Request for Proposal Number 140P4326R0008 Rehabilitate MD Developed Zone Water Distribution System at Assateague Island National Seashore Amendment 0001
DESCRIPTION OF AMENDMENT/MODIFICATION
The following are a list of questions received for the Solicitation Number 140P4326R0008, Seashore.
1) Factor 3 - Past Performance: To validate relevance in magnitude, please provide the construction magnitude for the Rehabilitate MD Developed Zone Water Distribution System project.
Answer: In accordance with the Revolutionary FAR Overhaul (RFO) and Executive Order (EO) 14275, Restoring Common Sense to Federal Procurement, Disclosure of the Magnitude of Construction Projects, formerly required by FAR Provision 36.204, has been removed. All reference projects shall be similar in size, scope, and complexity.
2) Factor 2 - Management Experience: To align with required supervision roles, please confirm if (1) individual is permitted to serve concurrently as Superintendent, Quality Control Manager and Safety Manager.
Answer: One individual can be designated as all three of those roles, but those roles need to be designated.
3) Is there an Engineer's Estimate you can provide?
Answer: In accordance with Federal Acquisition Regulations, the Government shall not disclose the Independent Government Estimate. In accordance with the Revolutionary FAR Overhaul (RFO) and Executive Order (EO) 14275, Restoring Common Sense to Federal Procurement, Disclosure of the Magnitude of Construction Projects, formerly required by FAR Provision 36.204, has been removed.
4) Has an engineer’s estimate been developed for the work and if so could you provide?
Answer: In accordance with Federal Acquisition Regulations, the Government shall not disclose the Independent Government Estimate. In accordance with the Revolutionary FAR Overhaul (RFO) and Executive Order (EO) 14275, Restoring Common Sense to Federal Procurement, Disclosure of the Magnitude of
Seashore
5) The specifications section 01 27 00 suggests 3 CLINs which are listed as:
Water Main;
Water Services;
Water control building and water supply improvements
Though the solicitation suggests the 3 CLINs as:
Base Option 1 (replace water pump house) Option 2 (install south beach branch)
Please confirm/affirm that the 3 CLINs for bidding purposes are the ones noted on the solicitation.
Answer: Attachment 13 – Construction Specifications (Revised 5.29.26) is provided as part of this amendment to clarify the CLIN structure in section 01 27 00.
6) Specification section 01 35 13.22 relates to Archeological Protection with requirements for working in Archeological Areas. Are there any areas at the park in which work is planned that are Archeologically sensitive areas? If so, can the drawings be notated to highlight the areas? If there are no known areas, please confirm if an Archeological Monitor and permit are required for the duration of the project, or if only on an as needed basis i.e. uncovering archeological artifacts during open cut excavation.
Answer: There is one known sensitive archeological site and is delineated on CU313.
Archeological monitoring will be only on a as needed basis and will be provided by the park, and not the obligation of the contractor. If archeological resources are uncovered during the duration of work, a temporary stop will need to occur to evaluate resource and impacts.
7) Please confirm the known utility companies with current active utility lines at the site which may be encountered.
Answer:
Choptank – Electric Verizon – Telecommunication
The NPS also has various owned utilities on the island, including electric, water and communication. Some of these utilities have unknown locations.
Seashore Amendment 0001
8) In the event that an unmarked utility is encountered during site work, can the area be left open/excavated until after the utility company has inspected the exposed utility, and work around it is completed? If not, what is the maximum period of time that an area or utility can be left open/exposed?
Answer: Yes, as long as it is safeguarded (fencing, signs etc.) from the others (workers, public, horses etc.). In general, there aren’t widespread utilities on the island but the utilities that are on island are critical to daily function. The NPS doesn’t want to specify a maximum period it can be left open and will be an as needed basis evaluation. If an unmarked utility is encountered it would be expected to be repaired as soon as possible and mitigation steps evaluated.
9) We understand the park will provide lay down areas for equipment materials, however we anticipate some materials and equipment will need to be staged in the immediate areas of work as it progresses through the park. For these areas, please confirm what security measures are required (i.e. if Hi-Viz fencing is acceptable or if temporary chain link panels should be used).
Answer: Standard security measures can be taken, as such noted, fencing, stakes and signs where people can’t directly access without manipulation. The NPS doesn’t expect higher security measures will need to be taken.
10) Please clarify drawing No. C101A as it relates to scope of work for this project.
There are notes which suggest demo and relocation work is to be performed, however the subnote also suggests “Future work by others (not in contract). For Information only…”
Answer: C101A is an overall planning document for the island which will occur in various stages, over various years and contracts. It is added to bring reference to why certain water lines are going where even when there might not be applicable facilities at certain locations. This document is not prescriptive to the work for this contract.
11) Please confirm all lines marked “FWS” are not part of the contract and should be excluded from bid pricing (typically servicing future comfort stations). Please confirm the exceptions to this are the lines on CU304 and CU306 in the immediate vicinity of the proposed new pump station building (which would be part of the option #1, and the future water service line feeding the future comfort station at the south beach parking lot (option #2).
