Request for Quote Number 140P4325Q0047 Battle of Bunker Hill 250 Commemoration Event Planning and Production Services for Boston National Historical Park Amendment 0001

DESCRIPTION OF AMENDMENT/MODIFICATION

The following are a list of questions received for the Solicitation Number 140P4325Q0047, Battle of Bunker Hill 250 Commemoration Event Planning and Production Services for Boston National Historical Park.

1) A similar solicitation was previously published (Solicitation 140P4325Q0031). Is this solicitation different and if not, can you advise why the government is not proceeding with the original awardee?

Answer: The previous award was rescinded in accordance with Federal Acquisition Regulations. The work requirements are similar; however, several aspects of the Scope of Work have been revised and clarified (e.g, sound, lighting and AV recording needs reduced, streamlined) or removed (e.g., creation and management of on-line ticketing system, program design, port-a-potties).

2) Can subcontractor performance be utilized towards the required Boston and surrounding area event experience.

Answer: In accordance with Paragraph (X).2.a. of the Combined Synopsis/Solicitation:

Information may be regarding the offeror's firm and/or its proposed subcontractors performing key trades and other critical activities. Subcontractor past performance will only be considered if it correlates to the work the subcontractor will be performing on this requirement.

3) Please advise if pricing should just include event and production labor services or if direct costs related to equipment and materials should also be included?

Answer: Pricing shall include all aspects of the Scope of Work, including event planning and production services, as well as all direct costs related to equipment, materials, and supplies.

National Historical Park Amendment 0001

4) The scope states, “The selected contractor shall examine all conditions at the project site prior to submitting a quote for services associated with this contract.” – Assuming this is required prior to the due date of proposals of May 23rd, can you advise if there is a required point of contact or specified date for that site visit?

Answer: There is not an organized site-visit scheduled. The requirement for self-directed pre-bid site visit is to ensure that bidders are familiar with site conditions, neighborhood and terrain so as to factor these elements into the bid amount. All locations at the project site are accessible to the public.

5) Is there an incumbent contractor who performed similar services for prior events for NPS with a similar scope? If so, is that contractor eligible to bid on this solicitation?

Answer: There is not an incumbent that has performed similar services for prior events for Boston National Historical Park with a similar scope.

6) Is there a ceiling budget or not-to-exceed amount for this contract that we should be aware of?

Answer: The Government shall not disclose the budget. This will be a firm-fixed-price contract for all required work within the Scope, so there is not a ceiling or not-to-exceed amount.

7) Has the Government already developed any weather contingency plans for each event, given that the SOW states events take place “outdoors rain or shine”? (Section 1.1). If so, can the Government share any details relating to weather contingencies? Is there anything that has worked well in the past for similar NPS events

Answer: No, we have not developed any weather contingency plan as of now. If there is minimal rain, we will continue events rain or shine and are hoping the contractor will be able to assist in development of weather contingency plan.

8) Section 1.3 notes that the event site is located in a residential urban neighborhood. Are there specific noise ordinances or restrictions we should be aware of, particularly in the event that a generator is required and needs to be placed on-site?

Answer: The City of Boston’s Noise Ordinance is outlined in the Boston Municipal Code, which sets standards for reasonable noise levels.

National Historical Park Amendment 0001

9) Given the expanded timeframe for June 17 (1:30–5:00 pm), will there be breaks or transitions in the program that affect staging or technical requirements? (Section 2.5, 3.9.4)

Answer: The procession begins at 1:30pm and will require one staff person for video recording. The balance of work is on the Bunker Hill grounds preparing for and executing production of the 3:15-4:45pm program. The contractor is responsible for scheduling staffing and breaks.

10) Section 3.6 states that the contractor must provide a designated press box for media filming on June 17. Can you clarify how the media area is expected to function? For example, how many media outlets are expected, is the contractor responsible for providing power, risers, or cabling, and do the Contractor’s duties include managing media credentials, access, or on-site technical support?

Answer: The contractor will provide designated platform and cordoned area for media. Given spatial limitations, it may make most sense for a single media outlet to film and feed coverage to other outlets using cabling provided by the contractor. A NPS Public Information Officer will manage media credentials and access. This is not the responsibility of the contractor.

