About this file
This file is a Questions and Answers (Q&A) document for a federal contract opportunity involving portable toilet services at National Park Service (NPS) facilities in Bar Harbor, Maine. The solicitation requires delivery and installation of 26 portable toilets at two locations—Cadillac Mountain Summit and Sand Beach—by July 29, 2026, with a period of performance running from July 27, 2026 through October 31, 2026. The contractor must respond to service activation notifications within 12 hours and begin daily servicing operations immediately upon NPS notification. CLIN 00020 establishes a daily rate for servicing all 26 units combined when requested; vendors may bid either per unit per day or as a combined rate. Service frequency is unpredictable, with historical data showing service activation ranging from once per season to three times per season for consecutive days, with no guaranteed minimum service days.
Key operational requirements include simultaneous opening of all units at both sites, direct vehicle access to unit placement areas (with hand-carrying required only ~20 feet at Sand Beach), and vehicle size limitations of 21 feet maximum on Cadillac Mountain Road. The contractor must secure units adequately to prevent weather-related damage and bears accountability for weather-related incidents; vandalism liability is determined through legal processes with no automatic government assumption of responsibility. Standard ADA-compliant portable restroom equipment is acceptable. Notification of activation will be issued by phone and email by Keith Johnston, Chief of Facilities, with alternative methods available upon request. The contractor is responsible for legal waste disposal per state and federal law and must determine applicable Maine State permitting requirements. A pre-bid site visit is scheduled for July 15, 2026, at 8:00 a.m., with no RSVP required; interested parties will meet at the Facility Managers Office at 20 McFarland Drive and will be escorted by NPS staff. Questions deadline is COB July 16, 2026.

RFIs 35-52
35. QUESTIONS DEADLINE: Given that Amendment 0001 was issued on July 12, 2026 with significant changes to the scope and pricing structure, will the Government accept additional questions beyond the original July 7 deadline? If so, what is the revised questions due date?
• Questions will be accepted no later than COB July 16, 2026
36. SITE VISIT RSVP: Is an RSVP required for the July 15 site visit at 20 McFarland Dr, Bar Harbor, ME 04609? If so, what is the deadline and contact for registration?
• RSVP is not required. Interested parties will meet at https://maps.app.goo.gl/WTwCRK7zQGnyGLzB9 at the Facility Managers Office at 8:00 am. See site map at end. Interested parties will be escorted by NPS staff on a site visit to each location. Interested parties will be expected to transport themselves.
37. NOTIFICATION PROCESS: When the Government determines the portable toilets need to be opened for public use, what is the exact notification method (phone call, email, both)? Who is the designated NPS representative who will issue that notification?
• Notification will be made by phone call and email. If the vendor prefers another method such as text, that can be arranged. Keith Johnston, Chief of Facilities will issue the notification.
38. RESPONSE TIME CLARIFICATION: The SOW states the contractor must begin daily service within 12 hours of notification that units are being opened. Does this 12-hour clock begin at the time of notification?
• The 12 hour clock begins at the time of notification.
39. DAILY SERVICE FEE PRICING: CLIN 00020 is listed as a “Daily Rate for Servicing 26 Portable Toilets when requested.” Should this be priced as a rate per calendar day of service for all 26 units combined, or should we price per unit per day?
• The vendor can bid either way, but the expectation is all 26 units will need to be serviced, so a rate of per calendar day for all 26 units combined is acceptable.
40. MINIMUM/MAXIMUM ANTICIPATED SERVICE DAYS: Can the Government provide any estimated or historical data on how many days per season the holding tanks cannot be https://maps.app.goo.gl/WTwCRK7zQGnyGLzB9 pumped, so that we can better assess the frequency of CLIN 00020 activations? Is there a minimum or maximum number of guaranteed service days?
• There is not a guaranteed number of service days. In prior years it has varied from a duration of once creating one service day in one season. Another year up to three times in one season for two consecutive days. There is no guaranteed minimum.
41 SIMULTANEOUS OPENING: When the units are opened, will both Cadillac Mountain and Sand Beach be opened simultaneously, or could they be activated independently of each other?
