Andersonville National Cemetery, Repair Drainage and Grading Project

Questions and Answers for Solicitation 140P5124R0006

Question 1. In the event that we have to export any topsoil, unsuitables, or fill dirt from the site, will the roads throughout the cemetery be able to withstand having a constant flow of dump trucks ride on them?

Answer: Yes, the roads can hold dump trucks.

Question 2. I do not see reference to irrigation or additional utilities being added for irrigation.

Will irrigation be needed by the contractor for the sod or tree being added? Or is the irrigation being provided by the park service?

Answer: There is currently no irrigation located in this area, but the contractor can route a water line from the maintenance yard area.

Question 3. Is the new tree in the center of the construction area is no longer needed in the SOW for this project?

Answer: No, the tree will still be a part of the contract.

Question 4. Is there currently a soil testing report for this location?

Answer: Yes, the Geotechnical Soil Report is being provided.

Question 5. When excavating or grading the area, is the park providing an onsite archaeologist to monitor conditions and any findings in the area?

Answer: Yes, the NPS will provide monitoring.

Question 6. The drawings and specs are provided by USACE but this is a National Park Project per sam.gov. Will this project have the same requirements as a USACE project?

Answer: Yes, the project will follow the requirements of the USACE.

Question 7. The drawings talk about additional topsoil to be brought in if there is not enough stored or preserved, does that park have additional topsoil stored elsewhere inside of the park?

Answer: No, the park does not have any additional topsoil stored elsewhere inside the park.

Question 8. In part 3.5.1 of the specifications document, offerors are instructed to provide 2 sets of data CD/DVDs containing the current project schedule, previously submitted schedules in the format of the scheduling software (e.g. .xer), the Narrative Report, and the required Schedule Reports. And label each CD/DVD with the type of schedule (Preliminary, Initial, Update), full Contract number, data date, and file name. Each schedule shall have a unique file name and use project-specific settings. Can you confirm that the Government is seeking submittals in these media (CDs/DVDs)? Are electronic submittals acceptable?

Answer: These submittals can be supplied on encrypted flash drives instead of CDs/DVDs.

Question 9. Section 01 57 19, Part 1.5 instructs offerors to complete the USACE Environmental Checklist. We did not find this checklist among the solicitation documents. Will it be provided after contract award?

Answer: Yes, the checklist will be available. The construction contractor will not have to fill out the form.

Question 10. Section 01 57 19, Part 3.5.1 references requirements for oil or dual-fuel boilers and furnaces. Are we correct in understanding that these requirements will not fall under?

Answer: If the contractor is not utilizing any of this equipment to perform the contract.

Question 11. Section 01 57 19, Parts 3.5.3-3.5.4 reference requirements for the handling of refrigerants. Are we correcting in understanding that these requirements will not fall under the scope of work for this contract?
