SCOPE OF WORK

Roof Replacement at Spence Cabin

SECTION 1

I. BACKGROUND

The project is for roofing replacement. This project would replace 6310 square feet of roofing on a high visitor use location in the Elkmont area of the Park, it is a day use building by reservation only. Asphalt roofing to be installed will be comparable to Owens Corning 3 Tab asphalt shingles color is Shasta White. Map and

Photos of the building and location of the building can be made available upon request. The building is listed below:

Spence Cabin

• ESTIMATED 63 roofing squares (Roof Estimated 6310 SQFT) – up to 6/12 pitch

• Contractor responsible for acquiring all materials

II. DESCRIPTION OF WORK/SCOPE: The contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and services necessary to remove and replace roofing material. The structure is an older building that has settled and may contain areas that are not perfectly square. The contractor will be responsible for using proper installation methods and proper trade methods for the adjustment of both unsquared and square areas along the roof; thus creating a visually appealing and weather tight roof.

Roof Specification:

a) The contractor will remove the existing asphalt shingles and transport them to a waste collection or recycling facility for disposal. The disposal will include all components including shingles, underlayment, flashing, and all other miscellaneous roof materials. The contractor will be responsible for providing load tickets for what was disposed.

b) The contractor will be responsible for protecting surrounding structures and landscaping from damage during the duration of the job. The contractor will be required to tarp off all areas around the structure to catch all loose debris. A magnet will be used daily to remove any loss screws, nails, fasteners or other tire puncture hazards.

c) The contractor is to provide temporary weatherproofing of all exposed roof surfaces during non-work hours of project, and in inclement weather during work hours. If damage occurs as a result of inadequate weatherproofing, Contractor shall make repairs at no additional cost to the government.

d) The contractor will be responsible for addressing rotten decking components before installing new roofing products. The materials used will be in-kind to existing materials on the structure. The contractor will be responsible for no more than 25% wood replacement on the structure. Decking on Spence Cabin varies, Front main entrance section has 1 1/8” thick by 10” rough sawn decking, there is a small section on the back screened porch that is ¾” X 4 ½” tongue and groove, the rest of the structure has ¾” X 5 ½” tongue and groove decking.

e) The contractor will clean the roof decking of all protruding staples, nails, and debris before installing any new products. The Park requires a site inspection once demolition and repairs have been completed, for verification. The inspection must occur prior to installation of any new roofing components.

The Contracting Officer’s Representative (COR) will sign off on completion before final components are installed.

f) The contractor will install an ice and water shield in areas required on the roof surface. The remaining underlayment will be a synthetic felt underlayment installed using complete sections minimizing joints along the roof surface.

g) The roofing shingles on the Spence cabin are a 3 Tab asphalt shingle, the color is closest to Shasta

White which is a color manufactured by Owens Corning, comparable asphalt shingles of any manufacturer can be used so long as the color is similar to Owens Corning 3 Tab shingles, color Shasta

White. The COR must inspect and approve of the color of the asphalt shingles prior to beginning of any construction. Contractor will install all roofing materials with proper galvanized roofing fasteners, while making sure nails do not perdured through decking in areas that the underside of decking is visible from ground or the interior of the structure. All materials must be installed according to manufacturer’s installation standards .

h) The contractor will be responsible for installing all new roof flashing. The flashing will be installed using proper fasteners and techniques insuring a watertight seal.

i) The contractor will be responsible for replacing shingles, underlayment, flashing and any rotten decking over the Bay window that is on the side of the structure. Shingles shall be the same color and manufacture of shingles that will be used on the roof.

j) Ridge cap shingles shall be of the same color and manufacture of 3Tab shingle, Contractor will install ridge cap materials with proper galvanized roofing fasteners, while making sure nails do not perdured through decking in areas that the underside of decking is visible from ground or the interior of the structure.

k) The contractor will be responsible for Installing permanent under ridge cap fall protection roof anchors, roof anchors shall be installed approximately every 8’ along the ridge, anchors shall not be installed within

