Performance Work Statement
Castillo de San Marcos National Monument
The contractor shall perform the work of this contract for the National Park Services (NPS) as described below.
Location: 1 South Castillo Drive, St. Augustine, FL 32084
**Any references to specific manufacturer or brand are for reference ONLY and comparable/compatible brands that meets or exceeds the referenced characteristics will be considered. Those comparables will be reviewed as long as you clearly indicate the brand/type you feel meets or exceeds the specifications. Ensure to include product literature with your quote and include a realistic completion time in your quote.**

Headquarters Building Remove and Replace Windows
PROJECT IDENTIFICATION: This project will replace 14, 15 pane inefficient windows in the Castillo de San Marcos National Monument headquarters building with Brown wooden energy efficient windows. Remove and dispose of existing windows and install new windows in the headquarters building and remove and replace all interior exterior trim to match new windows and existing trim. Provide all labor, supervision, materials, and equipment to perform the following scope of work:
Contractor will not have any windows or doors removed exposing the interior of the headquarters building overnight.
Description and Specifications for Work
● Contractor to move furniture as necessary to allow access to windows. Furniture will be moved within each office unit. Furniture will be moved back to original locations after completion of the work in each room. Furniture shall consist of general household furnishings.
● Remove all window shades and coverings.
● Remove and properly dispose of or recycle the existing windows.
● Install 14 new colonial style, 15 pane double hung wooden frame windows o New windows will be Brown color wooden frame.
o Window glass will be Low E, insulated glass with Argon that will meet or exceed
Energy Star guidelines for Southern climates.
o New windows will be installed per the manufacturer's recommendations.
● Apply new wood trim around the interior and exterior perimeter of the windows to match the new windows as closely as possible.
● Any damage to the adjacent areas during the removal or installation of windows, trim, etc., will be patched to match the existing as closely as possible at the expense of the contractor.
● Paint all new extension jambs, and any drywall or exterior patches to match the existing colors and texture. Color samples and product information for all paint and stain will be provided to and approved by the CO/COR.
● Re-install all window shades and coverings.
● The table below has all the approximate window measurements in inches. All measurements must be field verified by the contractor. Measuring errors or omissions will be rectified at the contractor’s expense.

● Cam locks, and other related hardware to be matching Brown color

Submittals
The government requests the following submittals for review and approval prior to any work being performed.
• Manufacturer’s product data, including installation instructions for all windows, doors and shutters.
● A sample of the window screen frame and screen.
● Manufacturer’s product data and color samples of all paints and stains.
Delivery
● Deliver materials to site undamaged in manufacturers or sales branch's original, unopened containers and packaging, with labels clearly identifying manufacturer and product name. Include installation instructions.
Storage
● Store materials in accordance with manufacturer’s instructions.
● Store materials in an upright position, off ground, and under cover.
● Protect materials from weather, direct sunlight, and construction activities.
● Handling: Protect materials and finish during handling and installation to prevent damage.
Final Cleaning
● Clean window frames and glass in accordance with the Manufacturer recommendations.
● Remove labels and visible markings.
Protection
● Protect installed windows to ensure that, except for normal weathering, windows will be without damage or deterioration at time of substantial completion.
Headquarters Building Remove and Replace Exterior Doors
PROJECT IDENTIFICATION: This project will remove and replace six (6) exterior doors at the headquarters building. The new exterior doors for the headquarters building are to be (3) colonial ¾ double hip raised 8 panel fiberglass pre-hung, one (1) colonial ¾ double hip raised 15 panel fiberglass pre-hung and (2) smooth fiberglass pre-hung doors.
Description and Specifications for Work
● Contractor to move furniture as necessary to allow access to the doors. Furniture will be moved within each office unit. Furniture will be moved back to original locations after completion of the work in each room. Furniture shall consist of general household furnishings.
● Remove and properly dispose of or recycle the four (4) existing wooden doors and jambs.
● Install three (3) outswing 8 panel fiberglass pre-hung exterior doors. The new exterior doors to be fiberglass with stainless steel setscrew hinges.
● Install one (1) outswing 15 panel pre-hung exterior doors. The new exterior door to be fiberglass with stainless steel setscrew hinges.
● Remove two (2) existing steel doors and framework.
● Install (2) two fiberglass outswing pre-hung doors. The new exterior doors to be fiberglass with stainless steel setscrew hinges.
● All doors to have a 2 ¾ backset
● Install all required hardware to include deadbolts and handles.
● Door jambs to be sealed with a waterproofing membrane.
● All doors painted to match windows
● Install latch shields on all doors
● New automatic closers to be installed on all doors.
• New doors will be installed per the manufacturer's recommendations.
● Apply new wood trim where necessary around the perimeter of the doors to match the new brown windows as closely as possible.
● Finish the interior to match the surrounding walls including painting and any trim. The exterior trim is to be brown to match the trim around the new windows.
● Any damage to the adjacent areas during the removal or installation of doors, trim, etc., will be patched to match the existing as closely as possible at the expense of the contractor.
● Using approved paint and stains, paint all new extension jambs, and any drywall or exterior patches (paint or stain) to match the existing interior colors and texture, exterior trim brown color to match the new windows.
● The table below has all the approximate door measurements in inches. All measurements must be field verified by the contractor. Measuring errors or omissions will be rectified at the contractor’s expense.

