1.0 BACKGROUND AND EXISTING CONDITIONS:
The Lost Colony site has multiple buildings that are used to support the outdoor waterside amphitheater’s production of the lost colony. This project is to replace the asphalt shingle roof on the left and the right side of the open-air breezeways. The left and the right breezeway are approximately the same size but have some minor differing open areas that are allowing for live trees to grow through the roof. Each side (LEFT and RIGHT) of the breezeway is approximately 8,115 SQFT in total roof covering, so the approximate total amount of asphalt shingle being replaced is 16,230 SQFT.
2.0 OBJECTIVE:
Replace existing asphalt shingle roofs with new architectural asphalt high wind shingle roofing system that is rated for up to 150 mph winds on both the left and the right breezeway.
3.0 PLACE OF PERFORMANCE:
Lost Colony Outdoor Theater – Fort Raleigh National Historic Site –
4.0 TASKS/SPECIFICATIONS:
4.1 Demolish and dispose of approximately 8,115 sqft of existing roof system on the LEFT breezeway side down to existing roof decks to include posts, nails, vents, boots and drip edge.
4.1.1 Throughout the demolition and construction period, use tarps or other materials to catch roofing debris. Do not allow nails, shingles, or other demolition debris to spread around the area, property, driveways, etc. Walk daily with high powered magnet, perform visual inspections, and use other appropriate tools to remove debris from the ground level. Document this ground level cleaning effort in the daily reports.
4.1.2 Provide fence or other barrier at ground level to alert staff and visitors of areas where debris may fall from the roof to the ground. Maintain the barriers during the demolition and construction period so that barriers are visible, sturdy, and straight.
4.2 Repair any found damaged roof deck sheathing, we do not suspect there to be any damaged deck plywood. However, allow for and plan for up to 160 sqft of (5 sheets) at 5/8 - inch thickness for repairs of damaged areas.
4.2.1 Install new 5/8-inch-thick plywood in opening matching the thickness of the existing roof deck. Ensure a snug fit with adjacent roof deck. Fasten existing deck and new plywood at the repair.
4.2.2 Remove rotten or damaged roof deck and repair deck. At locations of rotten or damaged wood, cut the roof deck to remove damaged areas back to the nearest truss rafter. Ensure cuts to remove old deck are straight and do not penetrate or cut the truss rafters. Replace the removed wood with new 5/8-inch-thick plywood. Ensure new plywood has straight cut lines that fit in the removed area with gaps no larger than ½ inch. Fasten existing deck and new plywood at the repair.
4.3 Install new asphalt shingle roof system on the LEFT breezeway. The new roof system must meet a high wind specification and be rated up to 150 mph.
4.3.1 Color of new shingles will be selected by the COR. Submit the manufacturer’s available colors for approval.
4.3.2 Include drip edge. Corner pieces shall be continuous and cut to bend around the corner for at least 12 inches on both sides of the corner.
4.3.3 Cover entire roof with self-adhering membrane on top of the roof deck recommended by the roofing system manufacturer.
4.3.4 Install new rubber boots for pipe vents sized to fit existing pipes and seal with no leaks.
4.3.5 Install new architectural asphalt shingles which meet or exceed a 150-mph wind rating. Installation must follow the manufacturer’s instructions and specifications and Building Code installation requirements for the location.
4.3.6 On each eave and rake, install a starter row of shingles or manufacturer specific starter strip material.
4.3.7 Install rain diverter above the main entrance and exit of the breezeway rain diverters shall be compliant with the new roof system, acceptable for installation and cause no void in warranty.
4.3.8 Plumbing vents shall include new rubber boots from the same manufacturer as the roofing system. New boots must fit snug around vent pipes and be secured to roof per manufacturer’s instructions.
4.4 Demolish and dispose of approximately 8,115 sqft of existing roof system on the RIGHT breezeway side down to existing roof decks to include posts, nails, vents, boots and drip edge.
4.4.1 Follow all the same tasks that are identified on the LEFT breezeway demolition in section 4.1 through 4.2.2 for the RIGHT breezeway.
4.5 Install new asphalt shingle roof system for the RIGHT breezeway. The new roof system must meet a high wind specification and be rated for up to 150 mph.
4.5.1 Follow all the same tasks that are identified on the LEFT breezeway in section 4.3 through 4.3.8 for the RIGHT breezeway.
5.0 WARRANTIES
5.1 A One-Year warranty is required on all contractor and sub-contractor labor, which does not include the individual manufacturer’s part or product implied warranties.
5.2 At least a One-Year manufacturer’s warranty is required on all parts installed. All generator and UPS parts will be installed and applied in accordance with the manufacturer’s instructions/specifications to obtain full manufacturer’s warranty
6.0 DELIVERY:
6.1 Deliver materials to the project site in original containers with seals unbroken and labeled with manufacturer's name, product brand name and type, date of manufacture, approval or listing agency markings, and directions for storing and installation
6.2 Delivery of materials to the park will require prior coordination with the COR. Items stored outside will be done at the Contractor’s own risk. Use and storage of a work trailer may be coordinated with the COR.
7.0 GOVERNMENT-FURNISHED EQUIPMENT:
7.1 No Government equipment will be provided. Water is available on site via exterior hose bibs. Electricity is also available via exterior receptacles.
8.0 SECURITY:
8.1 All access to the site will be during normal business hours (M-F 7:00AM to 5:00 PM) unless temporarily pre-approved by the COR. An escort will be provided during any necessary entry into non-public or secure areas. No work will be accomplished during federal holidays, during inclement weather, in advent of an emergency or during planned park events.
9.0 SPECIAL MATERIAL REQUIREMENTS:
9.1 The Contractor must submit for the government approval all products to be used on this project prior to purchase or installation.
10.0 OTHER UNIQUE REQUIREMENTS:
10.1 This building and roof replacement project is part of Fort Raleigh National Historic Site. Therefore, additional care must be taken while working around visitor areas. No obscene language on clothing will be allowed. Appropriate clothing and shoe wear must be worn inside of the park’s areas. No smoking or tobacco products in or around the buildings (within 50 feet of buildings or entrances). The COR will show the crew members where the established smoking areas are located. No inside lunch areas are available. Clean-up will be accomplished 45 minutes prior to schedule closing time. No trash or debris will remain in the work site overnight. Dumpster locations if needed will be coordinated by the COR and is the sole responsibility of the contractor. Contractor’s vehicles will be parked at the discretion and coordination of the COR to prevent impact on the visiting public or on-site park staff.
10.2 During the demolition and construction phases of the project, work will be done to prevent the greatest impact on the staff or park visitors operating in this area. Areas that need to be closed will be coordinated with the COR.
10.3 The contractor will provide all technical support, materials, tools, equipment, and manpower required to complete the project. The contractor is responsible for verifying existing conditions and ensuring that all parts used are correct.
10.4 Contractor is to provide porta-potty and wash station facilities and trash receptacles for his/her employees for the duration of the project. Trash receptacle is to be emptied daily and the wash station & toilet(s) maintained as specified by the vendor. Location of these items on site is to be approved by the COR.
10.5 This project site is in Fort Raleigh National Historic Site in Manteo North Carolina.
11.0 QUALITY ASSURANCE:
11.1 Contractor shall maintain a qualified crew throughout the duration of the project and ensure quality control. Only qualified journeypersons shall be engaged in work. Apprentices may be used, provided they work under the direct supervision of a qualified journeyperson. A qualified crew will consist of the project manager, journeymen, and apprentices.
11.2 The services to be performed by the contractor shall be inspected by the Contracting Officer Representative, the COR.
11.3 All work shall comply with the policies and standards of the governing bodies and applicable regulations, which include but are not limited to:

