Question #1: What about the windows not accessible during the inspection?
Answer: See attached pictures (attachment 2 of amendment 0001)
Question #2: In the documents the window of the clerk isn’t mentioned, so is that window staying or being changed out? Is the Shutter for that window staying or being changed out? Are the wooden side shutters staying or changed out?
Answer: This window is not included in this project.
Question #3: There are no specs on the door jambs for the doors. When we looked at them yesterday, the depths varied. Can we please get the depth you would like the door jambs to be for the Fiberglass doors that are being put in? Also, we would like to know about the key system and if the existing core is being reused?
Answer: All doors, 6 9/16”. Existing core will be reused. Park staff will remove and re-install cores.
Question #4: I see we are replacing 14 Windows. There was one window shown to us at the meeting that is on the side behind the small building before the entrance to the maintenance area. Is that one of the windows being replaced? This window looks totally different than the other windows.
Answer: Yes, there are two casemate windows that will be replaced with double hung windows.
Question #5: I see we are putting in 26 shutters, but there are 14 windows being replaced which means there should be 28. I believe this would be linked to questions # 1 & 3 above.
Answer: Two windows will not have hurricane shutters installed. Total shutter count 24.
Question # 6: Regarding the windows, do they have to be wooden? Can they be vinyl as a substitute?
Answer: Windows must be wood.
Question #7: Regarding the windows, must the frames be solid wood or can the frames be wood core and clad with either vinyl or aluminum? Is a composite frame an option?
Answer: See question #6
Question #8: Regarding the windows, must the sashes be solid wood or can the frames be wood core and clad with either vinyl or aluminum?

Question #9: Regarding the windows, what color brown for the frames and sashes and grills/mullions inside and out? Will be VERY difficult, virtually impossible to have the shutter manufacturer and window manufacturer provide exact matching colors of brown in prefinished products?
Answer: Existing exterior color is Benjamin Moore, Tudor Brown (PM-24). The Park understands that window and shutters may not match exactly. Shutters should match windows as closely as possible.
Question #10: Regarding the windows, what color for the jamb liners, screen frames?
Answer: Exterior should match exterior color and interior should match interior color. No screens.
Question # 11: Regarding the windows, will the sashes be reverse cottage style with larger 9 lite upper sash over lower 6 lite sash as currently existing on building?
Answer: Yes

Question #12: Regarding the windows, will the sashes be TDL “true divided lite” with 15 separate pieces of glass or will the lites be SDL “simulated divided lite” with permanently applied grills on inside and outside of glass. If SDL will a spacer bar be required between the glass to further simulate a TDL?
Answer: SDL. Spacer bar is not required.
Question #13: Regarding the windows, what profile and width will the grills/mullions be?
Answer: Colonial style profile, ¾”.
Question #14: Regarding the windows, will the windows be true double hung windows, where upper and lower sashes both operate? Or will single hung windows be considered where only the bottom sash operates? Existing Windows were painted shut and did not appear operable to determine existing function during site visit.
Answer: Double hung.
Question #15: Regarding the windows, what materials (vinyl ? aluminum ? copper ?) will the screen mesh be ? What density (light penetration) for the screens is desired or required?
Answer: No screen. See question #10.
Question # 16: Regarding the windows, will the screens be full size or 1/2 screens for lower sash only if the lower sash is to be the only operable sash as question #8 asks?
Answer: See question #10.
Question #17: Regarding the windows, what color should weather-strip be?
Answer: Color should blend with paint color.
Question #18: Regarding the doors, will the door frames be solid wood or steel or composite?
Answer: Wood
Question #19: Regarding the doors, should NEW deadbolt and handles sets be included in bid? Or are the existing to be salvaged and reused?
Answer: New. See question #3
Question #20: Regarding the doors, should ALL the door panels be pre-bored for deadbolt and handle-sets? Or will some doors receive only handle sets?
Answer: Yes, all doors to have deadbolt and handle, 2 ¾” backset.
Question # 21: Regarding the doors, if door hardware is to be provided in the bid what material, finish and style should they be. Will each door require an inside and outside keyed entry for both the deadbolt and the handle set. Will the keys be keyed alike and will the keys for the deadbolts be the same as the handles?
Answer: See question #44. Keyed exterior, twist knob interior.
Question #22: Regarding the doors, what color should weather-strip be?
Answer: A color that will blend with the door color. Brown or dark in color.

