About this file
This is a Questions and Answers (Q&A) document consisting of 18 Requests for Information (RFIs) related to a boiler replacement project at a National Park Service facility.
The project involves removing and replacing an existing heating system while maintaining occupancy of a two-story residential building. Key scope requirements include: retaining all existing heating elements (column-type radiators), existing thermostats, and piping except for corroded or rotten pipes within 5 feet of the boiler; replacing only damaged piping in direct contact with the boiler location; commissioning the new boiler system through leak testing with steam, water, and gas, and verification of heating capability; and conducting a passive visual chimney inspection during boiler removal. The facility contains approximately 8,064 cubic feet on the first floor and 5,376 cubic feet on the second floor, with single-pane windows equipped with triple-track storm windows totaling 429 square feet across 12 rooms. Exterior walls are believed to be insulated but cannot be verified. No permits, hazardous materials, or arc flash studies are required. Temporary space heaters have been installed, and the Park will maintain heating responsibility during the boiler swap-out, which must be executed efficiently to minimize tenant downtime. Contractors must include taxes in their estimates, and the site superintendent may assume dual responsibilities as site safety and health officer.

RFIs
1. Please confirm if taxes should be carried in proposal?
Taxes should be carried in contractors’ estimates. Taxes are not to be applied in the billing on behalf of the government.
2. Please confirm if any state, local, and/or Federal permits will be required on this project?
There will be no permits needed for this project, local, state federal or otherwise.
3. Please confirm if there are any known hazardous materials?
There are no known hazardous materials.
4. Will any commissioning be required?
Yes, the system will be proofed for no leaks with steam, water, and gas ventilation from unit to chimney. The new boiler and associated mechanicals are to be proven as working and with ability to heat the building.
5. Will any temporary power or heating be required while the project is on going?
The rooms in the house have been equipped with temporary space heaters. Before the existing heating system is to be taken offline the Park will be notified to inform the tenants.
6. Will the facility be occupied while construction is on going?
Yes, the building will be used throughout the entirety of the project.
7. Please provide the following information for each heated room/space served by the boiler system:
1. Room Size Provide the dimensions and cubic volume (length × width × height) of each room.
Estimates:
First Floor-8,064 Cft Second Floor-5,376 Cft
2. Window Area Provide the total square footage of windows in each room.
Rm 102-54sqft, Rm 103-20sqft, Rm 101-25sqft, Rm-104 36sqft, Rm 105-54sqft, Rm 107-54sqft, Rm 201-18sqft, Rm 204-6sqft, Rm-205 36sqft, Rm 206-54sqft, Rm 207-18sqft, Rm 208-54sqft.
Window Type Confirm whether windows are:
o Single-pane o Double-pane o Unknown (if unknown, please indicate) Windows are single pane with triple track storm windows
8. Exterior Wall Insulation Identify the type of insulation present in exterior walls, if any, including:
o Insulation material type o Approximate R-value (if known) o Confirmation if walls are uninsulated Exterior walls are thought to be insulated, though can not be proven.
9. Radiator Type Identify the type of radiators currently installed in each space:
o Column radiator o Tube radiator o Convector o Other (please specify)
1. Radiators are column type.
10. To aid in fair bidding, please confirm intent of chimney inspection and how to price any unexpected chimney work (i.e. if a new ventilation system is needed)
Having the chimney inspected should be interpreted as a passive means to generate information to the health of the flue/lining for the benefit of the National Park Service. This is/should be consider as a visual inspection from the access made available during the removal of the existing boiler.
11. Please provide any mechanical as-builts. At the site visit, we were not permitted to view the heating elements on the first and second floor.
This is considered to be a removal and replacement and not a design based on the existing units inside the house. Attached are the mechanical drawings showing radiator throughout the structure.
12. Please provide any hazardous materials reports.
There are no known hazardous materials reports tied to this house, and specifically the heating system.
13. Please confirm all heating elements on the 1st and 2nd floor are to remain.
All existing heating elements throughout the house are to remain.
14. Please confirm all existing thermostats are to remain.
All Existing thermostats on the first and second floor are to remain.
15. Please confirm all new piping is required from new boiler to existing heating elements servicing the floors above.
Only the corroded and rotten pipes that are in the vicinity (with-in 5' and direct contact) of the boiler required to be replaced.
16. Please confirm if an arc flash study is required for the existing electrical panel supplying power for the new boiler.
There will not need to be an arc flash study of the existing electrical panel.
17. Please confirm that the site superintendent can duel hat covering responsibilities of the
SSHO
Yes the heat will be the responsibility of the the Park during the swap out of the boiler. The installation is expected to be carried out in a time sensitive and efficient manner as to cause the lease amount down time.
18. Please provide any chimney as-builts or inspection reports.
The Park has no information on the chimney outside of the attached plans.
