About this file

This file is a Questions and Answers document for Solicitation 140P4326R0025, a Request for Proposal issued by the National Park Service Northeast Region for HVAC replacement at Nelson House Carriage House at Colonial National Historic Park in Yorktown, Virginia. The solicitation covers replacement of a 3-ton HVAC unit and requires all labor, supervision, materials, tools, equipment, supplies, and incidentals necessary for completion. The project is subject to Davis-Bacon wage rates (VA20260169) and Executive Order 14398 requirements.

Key technical clarifications from the Q&A include: existing electrical service comprises a 90-amp breaker inside and 40-amp breaker outside; current zone dampers are non-functional and require replacement rather than reuse; the refrigerant line set is approximately 30 feet and should only be replaced if deficiencies are identified; any power outages must be scheduled in advance to avoid disrupting the occupied dispatch center; estimated electrical service capacity is 90 amps inside and 40 amps outside. Additional considerations include that the structure dates to circa 1732 and requires advance approval for any building modifications; no historic preservation restrictions are currently anticipated; and while the government has performed past hazardous materials surveys, reports are unavailable, therefore offerors must assume lead-based paint is present in affected work areas. No additional equipment photographs beyond those in the Statement of Work are available. The performance period is specified in the SOW.

Questions

QuestionsResponses
1Can the Government provide information regarding the existing electrical service serving the HVAC system, including panel location, breaker size, available capacity, voltage, and whether any electrical upgrades are anticipated as part of this project?Breaker size is 90 amps inside and 40 outside.
2Can the Government provide additional photos or documentation showing the existing HVAC equipment, zone dampers, thermostats, zone control panel, and refrigerant line routing? No additional photos. See photos from SOW
3The Statement of Work indicates that existing dampers are to remain operational with the new zoning controls. Can the Government confirm whether all existing dampers are currently functional and intended to be reused, or should contractors include an allowance for damper replacement?
Current dampers are not operational. Dampers are believed to not function based on zone controls not matching zone damper equipment requirements. Include allowance for damper replacement.
4Please confirm the required contract performance period and any restrictions regarding HVAC or electrical shutdowns due to the building's continued use as an occupied dispatch center.
Performance Period is in SOW. Any power outages should be scheduled in advance so that dispatch is not effected.
5The Statement of Work states that the refrigerant line set may be flushed or replaced if deficiencies are identified. Can the Government provide the approximate line-set length and confirm whether replacement of the line set is anticipated?
Estimate 30ft. Replacement is not anticapated as long as existing lineset matches manufacturers recomendations
6Given that the structure was originally constructed circa 1732, are there any historic preservation requirements, restrictions, or approvals that may affect installation methods, equipment placement, penetrations, or modifications to the buildingNone anticipated. Any building modifications would need to be approved.
7Has the Government performed any asbestos, lead-based paint, or other hazardous materials surveys within the areas affected by the HVAC replacement work, and can those reports be provided to prospective offerors?Govt has done past surveys. Park is unable to locate reports. Assume lead paint is present.