Question #23: Regarding the doors, what type of door sill should be used? adjustable?
Answer: Aluminum, outswing sill with bronze finish.
Question #24: Regarding the doors, what color should the door sill be?
Answer: See question #23
Question #25: Regarding the doors, will the handling (swing) on all doors match existing?
Answer: Yes, Outward.
Question # 26: Regarding the doors, how thick should the door panels be?
Answer: ¾”
Question #27: Regarding the doors, is there a fire rating spec for the doors? 30 min, 1hr., 2 hr. etc.?
Answer: 20 minute minimum.
Question #28: Regarding the doors, will there be screen doors for the doors and if so what specifications for same?
Answer: No
Question #29: Regarding the doors, how many door closers will be required per door panel? What type of door closer and what functions will be required? Are there any requirements as to how fast or slow the closers are to be adjustable to? Ex. 90 degrees to 12 degrees minimum 5 second travel.
Answer: 1 per door, heavy duty, adjustable, grade 1. 180 degree opening, delay travel.
Question #30: Regarding the shutters, will shutters be required to be of a certain material? Aluminum, composite, etc.?
Answer: Aluminum frame, stainless steel hardware.
Question # 31: Regarding the shutters, the building structure appears to be Stucco over CMU construction can the park service provide as built drawings or confirm the CMU block construction and confirm that the window jambs are poured solid?
Answer: Window jambs are CMU. Park will search records for drawings.
Question #32: Regarding the shutters, are the shutters required to be meet any specific wind load, wind speed, Miami-Dade or other HVHZ specifications?
Answer: Yes, product should meet Miami-Dade and Florida Building Codes.
Question # 33: Regarding the shutters, are there any limitations to the operation and installation of the shutters to meet any required wind and pressure calculations by the NPS?
Answer: See questions #30, 32
Question # 34: Regarding the shutters, what color brown should the shutters be in order to match the window and door colors from different manufacturers?
Answer: See question #9

Question # 35: Is there a page limit to the offer as far as noting how the project will be coordinated, inclusion of Quality Control measures, etc?
Answer: No, there is no page limit.
Question #36: Interior trim should be able to be salvaged; can we reinstall touching up where needed (nail holes and stain)?
Answer: Existing trim can be re-installed if not damaged. Any damaged caused during the removal will need to be replaced
Question # 37: Has a lead paint test been performed on the exterior portion of the windows? There is no visible flaking and should offerers are to assume to NOT include provisions for this?
Answer: Correct
Question # 38: Windows can come prefinished or as wood and painted in the field. Should we include the most cost effective in the base bid and provide an add alternate for other options? This would also apply to brown grids between glass panes or exposed lite dividers.
Answer: See question #9.
Question # 39: Should the offer include rot-proof door jambs or should we include this as an add alternate?
Answer: Wood door jambs.
Question #40: Currently interior door trim is painted brown in most cases and window trim is stained. Can new door trim be painted brown?
Answer: Yes, see question #9 for paint color.
Question # 41: The solicitation asks for a 15 panel fiberglass prehung door. This style of door in this material is not available and can be sourced (possibly) as a premium cost item. Should the offer include this opening as an 8 panel in the base bid and provide an add alternate for the 15 panel whether sourced in fiberglass or wood?
Answer: 15 panel fiberglass.
Question # 42: This offer will include touching up surfaces where hurricane shutters / cranks were removed, etc. Paint and texture will be matched as close as possible. What level of acceptance will NPS require if paint doesn’t match exactly due to fading, etc.? There are not visible break lines to paint to.
Answer: The Park understands that patching and matching colors is difficult. Please make every effort for the work to match as possible in materials, colors and textures.
Question #43: The attendant window by the main entrance (window and hurricane shutter) are to remain as is?
Answer: Yes
Question # 44: Please specify the brand of hardware desired. Example seen on site (Schlage to receive Best core)? Will cored be provided / rekeyed / installed by NPS or install current cores in new locks where applicable?

Answer: Brand should be Grade 1 consistent with existing hardware in color and style. Cores will be removed and re-installed by Park staff as Best cores so new hardware should accept a Best core.
Question # 45: Offerers will remove door and window alarms carefully and drill holes for wires through jambs however its recommended reconnection be by the alarm company for proper recertification. Please confirm? Yes, please carefully remove alarm contacts, drill new holes, feed existing wire through holes and Park staff will reconnect.
Question # 44: Are performance and payment bond required?
Answer: Not necessarily. Although the Miller Act does not apply to contracts at or below the simplified acquisition threshold, alternative forms of payment protection for suppliers of labor and material (see 28.102) are still required (see 40 U.S.C. 3132). Your choice is either a payment bond or an ILC.
Question # 45: Please explain the ILC alternative.
Answer: Irrevocable letters of credit (ILC) issued by a federally insured financial institution in the name of the contracting agency and which identify the agency and solicitation or contract number for which the ILC is provided.
Question # 46: Regarding the windows, when using wood frame double hung windows, can we utilize exterior cladding or composites on outside trim to insure low maintenance and longevity? These have the same profile and looks as wood.
Answer: Wood
Question # 47: Regarding the doors, has a grade level been established for the locksets?
Answer: Grade 1
Question #48: Will you be providing window sizes of the inaccessible windows during the group inspection?
Answer: Contractor shall field verify all sizes/dimensions after the notice to proceed is issued and before any materials are ordered.
Question # 49: Will you provide an updated Performance Work Statement?
Answer: Revisions resulting from these clarifications will be incorporated into the PWS/SOW before award. Contractors must acknowledge these clarifications by acknowledging the amendment with their offer.
