About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for tree removal and pruning services at Frederick Law Olmsted National Historic Site. The contract (Number 140P4325Q0066) is issued by the National Park Service (NPS), NER - NE MABO in Boston, MA, with a performance period from 09/01/2025 to 11/30/2025. The amendment provides detailed responses to four Request for Information (RFI) queries, clarifying specific pruning requirements for various trees in two property areas: Core Property and Green Hill Parcel. Key clarifications include pruning specifications for specific tree species like Cucumber Magnolia, Eastern White Pine, and Sugar Maple, with detailed instructions on deadwood removal, canopy structure improvement, and branch management techniques. The amendment also confirms that while some trees will be pruned, others (particularly in the Green Hill Parcel) will be fully removed, with one tree requiring stump grinding to 18" below grade.

Request for Proposal Number 140P4325Q0066 Tree Removal, Pruning, and Stump Grinding at Frederick Law Olmsted National Historic Site Amendment 0001
DESCRIPTION OF AMENDMENT/MODIFICATION
The following are a list of questions received for the Solicitation Number 140P4325Q0066, Tree Removal, Pruning, and Stump Grinding at Frederick Law Olmsted National Historic Site.
1) Many of the specifications in the pruning portion of the bid say “prune – deadwood, for structure”
Is that intended to read pro to remove the deadwood imp implying that would improve the structure? Or does it mean two types of pruning one to remove deadwood (which there is no diameter specified for its removal) and secondly it says “for structure”. Is that intended to mean “structural pruning” according to Most recent industry standards?
Answer:
Some of these added points were for internal park discussions and clarifications.
Pruning for Deadwood = dead or damaged >2” removal of the deadwood is meant to help improve overall canopy structure.
4 trees in Attachment 1 (Core Property) require additional pruning – I’ve added some further info for clarification, numbers correspond to tree on attachement.
1) Cucumber Magnolia; DBH: 42.2”; Near parking area along Fairmont Street
a) Remove deadwood >2”
b) Reduce water sprouts to acceptable height to prevent crossing, branch rubbing, and density in canopy in accordance with BMPs.
2) Eastern White Pine; DBH: 41.4”; Behind barn along path to south lawn.
a) Remove deadwood >2”
b) Prune upper 15’ of canopy to reduce “sail effect”, in order to lessen density of growth at the top in accordance with BMPs.
3) Sugar Maple; DBH: 34”; On slope between P. strobus and T.tomentosa, near large rock.
a) Prune In accordance with BMPs for reduction of weight in canopy and improve overall structure, in addition to any deadwood >2”, removal of diseased or damaged branches, while larger competing branches can be reduced. Park is looking to reduce likelihood of large branch failure in canopy.
b) Add at least one cable to prevent premature leader failure.
5) Cucumber Magnolia; DBH : 45.4" ; Between carriage turn and fence along Warren St.
a) Remove branch stubs to reduce weight on large limbs opposite of damaged side of tree
b) Prune with select weight reduction cuts on scaffold branch ends to encourage strength at limb base
c) Reduce watersprouts and long limbs to reduce leverage and density of canopy to lessen “sail effect.”
d) Remove deadwood >2”

2) On tree I., there is no description of how much room to clear the hemlocks below. And same question on the “deadwood and structure?
Answer:
Again, Some of these added points were meant as internal park discussions and clarifications.
Tree I, attachment 2: Red Oak, Pruning dead or damaged wood only >3”.
3) I just want to verify that the trees numbered 1-7 in attachment (1) are indeed being removed; the descriptions in the attachment states pruning for all but one.
Answer:
This was a miscommunication at the park level in the creation of the Scope.
Attachment 1 is Core Property and not Green Hill parcel. This has only One removal, identified as #7 Sugar Maple, DBH: 9” next to shed. The other trees on the Core property are pruning only. See other questions above for clarification outside of dead damaged wood >2”
4) Same question but with attachment (2) and the trees listed 1-7, A-J; just want to verify service descriptions.
Answer:
Attachment 2 is Green Hill Parcel.
Trees identified as numbers 1 -7 are removals. Only #6 Sugar Maple, near driveway, will be required for stump grinding to 18” below grade.
Trees identified as letters A – J are pruning only for dead or damaged wood >3”
