QUESTIONS/ANSWERS
Replace Sandfly Dock in Everglades National Park, FL Solicitation # 140P5422R0005
1. Solicitation Section L – Instructions, Conditions and Notices to Bidders, requires that offerors contact references for 3 similar projects, request that each reference complete a Past Performance Questionnaire (PPQ), and provide that PPQ to the Contracting Officer.
Our company intends to bid this solicitation, as well as two others for your agency, in quick succession; our 3 most relevant projects are likely to be the same for all three solicitations, which means we would be asking each reference to provide 3 PPQs each.
Additionally, many of our federal references are not permitted by their agencies to provide PPQs.
a. We respectfully request that this requirement be replaced by project descriptions which include one or more reference Points of Contact.
b. If the requirement cannot be replaced, we respectfully request that Contractor Performance Assessment Reporting System (CPARS) ratings, if available, can be included with the offeror’s proposal in lieu of the PPQs.
Any past performance reports are allowed. Please make sure that they are for relevant or comparable work so that the Acquisition Team can easily compare. If there are available points of contact, please provide them however they are not required.
2. Section A: Solicitation/Contract Form states that offerors are to submit their proposals via email to chad_williams@nps.gov. In our experience, email servers can sometimes be unreliable for timely delivery. Would the Government consider allowing offerors to use something like DoD SAFE rather than email?
a. Please only use email. The DOI has strict IT policy for accepting external documents.
3. Are there size limitations on the boat or barge for contractor construction, transportation, and navigation in the project area? Not in the specs, but natural conditions (depth of water/width of the channel, etc.) may limit the size of equipment.
4. Will there be electrical power available on site for contractor use? No. The contractor must provide his own power with generators.
5. Statement of Work 2.4 B. states that the maximum space between load bars for the fiberglass decking is to be ADA compliant; are there any additional handicap/ADA compliance requirements for the dock (i.e. placards, paint, or additional markings)? No.
6. Please specify whether aluminum members, including pile caps, are to be anodized, coated, or painted. The aluminum is not required to be anodized, coated, or painted.
7. Is there a preferred color for the square grid fiberglass composite? It will be chosen from samples of the actual product, but it will be a manufacture’s standard color. Typically, we use a light to medium gray.
8. SOW 2.2 E. states that High Intensity Reflective Tape, ASTM D4956 Type III, Class 1 pressure-sensitive adhesive, white, 6-inch-wide roll is to be used for the wood piles. In addition to this, will the dock require any type of lighting and or beacon with photo reactive sensor? If so, what power source (battery or solar) is to be used? No lighting is required.
9. The Scope of Work calls for a 4”x 4” composite fender system. Please specify the preferred type and color for the fender system (for example, lumber coated in PVC/ Fiberglass, or 100% composite). See answer for question 11
10. In reference to Scope of Work 1.2 Permits, Item C & B.
a. Item C states that “The paperwork shall be filed within the deadlines required in the permit”. What are the required deadlines? Permits will be provided with current Amendment 2.
b. Will the permit forms, including USACE “Commencement Notification” Form and the “Self-Certification Statement of Compliance,” be available for contractor review, prior to contractor proposal submission date? Permits will be provided with Amendment 2.
11. Is there a specification for the 4”x4” composite lumber dock fenders? No, but when we call out on the drawings “composite lumber” we mean a product like “Moisture Shield”, “Trex”, or approved equal.
12. Was a structural design completed for the dock structure? The government designed the piles and provided maximum loads the dock structure can transmit to the piles, but the aluminum pile caps and dock structure itself is to be done by the dock manufacturer from criteria given.
13. Was the dock manufacturer noted in section 2.3 (G) consulted about the dock structure? Yes, but the discussions were minimal and limited to the Government design’s constructability and budget price. It is believed the design is generic enough that others can provide these docks.
14. How is the 15% labor requirement in F.2 calculated? Is it 15% by dollars of just the total labor cost for the project or 15% of the total job cost?
a. Total job cost.
15. Page 1 of the solicitation, section 13b notes that an offer guarantee is required, does this mean a bid bond, and if so, what percentage of the bid cost should be covered by the bid bond.
a. Yes a bid bond; 20% should be covered.
