About this file
This is a Questions and Answers document for a Request for Quote (RFQ) issued by the National Park Service, Kennesaw Mountain Landis National Battlefield (NPS, KEMO) for the "Preserve and Stabilize Howard and Logan Earthworks" project.
The procurement is a 100% small business set-aside under NAICS code 561730 (Landscaping Services) with a small business size standard of $8 million. The Product Service Code is F014 (Natural Resources/Conservation - Tree Thinning). All offerors must maintain an active vendor record in SAM.gov, qualify as small businesses under the identified NAICS code, and have no exclusions such as delinquent federal debt or debarment. The mandatory site visit is scheduled for Thursday, April 23, 2026 at 11:00 AM EDT at the maintenance shop, with Ladrick Downie managing the event. Award evaluation will be based on best value to the Government using lowest price technically acceptable methodology, with pricing calculated from the summation of quantities in the provided Price Sheet. In addition to pricing, offerors must submit Technical Capabilities and Past Performance documentation. The technical approach must demonstrate appropriateness and completeness of methods and procedures, including a methodological framework with schedule, sequencing, duration of phases, and time allocation. Past Performance should document three to five similar projects with project name, scope of services, dates, supervisory personnel, roles, and primary client contact information for reference.