Project Identification:
The following project is for the Headquarters building to remove 11 existing roll down shutters and wooden shutters and replace with 22 new colonial board and batten hurricane shutters.
Description of work
● Remove and properly dispose of 11 roll down hurricane shutters.
● Remove and properly dispose of 22 wooden shutters.
● Install 26 colonial board and batten hurricane shutters.
● Repair any interior and exterior damage from the removal of existing roll down and wooden shutters.
● New colonial shutters to match in color as new windows and doors.
● Install new shutters per manufacturer’s requirements.

Additional Project Information
General Guidance
All measurements are approximations and shall field verified by contractors. No additional work outside this scope of this PWS will be started without the approval by the CO. If additional work is needed the CO will request a cost estimate from the contractor.
Pictures will be before work begins, again before the insulation is installed to the surface area and before the top membrane is applied to the surface. A final set of pictures will be taken at the conclusion of the project.
Nonsmoking Area:
The work area is a nonsmoking area. The nearest designated smoking area will be determined at the pre-construction meeting.
Driveways and Entrances:
Keep driveways and entrances clear and available to Government, Government’s employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
Construction Camp:
Establishment of a camp within the park will not be permitted.
Hauling Restrictions: Comply with all legal road restrictions in the hauling or materials.
Contractor will make every attempt minimize interruption to park visitors
Power will be provided by the government.
Quality Assurance
● The contractor will develop a quality control plan and safety plan for review and approval by the government before work begins.
● The contractor will develop a project schedule for review and approval by the government before work begins. The schedule of this work must be coordinated with park staff to minimize disruption of park operations.
● All work shall be technically accurate, performed according to accepted professional guidelines, and in compliance with all appropriate federal legislation; state standards/guidelines.
● All applicable OSHA safety standards shall be followed. Appropriate personal protective equipment, clothing, and footwear must be worn.
● All workers shall conduct themselves and their work professionally, wear appropriate attire, and be respectful to park visitors and employees.
● Contractors and its employees will be required to provide state issued ID before start of work.
● Final cleaning and vacuum of work areas and outside debris pickup prior to final walk thru.
● Contractor to recycle all recyclable material and provide estimated weight to the government.

Submittals
a. Contractor is required to provide at the end of the project a series of pictures with an explanation of what the picture is, direction of the object in the picture and what work was completed. The pictures will include all areas the contractor is authorized to work on.
This document will be reviewed weekly to ensure compliance to the contract.
b. All work and products Warranties/Guarantees.
c. Receipts from recycling companies showing quantity of material being recycled.
d. 2 Copies of all SDS Sheets
Barriers & Resource Protection Measures
Furnish, install, and maintain barriers to protect existing facilities, visitors and staff from project operations. Erect barriers, lights, danger signals, and warning signs and OSHA regulations. Completely remove barriers no longer needed when approved by the CO or the COR.
Temporary Controls
Maintain the following temporary controls to protect visitors, staff and the environment:
a. Keep project neat, orderly, and in a safe condition at all times.
b. Dispose of contractor-generated waste materials and other excess material outside the site in accordance with national, state, and local regulations. Do not allow waste materials to be washed into Municipal storm sewer system or nearby streams.
c. Do not interfere with public visitation.
d. Meet all OSHA standards.
Material and Equipment
a. No Storage Facility is Available on Site. The contractor may bring a storage container on site with the location to be determined by the CO/COR.
b. The contractor shall maintain all equipment (including P.P.E.) in safe condition. The contractor will also have inspection records on site available for review.
Special Precautions/Conditions
a. No work will take place on holidays or weekends without prior approval of the COR,
b. Equipment/material will not be permitted on surfaces where weight/pressure may damage the surface.
c. Contractor will keep all entrances, vehicular circulation lanes, and pedestrian circulation walks clear during normal operating hours. Visitor and worker safety is the highest priority.
d. The contractor is responsible to repair all damage caused by their personnel or equipment. Property and grounds must be brought back to original or better condition.
e. Contractor will work with the COR to ensure that work does not interfere with special events. Know dates with scheduled events will be provided at the time of award.
These dates are subject to change and additional dates may be added.
f. Use of Recovered Materials: The National Park Service requires its contracts and contractors to be in compliance with the US EPA Resource Conservation and Recovery Act (RCRA) Laws and Regulations. For additional information visit;
