All work must comply with NEC, NFPA 110, UL 2200, and applicable federal, state, and local codes. The contractor is responsible for verifying all existing electrical connections, gas supply conditions, and site conditions through independent evaluation; failure to verify conditions does not constitute grounds for change orders. All work must be completed within 150 calendar days from Notice to Proceed, including procurement, installation, commissioning, full load testing, end-user training, and closeout documentation.

The contractor must obtain all required permits and inspections and coordinate utility shutdowns with 48–72 hours advance notice. Work is restricted to 7:00 AM–3:00 PM, Monday through Friday, excluding federal holidays, with advance written approval required for other times. Site access is via gravel road and parking only; heavy-duty ground mats are required over historic lawn to prevent damage, with all restoration costs borne by the contractor. The contractor must provide a minimum one-year labor and workmanship warranty, the manufacturer must provide a minimum two-year generator warranty for standby applications, and a minimum one-year ATS warranty. The contractor serves as the single point of contact for warranty coordination and must respond within 72 hours to operational issues reported within 30 days of final acceptance at no additional cost. Required submittals include equipment cut sheets, sound attenuation ratings, color approval samples, commissioning and training plans, warranty documents, O&M manuals, as-built drawings, load test reports, training rosters, and permit and inspection records. The PMIS number is 347974, and the COR (Contracting Officer's Representative) must approve the dark forest green color prior to ordering.

H. Provide end-user training to designated park staff.

I. Submit warranties, O&M manuals, as-builts, and closeout documentation.

ITEM 2 – EXISTING UTILITIES

Contractor is responsible for verifying all utility connections and must not rely on Government-supplied data. Any shutdowns must be requested at least 48–72 hours in advance. Utility interruptions must be minimized and coordinated. No work shall proceed that disrupts utilities without prior written approval.

ITEM 3 – CONTRACTOR’S USE OF PREMISES

3.1 Site Access

Access to the site is via gravel road and gravel parking directly adjacent to the generator site. No grass access is permitted without the use of heavy-duty ground mats. Contractor is responsible for repairing any landscape damage at their expense.

3.2 Site Hours and Conduct

Work is permitted from 7:00 AM to 3:00 PM, Monday through Friday, excluding federal holidays. Zero weather days are included. Requests for time extension due to severe weather or force majeure must be submitted in writing within five (5) calendar days of the event and approved by the Contracting Officer.

ITEM 5 – SITE VISIT AND VERIFICATION REQUIREMENTS

A pre-bid site visit is highly recommended. The contractor shall send a qualified representative

(e.g., licensed electrician or generator technician) to evaluate site conditions. Contractor is responsible for verifying voltage, phase, pad size, wiring, conduit paths, grounding, and gas supply conditions. The COR will not provide design data or technical clarification. Failure to verify conditions will not be grounds for change orders.

The contractor is responsible for verifying that the proposed generator and ATS are correctly sized and compatible with existing electrical service, distribution panels, load requirements, and site conditions. Submission of a bid constitutes acknowledgment that the contractor has independently verified all system requirements and that the proposed equipment will operate as a complete and code-compliant system without additional compensation.

ITEM 6 – CODE COMPLIANCE AND SCOPE CONTROL

All work shall comply with NEC, NFPA 110, UL 2200, and all applicable federal, state, and local codes and regulations. Contractor must correct any existing deficiencies that would prevent a fully operational, code-compliant standby power system. The contract price shall be all-inclusive. No scope changes or additional compensation will be allowed for oversights, lack of site verification, incorrect assumptions, or failure to review applicable codes.

The Contractor shall provide all qualified personnel, licensed electricians, certified technicians, supervision, equipment, and specialty trades required to complete the work in accordance with applicable codes, manufacturer requirements, and inspection authorities. No additional compensation shall be provided for specialty personnel or technical services necessary to deliver a complete, operational, and code-compliant installation.

ITEM 7 – SAFETY AND ENVIRONMENTAL

Contractor shall comply with OSHA 29 CFR 1926 and all applicable federal, state, and local safety regulations. Contractor shall submit a site-specific Safety Plan to the COR prior to commencement of work. The Safety Plan shall address, at minimum: electrical safety and lockout/tagout procedures, equipment operation, fall protection (if applicable), ground protection measures, public and visitor safety controls, and emergency contact procedures. Contractor shall protect the historic environment, prevent soil contamination, maintain daily housekeeping, and immediately contain and remediate any spills. Safety Data Sheets (SDS) for all hazardous materials shall be maintained on site and available for review.
