About this file
This document is a Request for Information (RFI) Response Q&A for a roof replacement project at the Buttrick Cottage House and Buttrick Carriage House located at 174 Liberty Street in Concord, Massachusetts, for the Minute Man National Historical Park. The Q&A covers critical project details including roofing specifications, material requirements, and site logistics. Key details include using GAF Royal Sovereign 3-Tab Shingles in Weathered Grey, re-shingling a louvered vent cupola, and maintaining park staff access throughout the project. The document addresses contractor questions about chimney stucco repair, copper flashing materials, wood species for gutter replacement, and staging areas.
The RFI responses provide specific guidance for potential contractors, such as allowing alternative material submissions, permitting mockup approvals in phases, and specifying onsite power and water connections. Notable constraints include no weekend work, no lead or asbestos reports available, no satellite dish replacements, and a requirement to keep all doorways accessible. The Contracting Officer anticipates a 7-day process for Notice to Proceed, with potential time extensions considered for materials with long lead times. The staging area is clearly defined, and contractors are advised that both buildings are used daily by park staff and must remain operational during construction.

There is only one cupola in this project, and it is intended to be re-shingled. “Replace roof on louvered vent cupola. Care to be taken to not damage original building elements.”
Can NPS confirm the expected extent (or unit of measure) of chimney stucco repair for estimating purposes?
These are the notes that NPS complied for the purpose of estimating both roofs. Not that the chimneys are ~12 feet in height.
Are contractor shop drawings required for copper cap sleeves or is a standard detail acceptable?
Standard details are acceptable, as are, physical mockups, and mockups of like materials.
Will NPS provide historic-approved samples for matching shingles, stucco, and gutters, or is contractor to submit first?
The selected contractor shall submit samples for approval. The selected contractor will be permitted to take existing physical samples from the buildings to aid in better likeness.
Where is lead-coated copper required versus standard copper or Freedom Gray?
Both roofs have multiple flashing and materials installed in several generations of repairs. For the purpose of estimating NPS took into consideration that there are multiple types of flashing.
For a more cohesive installation of materials, one type may be selected based on location, turnround times, and intent.
Is Douglas Fir the required wood species for in-kind gutter replacement, or are equal hardwoods acceptable?
Douglas Fir has been the preferred material for this application throughout the park, however comparable species can be submitted for review.
Can mockups (e.g., flashing, gutters) be submitted and approved in phases, or must all mockups be reviewed at once?
Mockups can be submitted and reviewed for approval in phases.
Can the government identify designated laydown/staging areas for materials and waste?
The staging that is marked with black hashing on page 2 of the Site Plan document is intended for contractor parking, roll off dumpsters, man lift parking, and material staging. The selected contractor will have free use to stage and work the full perimeter of the buildings for pipe staging, lift use, and general working of the roof.
Will lift or scaffold access to roofs be acceptable? Are there height, weight, or equipment use restrictions?
The selected contractor will have free use to stage and work the full perimeter of the buildings for pipe staging, lift use, and general working of the roof. Both buildings are used daily by the park staff and must remain as open throughout the project. Doorways, including garage and carriage doors are to be accessible at all times by park employees.
Where are the available onsite connections for temporary power and water?
Water and power are available onsite inside of the garage and carriage doors of the Buttrick Carriage house. An exterior garden hose hookup is located on the driveway side of the Buttrick Carriage House as well.
If needed to maintain schedule, will weekend work be permitted with prior approval?
Weekend work will not be permitted for the work in this contract.
Will NPS provide a map of staff work zones or access paths to be maintained during construction?
What is the anticipated timing of Notice to Proceed after contract award?
The Contraction Officer will determine this, in general the process will take 7 days for the Notice to Proceed.
If copper or flashing fabrication lead times exceed 60 days, will an extension be considered?
Time extensions will be considered when materials and fabrications have long lead times.
The specifications mention removing the satellite dish and replacing it with a digital version. Are there any preferences for the replacement regarding model, size, range, or mounting location?
