The contractor must also maintain a monthly log documenting the total number of communications tasks performed. The National Park Service will provide and maintain a base radio for integration into the dispatch center's console and will be responsible for programming and maintenance of NPS-owned equipment. The contracting standard for service quality is consistent with that of professional police and emergency services communications centers.

Cumberland Gap NHP Dispatch Services Contract
Performance Work Statement FY 2026 Introduction
This contract is for the vendor to provide continued 24-hour dispatching services for the National Park Service (NPS) at Cumberland Gap National Historical Park (CUGA) for the period of March 6, 2026 through March 5, 2027.
Background
The contractor provides telephone and radio dispatching services for CUGA personnel in support of law enforcement, emergency services, and, to a lesser extent, general park operations. This service is provided 365 days a year, 24 hours a day. The standard for the services provided by the contractor is consistent with that of most any professional police and emergency services communications center.
Scope
This contract is for the provision of communications support for law enforcement and emergency services (fire, rescue, emergency medical, etc.) operations within NPS boundaries, or otherwise involving CUGA staff. The contractor shall dispatch park personnel to emergency and service calls, track law enforcement rangers during their shifts, provide a lifeline and computer data link for rangers involved in law enforcement contacts and investigations, and coordinate requests for outside resources to assist with park incidents. They will also provide administrative support functions, such as after-hours agency point of contact, and entering data into the National Crime Information Center (NCIC) using the Park’s Originating Agency Identifier (ORI).
NPS will provide a base radio for integration into the dispatch center’s console. NPS is responsible for programming and maintenance on NPS-owned equipment.

Performance Requirements
This contract covers the provision of the following services to the quality established through industry norms and consistent with the same standards of dispatching afforded to other law enforcement agencies. The communications support services provided through this contract include the following elements:
Monitoring of assigned radio frequencies and 9-1-1 center telephones 24 hours per day, 365 days per year.

Tracking in-service law enforcement rangers, including pro-active status checks during violator or investigative contacts.
Providing Department of Motor Vehicle and NCIC data support, including accessing criminal and driver history transcripts, confirming warrants, sending administrative messages, etc.
Communicating recent “Be on the Lookout” (BOLO’s) concerning officer safety threats to on-duty law enforcement rangers, by radio broadcast and fax to the CUGA Ranger Station.
Dispatching outside resources from cooperating law enforcement and emergency service agencies to assist NPS employees.
Maintaining a log of all pertinent radio communications and officer activities.
Providing copies of the log to NPS officers, as requested.
Following agreed-upon communications protocols, as agreed upon by both agencies through periodic communications meetings, including the use of encrypted transmissions on NPS frequencies.
Providing updated weather information, such as tornado watches and warning via park radio.
Providing monthly statistical information, such as number and type of calls.
Information Requirements
To assess workload relating to this contract, the contractor will maintain a monthly log of the total number of communications tasks performed for the NPS. The following are examples of single tasks:
A vehicle stop/violator contact with associated monitoring and data support.
Request by phone for computer data, etc.
Transmission of a BOLO by radio and fax.
An after hours call-out of rangers.
Radio support for an incident including requesting additional resources.
Dispatching a ranger on a service call.
