About this file

This file is a Request for Information (RFI) clarification document issued by the National Park Service (NPS) addressing contractor inquiries regarding a demolition project at a site in Ochopee, Florida (Carnestown/SR-29 & US-41). The NPS provides responses to 15 questions covering site conditions, hazardous materials, building dimensions, and project requirements. Key clarifications include: as-built drawings are unavailable; asbestos surveys are unavailable but asbestos is suspected in the Old Sheriff Substation (particularly attic insulation) and potentially in drywall/plaster given the 1969/1970 construction date, while the Chamber of Commerce A-Frame is believed asbestos-free; interior photos are available in Amendment 2; buildings are safe to enter; and the property is federal, not condemned. Refrigerant recovery involves two split systems (1.5-ton R22 and 5-ton 410A units) in the FHP building and remnants of a 3-ton unit in the Chamber of Commerce building already stripped of components.

Additional significant clarifications address project logistics and regulatory requirements. The temporary fencing specifications require a minimum 8-foot galvanized chain-link or welded-wire anti-climb fence with metal couplers, weighted bases or driven posts, locked vehicle gates, reflective markings, and daily inspection. Florida requires a minimum 70% diversion of construction and demolition debris from landfill disposal; standard practice on modern federal contracts ranges from 50% to 75% diversion by weight or volume. The septic system pump-out is the contractor's responsibility to meet federal, state, and local requirements; capacity is unknown. A mandatory site visit is scheduled for February 5, 2026, at 9:00 AM. No bonding is required. The Period of Performance has been extended to 90 days (per Amendment 0001) with a negotiable start date. The contractor must verify square footage before submitting an offer, as NPS stands by SOW measurements of 900 and 1,200 square feet despite apparent discrepancies with satellite imagery. No county permits are known to be required by NPS, but the contractor must verify with the county and include costs as appropriate.

NPS clarification(s) in RED text to Request For Information (RFIs)

1) Are any as-built drawings available for any of the buildings?

a. No, as built drawings NOT available.

2) Is there an Asbestos survey?

a. Unavailable currently. NPS suspects only the Old Sheriff Substation has asbestos. While Asbestos Surveys were done years ago on both buildings, that paperwork has since been lost. An NPS employee recalls that asbestos was in the attic insulation. However, NPS is unsure if any other findings were positive. Given that the building was built in 1969/1970; one should assume that the drywall/plaster may also contain asbestos. The Chamber of Commerce A Frame was a new structure and is predominately a wood structure and was believed to be free of asbestos. Both buildings could have lead-based paint, but no survey was done to verify.

3) Do you have any pictures of the interior condition of these buildings?

a. Yes, photos are available, and made available in Amendment 2.

4) Are these buildings safe to enter to perform a survey if one has not been completed?

a. Yes, the buildings are safe to enter.

5) Have these buildings been condemned ?

a. The Federal Government does not condemn buildings.

6) Can you provide NPS acceptable Fencing specifications for this project?

Acceptable Temporary Fencing – Demolition Site (Carnestown / SR-29 & US-41, Ochopee, FL)

Due to demolition site located next to a busy public intersection, the fence must fully secure the site after hours and prevent unauthorized entry. The intent is to provide a continuous, secure perimeter that protects the public and prevents unauthorized access during non-working hours.

The contractor shall provide and maintain temporary construction fencing that meets the following minimum requirements:

• Height: Minimum 8 feet.

• Type: Galvanized chain-link or welded-wire anti-climb panels.

• Installation:

o Panels securely connected with metal couplers (minimum three per panel).

o Fence supported with weighted bases or driven posts.

o Bottom gap not to exceed 2 inches above grade.

o Fence must not be easily pushed over or lifted.

• Gates:

o Vehicle gates equal in height to the fence.

o All gates shall be locked when the site is unattended.

• Security Features:

o Smooth side of fencing facing the public.

o Couplers installed on the inside of the site.

o No exterior horizontal rails that aid climbing.

• Visibility & Safety:

o Reflective markings on street-facing sides.

o “No Trespassing” and “Danger – Demolition Area” signs at gates and at regular intervals.

• Performance:

o Fence shall remain upright in high winds and resist casual tampering.

o System must deter climbing, crawling under, or pushing over panels.

• Maintenance:

o Contractor shall inspect fencing daily during demolition.

o Any damage, loosening, or breach shall be corrected within 24 hours.

7. Do you have the sizes, types, and quantity of units for refrigerant recovery?

a. FHP building has two split systems a min of 1 ½ ton R22 Unit and a 5 Ton 410A unit. I The COC building has the remnants of a 3 ton unit that has already been stripped of all of its components.

8. Do you have a list of universal waste located within the areas of demolition.

a. All debris and recyclable disposal locations are in Naples Florida, That information is available to the public. In Naples, Florida, there are several Construction and Demolition (C&D) waste facilities:

Lee County Solid Waste Department: Offers a list of approved C&D recycling facilities in Lee County, including contact numbers and addresses.

• Waste Management Recycling Naples: Located at 5801 Yahl St, this facility is a C&D Materials Recovery Facility.

• Collier County Landfill: Accepts solid waste and offers special pick-up services for oversized items.

• Collier Recycling Services: Provides C&D debris disposal and roll-off dumpster rentals.

For more detailed information, you can visit the respective facility websites or contact them directly.

9. With our previous Federal government projects there was a requirement for a percentage of material to be recycled. Is there any requirement for recycling on this project?

a. Building Material Recycling in Demolition Projects, Florida Building material recycling is a crucial aspect of managing construction and demolition waste. The state has set a goal to divert a minimum of 70% of C&D debris from landfill disposal through recycling or other acceptable methods. Materials such as concrete, brick, steel, and wood, which are now recognized for their potential to be recycled and reused. Florida's infrastructure for C&D waste disposal includes landfills, transfer stations, and recycling facilities specifically designed to handle and process such waste streams. The state also monitors and regulates C&D waste management practices through enforcement of state laws and regulations, permitting requirements, inspections, and oversight by the FDEP. For more information on construction and demolition recycling and disposal in Florida, you can visit the Florida Department of Environmental Protection's website or contact local branches for specific services and requirements. What is “standard” in practice?

b. On most modern federal demolition or construction contracts,

• 50% diversion by weight or volume (older baseline)

• 60–75% diversion (very common today)

10. Has or will the septic been pumped out if not can you please provide us with capacity of the vault?

a. Condition of the current septic system is unknown. Septic system pump out responsibility rest with the demolition contractor as required to meet Federal, State and local requirements.

11. Will there be a mandatory site visit prior to the bid submission?

a. A site visit is organized for 02/05/2026 at 9 AM for all interested in attending. Date and time of Site Visit is part of Amendment 0001.

12. Are there any bonding requirements for this job?

a. None

13. Is this considered Federal or State property? If federal is a county permit still required?

a. Federal Property. No known permits required by NPS; however contractor should check with the county to verify if permits are required and include in offer as appropriate.

14. The SOW describes the two buildings as being 900 Square Feet and 1,200 Square Feet. Using google earth they actually appear to be roughly 5,000 SF and 2,000 SF.

That is a significant difference, why the discrepancy?

a. NPS stands by SF given in SOW. However its incumbent upon the contractor to field verify before submitting an offer.

15. The Period Of Performance is only 30 days. It may take longer than 30 days to perform the asbestos inspection and perform any abatement. This 30 day period is too strict for this scope of work, can the Performance Period be increased to 60 or 90 days?

a. Yes. Amendment 0001 extends POP up to 90 Days (schedule start date negotiable).
