About this file
This document is a Questions and Answers file for a Blue Ridge Parkway exterior painting and staining contract (Solicitation 140P5325R0014). The Q&A addresses specific details about the project, including surface preparation, staining specifications, and work scope for five buildings in the Headquarters Complex. Key clarifications include: all buildings will be stained using Sherwin Williams WoodScapes products (light grey for most buildings, semi-transparent for visitor center), 30% of exterior wood surfaces may require additional prep work like wood filler or sanding, and a 10% repair/replacement contingency is expected. The contract requires painting doors, excludes windows and handrails, and involves washing/prepping buildings with streak-free window cleaning. The visitor center's wood trusses will be a primary focus of work, and contractors can visit the site at any time to inspect conditions. Water, power, and bathroom access details are also specified, with portable toilets required for work outside business hours.

Site Visit: June 3rd 2025 at 10am
INFORMATION / QUESTIONS:
1. Amendment to SOW - Attached fixtures can be painted around; doors do not need to be removed. The only feature that needs to be removed is the awning around the back of the main headquarters building, and it will not be reattached, instead it will be disposed of using onsite NPS dumpsters. (Have made corrections to SOW).
2. Additional Photos were requested – those have been attached.
3. Amendment – Have added information requiring a competent person on site. (Have made addition to SOW).
4. Question: What about bathroom access? Answer: for work done during business hours, access to HQ and VC restrooms will be available. If you plan to work outside of building/business hours, then the contractor will need to provide portable toilets for staff.
5. Question about water and power? Answer: Water and power necessary to run equipment and preform work will be provided, but contractor is responsible for hoses and extension cords necessary to reach work site from the building access points. Also responsible to disconnect at end of work day.
6. Question about GFCI’s on outdoor outlets. Answer: All outdoor outlets have GFCI’s, yes.
7. Question about if buildings to be painted or stained? Answer: all buildings are to be stained, equivalent to Sherwin Williams WoodScapes Exterior Acrylic Solid Stain, flat, light grey (two coats) (except the visitor center, which has a WoodScapes Exterior Polyurethane Semi- Transparent Stain).
8. Question: What about the windows? Answer: Windows are not being painted in this contract.
9. Question: What about the doors? Answer: Doors are to be painted in this contract. Pain appropriate to material of door.
10. Question: What about handrails? Answer: Handrails are not included in this work.
11. Question: What about the gutters? Answer: The gutters are not included in this contract, but the sofit and trim are to be included with the siding.
12. Question: How much repair work is expected. Answer: Contract under Surface Prep speaks to 30% of exterior wood surfaces being gouged/dented, damaged and needing extra care such as wood filler and or sanding. Contractor should also assume a 10% repair/replacement may be necessary. The Park would like to replace parts of boards where appropriate, cutting out the damaged sections. The use of wood hardener is also acceptable, for example the window sashes may be weathered but not rotted and therefore it is appropriate/preferred to apply hardener and then the stain rather than replace.
13. Question: What about the shed? Answer: The Shed, though in poor shape, will not have any repairs made, simply wash/prep and stain.
14. Question: What is the expectation when cleaning buildings, in particular the Visitor Center has lots of windows, do you want them squeegeed or just power washed? Answer: The windows should be free of streaks.
15. Question: Does the scope and mentioned area of 3,900 sf for the visitor center include the wood trusses?
Answer: No work inside the visitor center, all work is exterior.
16. Question: If the wood trusses are included, would we need to work inside the visitor center?
Answer: Yes, the wood trusses are the primary work at the VC
17. Question: Are the contractors able to visit site at any time to inspection conditions?
Answer: Yes, they can visit any time, the locations are open to the public
