About this file

This is an Amendment 2 Questions and Answers document for federal contract opportunity 140P5126Q0039. The file addresses contractor inquiries regarding material specifications, delivery logistics, and contract performance timelines for a materials delivery contract.

The contract requires delivery of 2,500 tons of base materials to support repairs on gravel carriage trails at the Moses H. Cone estate: 1,500 tons of Carriage Trail Gravel Mix, 500 tons of Aggregate Base Course (ABC) Road Base material, and 500 tons of #3 Clean Ballast Stone meeting NCDOT/AASHTO specifications. The primary delivery location is the Blue Ridge Parkway's Sandy Flat maintenance area at 5580 Sholis Mill Road, Blowing Rock, NC 28605, with secondary delivery to Old Johns River Road near Milepost 296 on the Blue Ridge Parkway. An alternate delivery location to Bluffs Maintenance Area in Laurel Springs, NC is available through bid options 6, 7, and 8. All materials must meet specifications in SOW Section 4, and sample submittals are required prior to delivery. For deliveries to Sandy Flat, standard DOT weight regulations apply; for deliveries to Old Johns River Road and Laurel Springs utilizing the Parkway, specific weight limits apply ranging from 48,000 to 66,000 pounds gross weight depending on vehicle type, with a 50,000-pound maximum over Price Lake Bridge. The base contract requires delivery of all 2,500 tons within 60 calendar days of the award date, anticipated for July 2026. Bid options can be exercised for up to one year after award, with 60 days to fulfill each option after modification issuance.

Amendment 2

Questions and Answers

1. Question: Product Confirmation

Below is the scope of work description of #3 Clean Ballast Stone:

“#3 Clean Ballast Stone … meeting NCDOT/AASHTO #3 specifications (nominal 2"-3"), washed, with minimal fines.”

To ensure we quote the correct product, can you please confirm whether the Government intends this to be standard NCDOT/AASHTO #3 Clean stone (washed, 2"–3", minimal fines), or if there is a separate “ballast-grade” specification beyond standard #3 Clean that we should follow?

Answer: The word "ballast" was used in the description as "ballast" or "railroad ballast" is a common trade name for this specific material. If this material meets the NCDOT/AASHTO standards for #3 Clean stone this should be acceptable for our uses. I'd also like to point out Section 6 of the SOW, that a sample submittal is required prior to delivery so that we make sure the product meets our needs prior to hauling.

2. Question: Material Use

Can you confirm the intended field use for each of the materials listed in the SOW (Carriage Trail Mix, ABC Road Base, and #3 Clean Ballast Stone)? Understanding their specific applications will help us ensure we source material that best aligns with your performance expectations.

Answer: As stated in the statement of work, Section 2, this material will be used to affect a variety of repairs to gravel carriage trails on the Moses H. Cone estate. The materials meeting the specifications in Section 4 should meet our expectations. I'd also like to point out Section 6 of the SOW, that a sample submittal is required prior to delivery so that we make sure the product meets our needs prior to hauling.

3. Question: Truck Weight Limits

Can you confirm the allowable truck weight limits for all roads used on this project? If the intent is to follow Blue Ridge Parkway weight restrictions, please confirm the applicable limits so we can size the fleet appropriately.

Answer: Deliveries of Carriage Trail Mix to the Sandy Flat Maintenance Area can be made without accessing the Blue Ridge Parkway Motor Road and standard DOT regulations apply.

Deliveries of ABC Base and #3 Clean to the Old John's River Road site (and potentially to Laurel Springs) do utilize the Parkway and the following weight limits would apply.

Vehicle Type Gross Weight Limit

Single (3 axles) 48,000 lb (21,800 kg)

Single (4+ axles) 52,000 lb (23,600 kg)

Combination (4 axles) 62,000 lb (28,100 kg)

Combination (5+ axles) 66,000 lb (29,600 kg)

Over Price Lake Bridge 50,000 lb (22,680 kg) max

4. Question: Delivery Locations

Can you confirm all required delivery locations, including any optional or alternate locations listed in the solicitation?

Answer: *Blowing Rock Locations are listed in the Statement of work in Section 3. Scope of Work.

An alternate location is identified in Options 6,7,&8. The address in the SOW is excerpted below

5. Question: Period of Performance

There appear to be two different performance periods:

The Scope of Work states 60 days from award, SAM.gov lists 7/30/2026 - 7/29/2027

Can you confirm which period of performance governs this requirement?

Answer: This is addressed in the SOW in Section 8. The base quantity (2500 tons total) shall be delivered within 60 days of the award date. Options can be exercised for up to a year after the award date. If an option is exercised during this time, the contractor will have 60 days to fulfill the option after the modification is issued.

Answer is in the SOW:
