, this issue will be handled on a case‐by‐case basis with the awardee as a supplemental agreement for work within scope. The contractor will immediately notify the COR of any unforeseen site conditions and a determination will be made on how to proceed with the project.
3) Does the project involve a water fountain outside each bathroom?
Yes, two new water fountains in both restrooms entrance with all necessary water, wastewater, and electrical connections.
4) What type of electrical repairs must be carried out, remove, and install all electrical lines and devices?
Entire electrical systems are to be replaced. All electrical cabling and conduit within the restroom and provide new cabling to the nearest panel inside the restroom. Includes replacing the electrical panel with NEMA 3R and all components inside mentioned panel.
5) Are the outside potable utilities and sanitary utilities to be replaced?
See answer 2) above.
6) Please indicate the model and brand of the floor and wall tiles.
Similar to the image below: White rectangular wall tile and hexagon floor (gray, not black)
Floor: Klyda 13" x 15" hexagon gray or approved equal
Wall: Monocroma White 7.5”x30” or approved equal
7) Do you have specifications of bathroom equipment and accessories to install?
Yes, refer to SOW 14.3 Elements and Products.
8) The electrical and plumbing works to be carried out are only in the footprint area of the building. Or also on the site you must install electrical or plumbing pipes?
See answer 2) and answer 4) above.
9) The scope of work includes activities to complete the replacement of the floor and wall finishes. Although the document mentions general characteristics of the required material, it does not include brands or models. This leaves the selection of material at the discretion of the contractors, which may represent a disparity in costs presented from contractor to contractor. In case the specifications are not available, an allowance with a maximum price per square foot of material should be established.
See answer 6) above
10) Are there additional plans for the existing facilities (electrical and plumbing plans)? The plans included with the bid documents, in addition to not including information on the existing MEP systems, do not appear to show the current configuration of the spaces. In the case of not having updated plans, kindly provide an estimate in linear feet, for electrical and plumbing runs.
Use 2000LF as an estimate for electrical and plumbing runs.
11) Kindly extend the RFI period by two (2) weeks. If by RFI, is referring to the questions period, the extension is not granted. Offerors must submit their proposals with the information provided and list any assumptions made.
12) For the benefit of all bidders, we respectfully request a four‐week extension of the due date. The proposal due date extension has been granted until April 7, 2023, at 5:00 PM Eastern.
13) Section L.1, subsection L.1.1.2 on page 29 of Sol_140P5423R0005 requests ‘three references in the past years’ be submitted for Experience. Section L.2 requests that two Past Performance Questionnaires be submitted to evaluate Past Performance. Please confirm only two PPQs are required. Past performance is being evaluated with the PPQ to show how well your company performed on projects. Experience is being evaluated with the references to tell if your company did a project that is relevant to the upcoming government contract. The evaluation subfactor under the technical proposal is requesting three references for relevant experience. The evaluation factor of past performance is requesting 2 PPQs.
14) Can the contractor submit CPARS or CCASS instead of a PPQ? No, PPQs are part of the evaluation factors of the solicitation.
15) Should contractors submit one proposal volume to include sections I, II, and III or three separate volumes in .pdf format? Volumes can be merged into a single PDF document.
16) Please confirm if there are Liquidated Damages. No, liquidation damages are included in this requirement.
17) There appears to be a discrepancy in the Period of Performance for the project. Block 11 of the SF1442 (Page 1 of 35) indicates 300 days to complete the project after NTP. The Period of Performance listed on Optional Form 336 (page 3 of 35) indicates 4/10/23 – 4/9/24 which is 365 calendar days. Section B – Price Schedule (page 6 of 35) indicates the Period of Performance as 300 calendar days after NTP. Section F, paragraph F.2 (page 10 of 35) indicates the Period of Performance as 300 calendar days after NTP.
Paragraph 4 of the Statement of Work (page 3 of 50) indicates the Period of Performance as 365 calendar days after NTP. Please confirm if the required Period of Performance is 300 or 365 calendar days after NTP.
The POP is 300 calendar days after NTP.
18) Section B of the Price Schedule (page 6 of 35) – the Item Description for both Item Number 20 and 30 is the same – “Storage rooms and restroom demolition”. Please clarify if Item Number 30 should be for “Storage room and restroom rehabilitation”.
Should be “Storage room and restroom rehabilitation”. There is only one storage room.
19) Paragraph H.12 Permits – please confirm what permits are required for this project as it is located on Federal property.
Permits include San Juan city permits for transportation and weight restrictions.
20) Paragraph 14 of the Statement of Work – Performance Requirements – reference is made to restoring original and period‐appropriate lighting. This appears to contradict paragraph 14.11 Lighting. Please confirm the government’s desired outcome for the new bathroom and storage lighting.
The desired outcome is 14.11 Lighting.
21) Paragraph 14.12.C of the Statement of Work references Figure 1.8B. This reference could not be located. Please provide.
There is no figure to reference, should have read:
C. Typical toilet stalls in new construction and in new restroom layouts in existing structures where space permits will be 3’‐6” x 6’‐6” if the dimensional layout allows.
22) Paragraph 14.2 of the Statement of Work – Accessibility – paragraph indicates storage room and restrooms are not scheduled to meet accessibility standards. Paragraph 14.12.M indicates ADA toilet stalls shall provide a clear width opening for a 42” wheelchair. Please confirm the 42” requirement is only applicable if the dimensional layout allows.