Answer: Anything marked FWS is not a part of the base bid contract. Correct, the only FWS lines that could be a part of this contract is if option 1 and 2 are elected. If option 1 is elected then FWS lines on CU304/CU306 and CU501 for the island pump
Seashore house will be installed, if option 2 is elected then FWS line on CU311 will be installed.
**For reference, most of the FWS lines have corresponding capped installs for easier facilitation in the future once these lines get installed.
12) Spec section 22 10 00.22 – 16 (Piping – General) references a valve schedule. We do not see a valve schedule in the drawing set or elsewhere in the specs. Has one been developed and if so can you confirm where found?
Answer: The valve schedule is intermixed within the construction specifications for each category. For example, the specification will state under the water control treatment specifications, “piping will use PVC pipe conforming in all respects to X,Y,Z standards”. There is not one consolidated schedule but refer back to supplemental scope 3.2.1 about corrosive factor.
13) Please clarify preferred MOC of below grade valving.
Answer: Unsure exactly what MOC is referring to. If it is referring to materials of construction, all below grade valve will default to HDPE. If this can’t be accomplished for the application, it will be move to the next least corrosive material, for example, PVC/composite type, then stainless steel etc.). The NPS understands that some valves will need to have metal components, but corrosion factors need to be taken into consideration. Attached is a reference for valve types we are looking for named “HDPE Fusible Valve Examples”
14) There is a note in the specs that isolation valves are to be installed for all gauges however the section views of valve vaults in the drawings do not appear to show an isolation valve. Please confirm isolation valve requirements.
Answer: Isolation valves are expected to be installed on gauges.
15) Please confirm where pressure gauges (and associated isolation valves if applicable) are connected to the new pipe, whether a tee or tapping saddle connection is required, or if pipe is to be drilled and threaded/tapped.
Answer: Tee or Tapping Saddle
16) Can you provide either specs and/or motor nameplate info for the existing 5 HP
Goulds well pumps which the VFDs will operate?
Answer: Information about the pumps are attached in a document named “Island Well Pumps Specifications”. Both wells use the same pumps/motors.
Seashore Amendment 0001
17) Please confirm where there are tees and isolation ball valves to feed future comfort stations, that the unconnected valve end should be capped/plugged.
Answer: The valve needs to be in the box, but the stub out/capped section out needs to be outside of the box to facilitate future connect without removing or disturbing the box
18) Please confirm if the elevation changes from ~5 ft below grade, up to ~2-1/2 ft below grade where piping will daylight in vaults can be made via HDD drilling to minimize bends/fused fittings, or if fused elbow fittings are expected/intended for install on either/all sides of the vaults to adjust the pipe elevations?
Answer: As long as the pipe, as a whole, can stay below the frost line (2.5 feet), the driller can either ascend slowly to meet depth target inside the boxes or use bend/fused fittings. NPS does see advantages in minimizing bends/fuses/fittings if it entails same functionality and longevity.
19) The spare parts list notes a grinder pump to be supplied in addition to 6” gate valve, valve operators, paint, tiles, etc.The drawings nor specs do not appear to note grinder pump or gate valve specs. Please clarify if these are to be supplied and if so please provide specifications/requirements.
Answer: NPS is unaware of anywhere that would need a grinder pump or some of the other noted materials for this project, if you are referring to page 169 titled “Closeout and Operation & Maintenance (O&M) Requirements Sample. This is just a sample of what we are expecting as a deliverable, not our actual need.
20) Section 31 20 00 notes compaction requirements beneath buildings/walkways/foundations etc. as well as gravity mains and trenches. Please confirm if compaction testing and reporting is required where excavation is completed for new conduits, exposed force main piping, valve vaults, tie-ins, etc.
Answer: In general, compaction testing will not be required; however, the contractor will be responsible for any damage to hard surfaces such as asphalt roadways, etc. which could require compaction testing.
21) Where the new water service lines will connect to existing ball valves (i.e. the 2” and
3” HDPE W.S. connecting to ¾ inch ball valves at Oceanside Comfort Stations), please confirm the preferred connection means/materials and if the pipe reducers should be inside or outside of the existing vaults.
Answer: Connection service to existing piping/fixtures should use existing vaults and provide necessary appurtenances, transitions etc. for a watertight seal. Some
Seashore connections may need to be modified to accommodate this. Most current piping is HDPE/PVC with standard plumbing fixtures for water distribution.
22) The drawings show the blowoffs to be constructed using 2” stainless fittings. Where the HDPE water service piping feeding to the blowoff is a different size (i.e. 3” HDPE connecting to 2” blowoff at Oceanside) please confirm the preferred transition and connection means (3” x 2” HDPE to transition fitting, or 3” HDPE to 3”x2” stainless reducer, or other).
Answer: As noted above, all materials will default to HDPE, then a hierarchy of material will be used from least corrosive to most corrosive for the application. In this instance, NPS will say to use a 3” to 2” HDPE transition fitting, then the 2” stainless blowoff.
23) There are restoration notes indicating seeding, fertilization, and mulching should be performed for all undeveloped disturbed areas. Please confirm the mix specs for seed, fertilizer, and mulch.
