Statement of Work August 06, 2018 Repair and Repave Price Park Campground Roads Loops B thru F Blue Ridge Parkway

PART 1 – GENERAL

1‐1 DESCRIPTION OF WORK

A. Julian Price Campground is adjacent to Price Lake and is a top destination for boating, hiking, fishing and more. The surrounding forest offers hemlock, white pine, oak, hickory and birch trees, along with a colorful assortment of wildflowers in the spring and an array of vivid orange and red foliage displays in autumn. The Blue Ridge Parkway (Parkway) is a scenic byway that follows the high crests of the central and southern Appalachians for 469 miles from Shenandoah National Park in Virginia to the Great Smoky Mountains National Park in North Carolina.

Canoe rentals are available at Price Lake, and other types of non‐motorized boats are permitted.

Fishing is also available at the lake, with a dock provided. Price Lake Trail offers a refreshing hike around the edge of the water, and the Boone Fork, Green Knob and Tanawha Trails are just a few of the trails that are conveniently accessed through the campground. Wildlife viewing is also popular as campers have a good chance of spotting bears, grouse, turkeys, owls, hawks and more. Julian Price Campground combines the traditional great outdoors experience with the modern conveniences of flush toilets and drinking water. Both RV and tent sites are available and provided picnic areas are perfect for barbecues or late‐night marshmallow roasting. Blowing Rock, North Carolina, located just 20 minutes away on the Blue Ridge Parkway, offers fine dining, shopping and more.

B. This Statement of Work (SOW) consists of repairing and repaving asphalt pavement roads, replacing pipe culverts with associated features, asphalt pavement widening, deep asphalt patching and installing paved waterways in Julian Price Campground Loops B through F (MP 297.0) of the Blue Ridge Parkway. Campground lane width is typically 11 feet +/‐.

C. Refer to Bid Sheet for required work items.

D. All, some, or none of the optional work may be included in the project as authorized by the CO.

Visitation is highest during summer months and especially leaf viewing season (typically October). The campground is located adjacent to a recreational lake. Expect higher visitor traffic at this location.

2. Campground loops where work is being performed will be officially closed to visitors but have trails which pass through them. The NPS will advise the public of the closures via various means and detour the trails. The Contractor may need to provide additional, physical measures to ensure the safety of the visitors and contractor personnel as well as security of contractor materials and equipment.

F. Park‐Specific Conditions and Limitations

1. The Blue Ridge Parkway is wholly located along the ridges of the Appalachian Mountain range in parts of Virginia and North Carolina. The following conditions may be applicable to work sites inside Parkway boundaries:

a. WEATHER‐ Sudden and dramatic changes in climate conditions are common. The Contractor must be prepared to alter work plans and provide protection for workers and equipment.

b. CLOSURES‐ Parkway officials may close portions of the Parkway at any time to protect visitors from hazardous conditions or to implement official duties of the Parkway.

c. REMOTENESS‐ Many portions of the Parkway are of extreme distance to typical services available in developed areas, including cellular, food, fuel, and emergency services. The Contractor must arrange and account for appropriate precautions and plans prior to bid submission.

d. RESOURCES‐ As a unit of the National Park System, the Blue Ridge Parkway is tasked to preserve unimpaired its natural and cultural resources and values. The Contractor must make every effort to ensure no impacts are made deleterious to these resources. It is expected that the project site and access areas will be minimally impacted only as absolutely necessary for the performance of the SOW requirements. Mitigations approved by the COR will be taken to restore pre‐existing conditions.

Blue Ridge Parkway

e. ROCK‐ The presence of various forms of rock is ubiquitous. The Parkway does not maintain data for construction purposes on the location or type of rock to be encountered by excavation or drilling activities. The contractor must verify and account for the extent, nature and impact to work activities of rock within the project site prior bid submission.

f. INVASIVE EXOTICS‐ To reduce the chance that harmful, non‐native plants or organisms will be transported from off‐parkway locations to the work site, the contractor, prior to entering the parkway, must clean all soils, roots, seeds, and other sources of plant parts and pathogens from any equipment used for the application of grasses and all heavy equipment, such as dump trucks, front end loader, and graders, which have previously been operating off the park.

g. WILDLIFE‐ All wildlife is protected within the park boundaries, and some species, which occur within the park, receive special State and Federal protection due to their rare, threatened or endangered status. Very few wildlife species present any danger to persons working within the park. Even species which have the potential to do harm to persons, can usually be avoided. Unless wildlife is presenting an immediate threat to persons, harassment or destruction of wildlife is prohibited.

2. Project‐specific environmental compliance mitigations

a. The following items are required by the National Environmental Policy Act and National

Historic Preservation Act as applied to this project and may be described further in other sections of this statement of work.

b. Staging and parking for vehicles, equipment and materials shall be confined to paved parking areas throughout the Price Park developed area. Other areas utilized shall be only as designated approved by the local Resource Management Specialist.

c. Store all temporary inorganic or construction and demolition materials in a gathered/piled manner that will readily accommodate removal, and will not create fluid or additional waste removal problems.

d. All debris shall be removed from the park for legal and proper disposal.

e. If needed, only clean fill, preferably from some site on the Parkway, shall be used. Any fill coming from off‐site shall be inspected (as well as the site it came from) to reduce the chances for introduction of exotic plant species.

f. All construction activities shall be performed in a manner having the least possible detrimental effect upon the surrounding terrain or vegetation.

1‐6 QUALITY CONTROL

A. It is the responsibility of the Contractor to develop and implement a construction quality process to ensure work conforms to the requirements of the contract.

B. Assign a competent and experienced person to oversee the construction of this project with the authority to stop or correct work due to unsatisfactory materials or workmanship.

C. Perform quality control inspection, documentation and process control sampling and testing as required by applicable standards.

D. All materials and methods used shall meet or exceed the current local, state, and federal codes, standards, and regulations applicable to this project.

Blue Ridge Parkway

E. The COR will perform on‐site inspections to insure conformance to this contract. The Government reserves the right to perform any testing it sees fit to insure a satisfactory product is delivered. Any non‐conforming work will be removed and replaced at no cost to the Government.