6’ of the gable end. (Do Not install fall protection anchors in area that fasteners perdured through decking where underside of decking can be seen) Anchors shall be designed to accept lanyards with D-clips and permanently mounted to withstand 1,800 lbs. of force for an employee with a body harness. The anchorage shall be rigid and shall not have a deflection greater than 0.04 inches when a force of 2,250 lbs. is applied, per OSHA 29 CFR 1926.502(d)(15)

l) The contractor will supply copies of the warrantees, and all applicable written product operation and maintenance instruction manuals. The contractor should also be prepared to brief the park’s COR on the maintenance requirements.

m) All warranty documentation will be provided to the contracting officer and COR. All materials will be installed in accordance with industry standard installation techniques and manufacturer’s installation specifications.

n) All work required by the project documents is to be successfully and satisfactorily completed, in its entirety, by the Contractor, to include minor items/services that may not be specifically mentioned in the project documents.

o) Comply with all applicable National Park Service regulations and directives pertaining to security, safety, occupational health, fire, traffic, and personnel clearances while at Great Smoky Mountains National

Park. The park rules are located at under the polices link. Superintendent’s Compendium The COR can also provide if requested. The COR can also provide if requested.

p) If the contractor makes use of any scaffolding, the area around the scaffolding must be barricaded in such a way as to prevent accidental entry into the scaffolding area by unauthorized individuals and any scaffolding over ten feet in height will make use of toe boards. Contractor shall comply with all OSHA regulations pertaining to this project

q) Workers and other persons below a roofing surface where construction is taking place or beneath scaffolding, that is greater than ten feet in height, will be required to wear a hard hat. The contractor shall follow all OSHA requirements on the job site including OSHA hard hat requirements.

IV. Business Hours. The contractor shall complete on-site work during normal business hours of 7:00 am to 5:30 pm, Monday through Friday, excluding Federal holidays. The contractor shall coordinate specific on-site work schedule with the Contracting Officer and COTR at least five days prior to performance start date. While on site, the COTR may be reached by mobile phone during normal business hours. Work shall be completed within 60 days after Contracting Officer issues the Notice to Proceed. Any work outside of normal business hours shall be requested with 72 hours notice to the

Contracting Officer and COR.

V. Management. The contractor shall manage the total work effort in accordance with effective and efficient management principles and safe working practices to ensure on-time completion of this contract.

VI. Safety & Environmental Compliance:

a. The Contractor Shall submit a site-specific safety plan submittal in accordance with NPS Reference Manual 50B https://www.nps.gov/grsm/learn/management/superintendent-s-compendium.htm

b. The contractor shall comply with pertinent provisions of the Occupational

Safety and Health Act (OSHA), and state, local, safety, laws.

c. The contractor shall comply with pertinent Environmental Protection Agency laws and regulations.

d. The Park Safety Officer has the authority to issue restraint or cease-and-desist orders to the contractor when violations or unsafe acts are present and threaten

Government and contractor employees or damage to Government property.

e. The contractor shall immediately report to the Contracting Officer, COR and

Park safety officer all accidents resulting in employee injury or death or damage to property while performing this contract.

VII. Motor Vehicle & Traffic Regulations. Contractor employees operating motor vehicles shall possess a valid driver's license. Driver and vehicle permit, licenses, registrations, and proof of insurance shall be always maintained in the vehicle and made available upon request. Contractor employees shall comply with federal vehicle motor law requiring seat belts be always worn. Contractor employees shall adhere to the posted speed limits.

VIII. Employee Badges/Parking. All contractor employees shall comply with parking procedures published for the Park. Contractor employees shall return any PARK issued personal or vehicle identification badges or parking tags immediately upon termination of employment or completion of this contract.

IX. Replacement of Contractor Employee for Security Reasons. The Government retains the right to request removal of the contractor's employee(s), regardless of prior clearances.

X. Non-Payment for Additional Work. Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized in the contract, shall be performed at the financial risk of the contractor.

Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.

XI. Conflict of Interest. The contractor shall not employ off-duty COR' s or other

Government employees if such employment would create a conflict of interest or be contrary to the policies contained in conflict-of-interest directives.

XII. Inspection. The Government will conduct inspection upon completion of required work. Final payment will be processed upon confirming that all noted contractor performance deficiencies have been satisfactorily corrected.

XIII. Schedule. The Contractor shall provide a schedule for completing the proposed scope of work. The schedule shall include all time required for mobilization, demolition, replacement of roofs, and final clean-up.
