About this file
This document is an amendment (Amendment 0001) to a Request for Quotations (RFQ) for roofing replacement at various locations in Great Smoky Mountains National Park. The amendment changes the solicitation from a non-small business set-aside to a 100% Small Business Set-aside and provides responses to potential contractors' questions about the project. Key clarifications include requirements for synthetic felt underlayment, specific decking types for five buildings, use of copper flashing, ice and water shield placement, and fall protection anchor installation. The project involves replacing roofs at five locations: Cades Cove Kiosk, Elkmont Kiosk, Twin Creeks Pavilion, Cosby Pavilion, and Greenbrier Pavilion.
The amendment specifies that contractors must submit quotes in three volumes: technical capability, past performance, and pricing. Offerors are required to provide a detailed work plan, demonstrate company capabilities, include three relevant past project examples, and complete the pricing schedule. The period of performance is from July 1, 2025, to October 31, 2025. Quotes are to be submitted to the Contracting Officer at edward_dingle@nps.gov, and all buildings will have permanent fall protection anchors. Restroom facilities are available near most project sites, and contractors are advised to review the detailed site information in Attachment 0006.