Answer: In general, restoration will be used to prevent soil erosion. The island is mainly sand/sandy soil mixtures that should not need extensive fertilizing, mulching and seeding. A larger focus will be on backfilling enough material to eliminate evidence of soil disruption. Please refer to Maryland State Highway Administration for appropriate seed mixtures as the standard highway mixes will be used if seeding if needed.
24) There are notes indicating rocks larger than 12” in any dimensions are to be hauled away for offsite disposal. Please confirm any areas onsite which are known to have large rock or where rock ~12” or larger may be encountered.
Answer: There are no known areas where rocks larger than ~12” are to be encountered.
25) Where power is to be intercepted and tapped off of the existing buried power feed to the south beach compressor station for the flow meter in control vault 4, will an electrical vault be required here for future access and if so what type? Please clarify the conduit and wire connection/tie-in to the existing buried conduit and power including conduit and wire sizes and materials of construction for the existing and new.
Answer: There is further clarification on this in the “Electrical” section of the construction specifications. An electric vault will be required here. In accordance with 26 05 0.22 section 1.3, the contract is responsible for power service on NPS side of the transformer, which can include providing new power service. It is currently
Seashore unknown about the conduit type /wire size and materials of construction for this electric line at this location. Currently, the closest transformer is approximately 115 feet to the south of Control Vault 4
26) Are there wiring schematics for the existing pump control panels and if so can you provide?
Answer: There is no wiring schematics, but Attachment 9 has been provided to show photos of the wiring.
27) Please confirm phase/voltage/details of the pump power and water system control panel, starters, reset panels and related controls.
Answer: There is only single phase 120/240 power on the island/available to use for this project.
28) What is the project magnitude?
Answer: In accordance with Federal Acquisition Regulations, the Government shall not disclose the Independent Government Estimate. In accordance with the Revolutionary FAR Overhaul (RFO) and Executive Order (EO) 14275, Restoring Common Sense to Federal Procurement, Disclosure of the Magnitude of
29) For Bid Option 1 are we to move the existing power and water lines from the existing wells.
Answer: On CU501, faintly there is marking for existing power and water lines from the existing wells, Bid Option 1 includes re-routing these utilities to the new pumphouse.
30) Please provide the estimated value of this project.
Answer: Answer: In accordance with Federal Acquisition Regulations, the Government shall not disclose the Independent Government Estimate. In accordance with the Revolutionary FAR Overhaul (RFO) and Executive Order (EO) 14275, Restoring Common Sense to Federal Procurement, Disclosure of the Magnitude of Construction Projects, formerly required by FAR Provision 36.204, has been removed.
Seashore Amendment 0001
31) Please verify the extent of HDD. Plans show details for trenching and specs call out
HDD. Under what conditions should trenching vs. HDD?
Answer: The project consists mainly of HDD, trenching will be used on a limited, as needed basis. The trenching/excavating is mainly focused on areas where there will be water boxes/vaults and the chlorine retention loop.
32) Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
Answer: In accordance with Section H – Commencement, Prosecution, and Completion of Work, all work shall be complete no later than May 31, 2027.
Specifications Section 01-32-16, subsection 3.2 outlines the process for contractor requests for time extensions.
33) Please provide the site visit attendee sign in sheet.
Answer: It is included in this amendment.
34) Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.
Answer: There is no known asbestos or lead present in this project.
35) Does this project require phasing?
Answer: Yes, please see section 01 11 00, 1.3 of the construction specifications for more information about the phases. The exact timing of each phase is flexible but the intent is to limit down time of existing utilities and utility availability as the park will need to start open during the duration of this project.
36) Is this project tax exempt?
Answer: In accordance with FAR 52.229-3(h), The Government shall, without liability, furnish evidence appropriate to establish exemption from any Federal, State, or local tax when the Contractor requests such evidence and a reasonable basis exists to sustain the exemption.
Tax exemption for will be provided after award, upon request.
Seashore Amendment 0001
37) When do you anticipate on site work starting?
Answer: In accordance with Section H – Commencement, Prosecution, and Completion of Work, Notice to Proceed is anticipated to be issued on or about September 5, 2026.
38) Are third party inspections required?
Answer: They could be, but if it is not mentioned in the Construction Specifications or Supplemental scope, it would be on the NPS to provide them.
39) Is permitting required?
Answer: Not for the contractor, the NPS has already conducted all the permitting needed for this project
40) Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
Answer: No boring reports are available. It is assumed the bores will be clear of any rocks, but various types obstructions are always possible.
41) Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in close proximity?
Answer: There are yard hydrants on island that are in proximity to this project which can be used. There is a fire hydrant that can be used to fill bulk water at the HQ which is a couple miles away from project site. This fire hydrant can be used when coordinated with the COR.
42) Is any landscaping restoration required for this project? For example; topsoil, seeding, and fertilizer.
Answer: Landscape restoration could be a part of this project where large excavations occur. In general, the island consists of sand/sandy soil mixture so restoration/revegetation will be focused more on preventing soil erosion and to minimize the appearance of soil disruptions.
43) Are red, yellow, and blue tops required?
Answer: No
Seashore Amendment 0001
44) Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
45) Can one person triple hat as Superintendent, QC Manager and Safety Manager?