• All 26 units will be opened at both sites simultaneously.
42. DELIVERY/INSTALLATION TIMELINE: The amendment states all 26 units must be on-site “as soon as possible post-award.” Can you provide a target number of calendar days from award to required delivery and installation completion?
• As soon as possible post-award but no later than July 29, 2026.
43. ADA UNIT SPECIFICATIONS: Are there specific ADA-compliant portable toilet models or specifications required (e.g., minimum interior dimensions, specific door width, grab bars), or is standard ADA-compliant portable restroom equipment acceptable?
• Standard ADA-compliant portable restroom equipment is acceptable.
44. UNIT SECURITY WHEN CLOSED: The SOW states units will be secured when not in use.
Is the contractor responsible for providing the securing mechanism (e.g., locks, zip ties), or will NPS staff provide and manage securing of the units?
• The contractor will be notified when the units are no longer needed to be in service. The contractor shall provide a final cleaning and then the contractor shall secure the units. The contractor and the NPS staff can work together on appropriate securing and coordinate together for closing.
45. DAMAGE/VANDALISM COSTS: Per RFI #32, who bears the cost of repair or replacement of units damaged by visitors, weather, or vandalism during the period of performance? This was referenced as “see above” in the RFI response but was not clearly answered.
• The contractor is required to secure the units adequately to prevent displacement during high winds, particularly on Cadillac. The contractor will be held accountable for any damage resulting from weather-related incidents. In cases of vandalism, law enforcement will investigate, and liability will be determined through legal processes. The government does not automatically assume responsibility for personal property damage to assets owned by the contractor.
46. TERRAIN/ACCESS AT CADILLAC SUMMIT: Will contractor vehicles be able to drive directly to the unit placement area at the Cadillac Mountain summit, or will units need to be hand-carried or transported from a staging area? Are there any weight or vehicle size restrictions on Cadillac Summit Road?
• The contractor will be able to drive directly to the unit placement area on Cadillac and Sand Beach. Units will need to be hand carried only a short distance at Sand Beach off the roadway (~20 feet). There are no weight restrictions on Cadillac. Vehicle size is limited to no longer than 21 feet on Cadillac Mountain Road.
47. WASTE DISPOSAL FACILITY: Is the contractor required to use a specific licensed disposal facility, or may the contractor use any licensed facility of its choosing in the region? Are there any State of Maine permitting requirements the contractor must hold?
• The contractor is required to legally dispose of the waste according to state and federal law. The contractor must determine if there are Maine State permitting requirements required to be held by the contractor.
48. PERIOD OF PERFORMANCE START: The amendment states the period of performance is 07/27/2026 – 10/31/2026, but units are expected on-site as soon as possible after award.
Will there be a pre-performance mobilization period between award and July 27 to allow for delivery and installation?
• Units should be installed no later than July 29, 2026.
49. SITE VISIT SCOPE: Will the site visit on July 15 include visits to both Cadillac Mountain Summit and Sand Beach so offerers can assess terrain, access, and placement conditions at each location?
• Yes.
Meeting Location, at 20 McFarland Hill Drive, across from the gas pumps. The green circle on the attached site location image below is the Facility Managers Office and is where interested parties will meet before visiting the two locations. Contractors will transport themselves and be escorted by the NPS. Reservations and entrance passes will not be required to attend the pre-bid site visit.
50.. Does the treatment facility's refusal apply to portable toilet waste as well, or only to septic tank pumping loads?
• The closure does impact portable toilet pumper trucks as well. Companies have been known to pump into their trucks and store the waste until the plants reopen.
Once the contractor can no longer accept waste into their trucks, the park will be forced to close the portable toilets and will also likely close the areas to the public until plants reopen. These decisions will be made in concert and close coordination with the contractor.
51. How often has this situation occurred in the past?
• This can occur up to six times in a year. This year it has already occurred once, earlier in the year.
52. How long do these periods of refusal typically last?
• They can last between one and three days.
