About this file

This document contains responses to contractor questions regarding a federal solicitation to preserve and stabilize engineering structures at Dry Tortugas National Park. The solicitation seeks a contractor to complete preservation and stabilization work on the Engineers Officers' Quarters and Front 4 Curtain Magazine in a single continuous operation between September 2020 and November 2022. The period of performance may fall within any calendar year in that timeframe. The response clarifies that mobilization and staging will be coordinated at a pre-construction meeting, with loading and unloading only permitted at designated dock areas per specified hours to avoid disrupting park and concessionaire operations. Temporary beach access is allowed for transport before 8 AM and after 5:30 PM daily. Overnight mooring is permitted in the harbor in front of the fort. The contracting agency is the National Park Service Southeast Region within the Department of the Interior.

SOW provides further designation of the POP on page two, stating that work “shall be completed from approximately July to Nov of any calendar year from 2020 to 2022. Timing of the work shall be coordinated with the COR and will be based on the availability of government housing.” Please confirm or state how the work schedule to complete the project in this three year time frame shall be determined understanding the contractor requires a sufficient time frame to start and complete the project in one continuous operation with one single mobilization and one demobilization?

Timing of the work shall be coordinated with the COR and shall be subject to availability of government housing. Period of performance shall be in any calendar year from 2020 to 2022.

Q4. What requirements or special provisions will be required of the contractor understanding the project will be conducted during hurricane season?

Q4 Response: Refer to final specification’s appendices amendment, Everglades and Dry Tortugas Hurricane Plan (2020).

Q5. Will the final work schedule for time on Fort Jefferson by the contractor and approved by NPS allow the contractor the opportunity to complete the project in one mobilization and one demobilization? Or will NPS require the contractor to split up this project into phases over the three year time spa Q5 Response: NPS will require the EOQ and Front 4 Mag work be completed in one continuous operation with one single mobilization.

Q6. Specification section 01 11 00 Summary of Work, designates structures included in the contract that are not consistent with the SOW document and drawings included in the solicitation package. Please clarify which structures at Fort Jefferson and the extent of work for each structure that is included in this solicitation?

Q6 Response: Scope of work is limited to the EOQ and Front 4 Mag as described in Box 10 of SF 1442, Solicitation No. 140P5420R0029.

There are no site plans to designate contractor mooring, staging, access routes to the work zone or similar essential information for operation of the project. Please clarify/provide those drawings and/or information to clearly define and provide direction to the contractor for the aforementioned items.

Q7 Response: A cover sheet and site plan will be provided as an amendment for this solicitation. Once the contract has been awarded, a pre-construction meeting may alter or modify mobilization activities shown on the site plan, considering the nature of the site. All loading and unloading shall occur at the dock only during hours that don’t affect park/concessionaire operations, temporary storage of materials will be at the North Coaling dock or in (COR approved) designated staging area adjacent to EOQ.
