Statement of Work 4/30/2024

Stone/Truck Hauling for Monument Trail Big Cypress National Preserve

1. Background:

a. Big Cypress National Preserve (BICY) is a United States National Preserve in South

Florida, about 45 miles west of Miami on the Atlantic coastal plain. The 720,000-acre Big Cypress (along with Big Thicket National Preserve in Texas) are the first national preserve in the United States National Park System and established on October 11, 1974.

b. Big Cypress manages water flow coming out of Central Florida through Lake Okeechobee over the land as sheet flow through what is now as a River of Grass. During periods of high-water volume, Big Cypress canals diverts an extremely high volume of water to the city of Everglades City. Traditionally, manmade structure known as ditch plugs, act to slow the volume of water down to prevent flooding in Everglades City and has become a major part in reducing the Service’s Liability risk in the local community.

2. Objectives:

a. Monument Trail (Off Road Vehicle Use) is within Big Cypress National Preserve.

Supply, Haul and Deliver 5,000 Tons of DOT limerock base. Monument trail is 10.01 miles in length. Visitor use of swamp buggies and off-road vehicles, along with seasonal flooding of the Preserve, causes substantial wear and tear of the extensive trail system, each year. As a result, stone is required to fill large holes and ruts throughout the trail.

The contractor must provide sufficient trucks/drivers to deliver stone/aggregate in 20-yard dump trucks during the four-week delivery period.

3. Place of Performance:

a. Big Cypress National Preserve

Monument Trail – 14.3 miles E of:

33100 Tamiami Trail E.

Ochopee, FL 34141 (25° 51.801'N, 81° 5.998'W)

4. Period of Performance:

The period of performance is estimated to be 31 calendar days. Advance coordination with NPS COR required. Required delivery terms: within 4-weeks from date of first delivery.

5. Scope:

Haul specific material from stone quarry to exact location 14.3 miles East of BICY headquarters. Google Earth maps will be attached of dump site and GPS locations. The contractor will provide load tickets for each truck delivery to National Park Service personnel or load ticket box provided by NPS. Hauling will continue until all aggregate tonnage is delivered. Contractor shall have enough trucks on hand to deliver the 5,000 tons within the period of performance. Breakdowns of trucks should be replaced immediately with another to meet 31-day delivery schedule. Each dump truck should have at a minimum, 18–20-yard capacity. An alternate dump site has been designated and will be utilized in the event the primary dump site reaches capacity or if deemed necessary by park staff. Alternate dump site map, along with GPS location will be attached.

6. Tasks: Contractor shall complete the following tasks and requirements:

• Workdays: 8-hours daily, Monday-Friday excluding holidays, beginning at 7:30 a.m.

• Delivery location at Monument Trail in Ochopee, FL is marked on the Maps.

• Supply, Haul and Deliver 5,000 tons of DOT lime rock base (construction material).

• Obey speed limits on all roads and adhere to applicable laws and regulations.

• All roads along the route are paved roads. Comply with posted weight limits. If your vehicle, or vehicle and load, is determined to be overweight, Florida law provides for a penalty of $.05 per pound for all weight over the legal weight for the vehicle.

7. Government-Furnished Property, Material, Equipment, or Information:

• BICY to provide labor and equipment to pile up delivered stone to keep driver access open.

• BICY to provide stockpile marker on exact locations to dump at Monument Bypass Trail.

• BICY to provide personnel to collect load tickets from driver or will supply a load ticket box for drivers to put tickets in at Monument dump site.

911-1 Description.

FLEXIBLE-PAVEMENT MATERIALS

(INCLUDING MATERIALS FOR STABILIZING)

SECTION 911

BASE AND STABILIZED BASE MATERIALS

FooTI

This Section governs materials to be used in the construction of base and subgrade stabilization including limerock, shell, shell-rock, cemented coquina shell, and recycled concrete aggregate (RCA).

911-2 Materials.

911-2.1 General:

911-2.1.1 Approval of Material: Approval of mineral aggregate sources shall be in accordance with 6-2.3.

911-2.1.2 Deleterious Substances: Materials shall not contain deleterious substances that would result in: prevention of the bituminous prime coat from adhering to the base course; a detriment to the finishing, strength, or performance of the base; or a surface which is susceptible to distortion under construction traffic. Such substances include, but are not limited to: cherty or other extremely hard pieces, lumps, balls or pockets of sand or clay size material, organic matter, loose sand, loose, free shells, corals or skeletal remain of other marine invertebrates retained on the No. 4 sieve, or water sensitive clay minerals.

911-2.2 Limerock Composition: Limerock material shall consist of unconsolidated or partly consolidated limestone of marine origin.

911-2.3 Shell Material: Composition: Shell materials shall consist of naturally occurring deposits formed essentially of broken mollusk shell, corals and the skeletal remains of other marine invertebrates. Live or steamed shell, or man-made deposits as a by-product of the shellfish industry will not be permitted.

911-2.3.1 Bank Run Shell: Shell materials meeting the requirements of this Section which are presently found as "dry land" deposits.

911-2.3.2 Dredged Shell: Shell materials meeting the requirements of this Section which are dredged from ocean, bay or lake deposits.

911-2.4 Shell-Rock Material Composition: Shell-rock materials shall consist of naturally occurring heterogeneous deposits of limestone with interbedded layers or lenses of loose and cemented shell, to include cemented sands ( calcitic sandstone). This material shall be mined and processed in a manner that will result in a reasonably homogenous finished product.

911-2.5 Cemented Coquina Shell Material Composition: Cemented coquina shell materials to be used as cemented coquina base or stabilized base, shall be defined as naturally occurring deposits formed essentially of broken mollusk shell, corals and the skeletal remains of other marine invertebrates, which are presently found as "dry land" deposits and which have been cemented together by carbonates or other natural cementing agents.

911-2.6 Recycled Concrete Aggregate (RCA) Composition: RCA shall consist of concrete material derived from the crushing of hard portland cement concrete. In addition to the deleterious materials noted in 911-2.1.2, RCA shall be asbestos free. The following limits shall not be exceeded:
