140P5318R0009/0001 restroom in Loop D and the area around where boulder placement will occur; showing utilities?

ANSWER: Yes. The government can provide as-builts as well as construction photos of the work in that area.

3) QUESTION: What dates will the campground be open? Closed?

ANSWER: The campground season is typically mid-May to the end of October. See SOW Section

1-5 A.2 for other work conditions and limitations. The intent was for this project to be performed from November to mid-May with temperature sensitive work being left for March to mid-May. Smaller, temperature sensitive work such as stone masonry headwalls can be covered with insulated blankets to protect from freezing.

These types of work could be performed in winter.

4) QUESTION: Can equipment/materials be left on-site over weekends?

ANSWER: While the campground is closed to visitors or while loops are closed to visitors, equipment and material can be stored over weekends. See SOW Section 1-5 A.2 for more information. All campground roads need to remain open to traffic at all times for emergency personnel. When the campground is open to visitors, the contractor will need to ensure equipment and material is not impact vehicular traffic and will be required to coordinate with the COR and consolidate equipment and material storage.

5) QUESTION: Is there a location within the campground where we can unload larger equipment & store any hauling equipment i.e. trailer or low-boy?

ANSWER: When the campground is closed to visitors, hauling equipment can be stored in the area of the dump station but keeping one lane completely passable. When the campground is open, hauling equipment will need to be stored in an area designated by the COR within Picnic Area which is less than 2 miles north on the Parkway.

6) QUESTION: Callout Number 1 calls for Loop B to receive full depth reclamation with cement prior to replacing cement. Per the typical section detail on sheet D2 the FDR with Cement

140P5318R0009/0001 shall be 6 inches. This process is typically used on large scale paving projects requiring special heavy equipment to perform this process as well as a large laydown area for staging and vehicles.

Would it be acceptable to stabilize the base an alternative way for loop B? We would like to propose removing the existing asphalt and sub-base, compacting the bedding, installing 6 or

8 inches of compacted crush and run, then installed the asphalt as noted in the initial scope.

ANSWER: The intent for the road work in Loop B is to recycle the existing material to re-stabilize the road base. This will greatly reduce the hauling of material on and off the Parkway. The anticipated side benefits are reducing the project schedule and project cost. Full depth reclamation is typically done on larger scale project e.g. most of the road projects on the mainline Parkway entail FDR. However, FDR is used in similar instances as called for on this project. Bidders shall expect to perform full depth reclamation as called for in the project documents.

7) QUESTION: When excavating for the widening and waterway scope tree roots will likely be damaged or required to be removed. Are they any special precautions that we will need to follow when a tree root is damaged or must be removed?

ANSWER: There are no special precautions. There are a few trees marked on the plans which are in proximity to excavation work. It is advised for the Contractor to evaluate the work areas and consult with the COR for other potential issues with large trees. Tree removal is not intended for this project. The plan would be to get NPS staff involved to perform this task. If significant roots are disturbed, the NPS will monitor the trees health.
