About this file
This document contains questions from vendors and responses from Guilford Courthouse National Military Park regarding solicitation number 140P5323R0049 for demolition and asbestos abatement work at a house on the park property. The questions seek clarification on the scope of work including the number and size of underground storage tanks to be removed, who will be responsible for soil testing, the depth of a well to be decommissioned, whether a driveway and fence will be removed, the size of a septic tank to be closed, how to handle tree stumps, and the quantity of drywall containing asbestos. The responses provide additional details such as one unknown-sized UST, no above ground tanks, the contractor handling soil testing and checking local standards, an unknown well depth, confirming removal of the driveway, fence and wood debris, the septic tank just needing to be filled in rather than removed, leaving stumps in place but allowing grinding, and approximately 5,000 square feet of drywall to be abated. Vendors were also asked to provide certain plans with their bids but can now submit them after award due to the costs of developing them prior to knowing if they will be the successful bidder.

140P5323R0049 Guilford Courthouse N'tl Military Park demo/abatement Vendor questions/Park responses
1. How many UST's/AST's are to be removed, and how many gallons are these tanks?
One UST capacity unknown. No AST.
2. Who will be responsible for soil testing?
Contractor. Check with County/State for most current standards.
3. What is the approx. depth of the well to be decommissioned?
Unkown
4. Is the driveway to be removed?
Yes, and the wood fence, and wood debris etc.
5. What is the gallon capacity of the septic tank that has to be removed/closed?
Capacity is unknown. Septic Tank does not need to be removed, just filled with dirt.
6. Are the stumps to be removed out of the ground when removing the trees, or will the tree be cut with approx. 2' stubbed up? If the stumps in fact have to be removed, can they be grinded in place?
Stumps can be left in place.
7. Could you please quantify the square footage of drywall/joint compound that has to be abated? The Asbestos surveyor quantified the windows, and the chimney mastic; However, they failed to quantify the drywall removal.
Unknown. The total amount of drywall is approximately 5000sqft.
8. You are asking the contractor to provide these required plans/submittals with the bid; However, some of these plans will require a third party (Civil Engineer). This will definitely require the contractor to pay for this prior to knowing if the contractor is awarded the bid. The fee for a Civil Engineer drafting the Storm Water Erosion Control Plan can be quite expensive because a scaled site plan is needed. Can these plans be required to be submitted via the awarded contractor so that a copious amount of money won't have to be spent prior to award by a contractor that may not even receive the award to begin with? Please see below, and respond accordingly
See revised Sow under amendment. These items will be required after award.
