Roof Rehabilitation at The Oaks (Tuskegee Airman National Historic Site) Project

Questions and Answers for Solicitation 140P5121Q0010

1. Is the entire roof getting decked over with solid sheathing per the manufacturer's installation specs for the new metal shingles?

Answer: To retain as much of the original decking as possible, both for historic integrity and to avoid placing additional load on the historic structure. Per drawing sheet A-1 and the Preparation for Re-roofing spec, the tear down is only to the existing deck, which must be inspected for deterioration. Likely areas of deterioration have been indicated on drawing sheet A-1. Any replacement of sheathing should be in accordance with the included Sheathing spec.

2. Is the entire house including siding, windows, columns, and trim getting painted?

Answer: The scope of the project is for the roof only. The only involved painting would be at areas where new exposed wood elements are added, such as the soffit or fascia. Drawing sheet A-1 indicates area where these elements have succumbed to rot and will need to be replaced.

3. Will it be possible to use campers for temporary housing due to lack of hotels close to the job site?

Answer: No

4. Is there power on-site available or do we need a generator?

Answer: Yes, power on site. A generator shall be required.

5. It appears the breakdown sheet is only for the base bid. Is this correct?

Answer: The SF 1442 (solicitation/contract form) is for the base bid; See SF 1442 (solicitation/contract form), Section 10 (Supplies and Services). SF 1442 (solicitation/contract form) Section B, page 7 for price schedule instructions, and Attachment 0008, price schedule updated. All documents are required to be submitted with offer.

6. How do we show the breakdown for the Alternate 1 as described in the drawings?

Answer: As indicated by the Roof Repair Key Plan on drawing sheet A-1, Bid Alternate 1 includes the entire upper roof. The base bid is for the lower roof only. An updated Bid Schedule is attached.

7. Is that correct that this roofing project is slated to last 1 year? If so, why so long of a performance period?

Answer: The one-year timeframe is the performance period, which allows for the completion of the construction project. The actual work should last no more than 30 to 90 days after the Notice to Proceed has been issued. The performance period will be closed out directly after the construction roof service has been completed.
