About this file
This document is a Questions and Answers file for a federal contract solicitation for portable toilet services at Acadia National Park (Solicitation 140P4326Q0048).
The requirement is for portable toilet services at two locations: Cadillac Mountain Summit and Sand Beach, with 26 units total to be delivered, installed, and maintained for a four-month service period. This is a new requirement with no incumbent contractor, though the park has previously used GT Outhouses (owner Chad Terry, gtouthouses@gmail.com, 207-244-0144) on a non-contract basis. The contractor is responsible for twice-weekly cleaning, pumping, and restocking of units, along with delivery, setup, and final removal at contract end. Hand sanitizer stations must be provided inside units and refilled during service. Emergency response is required within 12 hours for damaged, full, vandalized, or unusable units. The portable toilets serve as emergency backup only; they will remain secured and closed except on days when septic tank pumping cannot occur at the park's constructed restroom facilities. The contractor must dispose of waste at a licensed facility according to all state and federal laws, with responsibility for any spills or environmental releases. Monthly invoicing is permitted, and the price schedule will contain two CLINs with emergency response services included as a "Daily Service Fee." Unit locations and placement will be finalized post-award in coordination with park personnel and are intended to be clustered at each location. No water is available on site, and no vehicle restrictions apply, though the contractor must plan for high-congestion areas. A pre-bid site visit will be offered prior to quote deadline. The government will provide service vehicle access, and Cadillac Mountain service vehicles will not face restrictions related to the vehicle reservation system.

1. Is there a current incumbent contractor performing these portable toilet services?
• No one is under a contract for performing these portable toilet services. The park has used GT Outhouses for services, but they are not under contract.
2. If there is an incumbent, can the Government provide the incumbent contractor’s name and contract number?
• The owner of GT Outhouses, LLC is Chad Terry and their email is gtouthouses@gmail.com; phone number is 207-244-0144. The park has used other portable toilet suppliers as well.
3. Can the Government provide the previously awarded contract value or pricing for the same or similar requirement?
• There have been no prior awards for portable toilet services at Acadia NP.
4. Is the current solicitation scope the same as the previous contract, or have there been changes in unit quantity, service frequency, locations, period of performance, or other requirements?
• This is a unique situation and there is no prior contract to use for comparison
5. Are there required or preferred service days/times for the twice-weekly cleaning, pumping, and restocking?
• Contract requirements language has changed. Please see revised Scope of Services.
6. Are there any access restrictions, road restrictions, escort requirements, or service-hour limitations for Cadillac Mountain Summit and Sand Beach?
• Sand Beach is a HIGH congestion area, servicing very early or later in the day is encouraged. There are no hourly limitations on when service may be provided. Cadillac operates on a reservation system for visitor parking.
Service times are flexible and the service company will be allowed to pass without a reservation.
7. Is the contractor responsible for delivery, setup, and final removal of all units at the end of the contract period?
• Yes, the contractor is responsible for delivery, setup, and final removal of all units at the end of the contract period. The park will assist with determining the location for initial placement.

8. Is there a required emergency response time for damaged, full, vandalized, or unusable units?
• Units that are damaged, full, vandalized or unusable will be secured by zip tie by NPS staff. The contractor will have 12 hours to respond to a damaged, full, vandalized or unusable unit.
9. Are hand sanitizer stations required, or are supplies limited to restroom-related supplies inside the portable toilet units?
• Hand sanitizer stations are required inside the portable units and should be refilled during service.
10. Will the contractor be allowed to invoice monthly, or is payment made only at completion?
• The contractor will be allowed to invoice monthly.
11. Are there any park-specific permits, vehicle restrictions, disposal documentation, or environmental compliance requirements the contractor should account for?
• The vendor shall dispose of the waste according to all state and federal laws and regulations. Documentation of compliance with regulations is not required. All spills or release of waste or chemicals into the environment must be reported immediately to the park and contracting officer and clean-up will be the responsibility of the contractor.
• There are no vehicle restrictions. Park roadways are narrow and heavily congested with mixed traffic and mixed uses.
12. Are the stated quantities fixed for the full period of performance, or could the Government increase or decrease the number of units during performance?
• There are no anticipated changes that would lead to an increase or decrease in the number of units during performance. At this time, the quantities are expected to be fixed for the full period of performance.
13. How many emergency or unscheduled service calls occurred under the previous contract?
• There is not a previous contract to reference.

• Hand sanitizer stations are required inside the portable units and should be refilled during service.
19. Does the National Park Service have designated placement locations for the units at Cadillac Mountain and Sand Beach, or will the locations be finalized after award? If you happen to have the placement locations, could I please be provided with those areas?

20. Are there any restrictions on service days or hours for pumping and cleaning due to park operations or visitor traffic? Is there a calendar handy?
• There are no restrictions.
21. Will the Government provide access for service vehicles to each toilet location during every scheduled service visit?
• The government will allow access to service vehicles. The contractor will need to plan accordingly to be able to operate in high congestion areas.
Service provider access will not be restricted by the government.
22. Is this a new requirement? If not, are you able to provide the Total Contract Value from the previous incumbent?
• This is a new requirement.
23. For placement, are the units spaced out across the two locations? For example, at Cadillac Mountain, will the units be placed side by side or spread throughout the area?
And similarly for Sand Beach.

24. Do you anticipate any movement or relocation of units during the four months of servicing?
• Movement or relocation is not anticipated during the service period.
25. We are performing independent research on the Combined Synopsis/Solicitation (140P4326Q0048). • The price schedule is being revised. There will be two CLIN’s. Monthly invoices will be permitted.
29. Requirement history. Is this a recurring requirement? If so, can the Government provide the prior contract/purchase order number and awarded value?

• See above.
33. Waste disposal. Does the park designate a disposal facility, or is the contractor solely responsible for offsite disposal at a licensed facility of its choosing?
• The contractor is solely responsible for offsite disposal at a licensed facility of its choosing.
34. Site visit. FAR 52.237-1 (Site Visit) is incorporated by reference. Will the Government offer an organized site visit prior to the quote deadline?
• Yes. A pre-bid site visit will occur.
********NOTE: Please note the following clarification for this service requirement; the portable toilets are intended to serve as a backup in emergency situations ONLY. The portable toilets will MOSTLY be secured and closed during the service period. Regular restroom usage will be the standard visitor experience. Both Cadillac Mountain and Sand Beach are experiencing failures of the septic system leach fields. Daily pumping of septic holding tanks is occurring NOW to allow use of the constructed park restroom facilities.
There are days that can occur randomly when the septic tank pumping cannot occur. ON those days, the portable toilets will be opened for use, and only on those days that the that tank pumping cannot occur. The scope of services has been updated to clarify the requirements. *****************
