About this file

This is an Amendment 001 document containing Requests for Information (RFIs) and Government responses for a boiler replacement project at Beale House, Adams National Historic Park in Quincy, Massachusetts (Solicitation 140P4326R0026). The project, issued by the National Park Service Northeast Region, requires the replacement of an existing gas-fired boiler system installed in 1998 with new high-efficiency, code-compliant units while protecting historic fabric and ensuring compatibility with existing mechanical, electrical, and control systems. A second site visit has been scheduled for Wednesday, July 1, 2026, at 9:00 a.m. EDT at 181 Adams Street, Quincy, MA 02169.

Key clarifications from the government responses address contractor concerns regarding design approach, material procurement, and project logistics. Contractors may propose any high-efficiency boiler meeting performance requirements rather than a specific manufacturer model. The existing building controls contractor has remote access capability, and the government will not provide 1998 paper-only design drawings. One qualified individual may serve as Superintendent, SSHO, and QC Manager. The period of performance is fixed at 200 days with work to be completed before heating season, starting approximately 14 days after award; extension requests due to equipment lead times cannot be accommodated. The facility is tax-exempt and currently occupied by 4–10 people. The government will provide warranty and COTR verification; no third-party commissioning agent is required. No asbestos or hazardous materials are known to be present, temporary heating is not required, partitioning and negative air machines are not required, and permitting is the contractor's responsibility to comply with current codes.