11.4 The contractor shall provide 2 past performance records projects performed in the last 5 years’ experience and expertise of successfully completed projects in:

12.0 SUBMITTALS:
Submittals shall be submitted to the CO/COR and approved prior to contract award.
12.1 Work schedule delineating the various stages of work by phase (milestones).
12.2 Submit the manufacturer’s available colors/styles and specifications for approval by the CO/COR for all products.
12.2 Contractor shall provide copies of product specifications, manufacturer’s literature and installation instructions of materials and products to be furnished and installed.
12.3 The Contractor must submit for the government approval all products to be used on this project.

13.0 BARRIERS & RESOURCE PROTECTION MEASURES:
13.1 Protect all exterior/interior surfaces of the buildings and adjacent landscaping, walks, drives, walls, signage, all adjacent buildings, and Government equipment from damage by projecting operations. Use suitable protective means.
13.2 Erect temporary construction barriers to protect visitors, employees and restrict pedestrian access as needed. The contractor shall work with the COR to avoid or minimize interruptions to employees working on site. Minimum is OSHA standards.

15.0 GREEN CONSIDERATIONS:
15.1 To the greatest extent possible, provide products and materials that have a lesser or reduced effect on the environment considering raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, and/or disposal of the product.
15.2 Use products meeting or exceeding EPA’s recycled content recommendations for EPA designated products.
