RFIs 1-7 Question 1: Please add a bid option and provide a quantity of contaminated soils for all bidders to include with their proposals
Response 1: Summary of Work, Section 1.2.6a, requires the contractor to “perform a comprehensive survey to identify the presence of asbestos, lead-based paint, and PCBs.
Testing shall include soils within 5 feet of the foundation.” Quantities of contaminated soils are not provided by the Government. The contractor must include costs for testing in the base bid.
Question 2: Please provide the Hazmat survey used to prep the SOW
Response 2: No Government-furnished hazmat survey is provided. Summary of Work, Section 1.2.6a, requires the contractor to perform the survey and provide certified results prior to demolition. Summary of work, Section 1.2.11, provides bid options for specific hazardous materials based on anticipated conditions.
Question 3: Please confirm we are to engage a coastal engineer to provide delegated design regards restoration of the property and stabilization of the bluff.
Response 3: Yes. Summary of Work, Section 1.2.2a, requires a bluff assessment conducted by a “qualified geotechnical engineer, coastal engineer, or other relevant professional.” Summary of Work, Section 1.3B–C, further requires that engineer to review work plans and monitor bluff conditions. Summary of Work, Section 1.10B–C requires their direct involvement in demolition near the bluff. This is a contractor retained professional and part of the contractor’s scope.
Question 4: Are we to return the property to a natural state or develop a plan to mitigate the coastal erosion.
Response 4: Summary of Work, Section 1.2.2d, requires post-demolition stabilization using “native vegetation and erosion control blankets to minimize erosion, stabilize the soil, and restore the slope naturally.” Summary of Work, Section 1.6A, further requires the contractor to maintain grading and stabilization for one year. The contractor is not required to design long-term coastal engineering solutions, only to implement natural stabilization measures.
Question 5: Please confirm all permits required by the town of Eastham.
Response 5: Summary of Work, Section 1.2.10a, states the contractor must “obtain all necessary permits and approvals.” Summary of Work, Section 1.2.4a–f, requires compliance with Town of Eastham traffic control and coordination with Police, Fire, and Public Works. All town permits are the contractor’s responsibility.
Question 6: Please confirm all necessary DEP Requirements including wells, septic, and land reclamation.
Response 6: Summary of Work, Section 1.2.9a, requires permanent abandonment of the well “per state and local regulations.” Summary of Work, Section 1.2.10c, requires full compliance with hazardous material handling, testing, disposal, and restoration regulations, which includes Massachusetts DEP requirements for wells, septic, and reclamation.
Question 7: Please confirm if the disconnected electric needs to be removed by the contractor.
Response 7: Summary of Work, Section 1.2.8b, requires the contractor to “remove all utilities, including cutting, capping, and proper abandonment of the following: water line from well; sewer lines; drywell.” Summary of Work, Section 1.5B, specifically requires coordination with “Eversource Electric and Cape Cod National Seashore for the removal of the existing electrical meter and any other utility disconnections.” Accordingly, the contractor must remove remaining electrical service components. The contractor shall coordinate with Eversource Electric to confirm that the electrical service has been properly disconnected and is de-energized prior to beginning demolition activities. The Government does not provide certification of utility status. The contractor shall verify utility safety and status in accordance with standard utility identification procedures, including Dig-Safe notification.