11) Section 3.7.3 notes that video recordings must be delivered within 10 days. Can you clarify the expectations for the “documentary video recording” (as described in Section 3.7.1)?

a. Are you requesting raw footage only or an edited product? Raw footage only.

i. If raw footage only, please specify any requirements for file formats and codecs. MP4 container, 1080 hd resolution. H.264 video and AAC audio codecs

ii. If edited footage is expected, please provide details relating to the finished product the government expects to receive (i.e., are we producing a documentary for the government or just trimming the beginning and ends of each recording file so that only the relevant portions are provided). N/A

b. What level of coverage is needed (e.g., stationary vs. mobile cameras, gimbals, or roving videographers)?

i. If there is any expectation for roving video camera operation, please clarify when and what the roving camera is expected to capture. Roving coverage is expected for coverage of the June 17 program so as to capture speakers, audience response and dynamic ceremonial elements (i.e. presentation of colors, ceremonial musket fire)

National Historical Park Amendment 0001

ii. If roving video capture is expected, does the Government expect multiple roving cameras or single camera capture? Generally, multiple angles would be required for “documentary video recording.” Multiple angles and cameras for June 17 only. Single camera capture for other events.

c. How many cameras do you want to capture footage simultaneously?

i. Does this apply to all events? If there are different expectations for different events, please specify. Two or three cameras for June 17.

Single camera for all other events.

d. Is ambient audio from cameras okay for the pre-stage portions of the events? To capture audio of the procession, significantly more cost is required to have microphones in strategic locations that are able to move with the procession, so please confirm that ambient audio from the camera is sufficient and additional microphones are not expected.

i. Does “documentary video recording” include audio capture of the stage audio (i.e., activities and speakers who are on stage during each event)?

Answer: Ambient audio from cameras is ok for the procession. The June 17 remembrance ceremony requires audio capture of speakers and performative elements.

12) A jumbotron is required for satellite viewing and must include closed captioning. Is the expectation that these captions will be generated by a human captionist or is automatic speech recognition considered sufficient? NPS/Client will provide CART live captioning

a. Is there an expectation that there will also be a video feed of an ASL interpreter on the jumbotron, or only the live video feed of the remembrance ceremony and the captions for that audio? Jumbotron requires video feed of the ASL interpreter supporting the ceremony in real time.

b. If there are any instances in which a video feed of an ASL interpreter needs to be captured at any point during the week, please indicate which dates and times this is required. June 17th 3:15-4:45 ceremony is the only live feed event. Video feed of ASL interpreter is required.

13) Will production meetings be in-person, virtual, or hybrid, and how frequently are they expected? (Section 3.8)

Answer: Meetings do not need to be in person. We anticipate most meetings will be via a virtual platform that works for all parties. NPS initiated meetings will use

National Historical Park Amendment 0001

Teams per the agency works in an O365 environment, but the park is readily able to attend and participate in other virtual formats.

Meetings with site specific considerations that cannot be conducted virtually using plans and drawings as the basis for conversation and decision making will take place on-site, in person.

14) Will the contractor be responsible for coordinating with the City of Boston for permits (e.g., street closures, overflow viewing)? (Section 5.3)?

Answer: Yes

15) The SOW indicates that no stakes may be used, unless an exemption is granted by the COR (with Park Resources Staff). Can you describe what circumstances might warrant an exemption? Without knowledge of what the COR may require or permit, it is not possible to accurately price the damage to the grass.

Answer: Stakes up to 12” are allowable. The park will provide specs for the sprinkler system. The awardee must avoid impacts to the sprinkler heads and under ground sprinkler system which sits at a depth greater than 12” from the ground surface.

16) Are all scheduled events (on June 12, 14, 16, and 17) to be staged inside the 80’ x 100’ tent at Bunker Hill, with the exception of the processions that occur June 17th?

All scheduled events on June 12, 14, 16 and 17 are staged inside the 70’-80’ x 100’ tent with the exception of: a) single camera video/recording of Old Guard Fife and Drum demonstration on the grounds on June 14 (11-12), b) single camera video/recording of June 14 community concert lawn activities (5-7pm), c) large format LCD viewing screen on the Bunker Hill grounds for June 17 live stream d) single camera video/recording of the June 17 procession.

a. Specifically, will the Cornerstone Laying Event (June 16th from 10am to noon) occur inside of the tent? The June 16th cornerstone laying event takes place inside the tent. The awardee establishes base sound/ speaker system on June 10 and provides several microphones for the June 16 event but is not responsible for sound engineering or oversight during the event.

i. Does the tent need to be moved? No. The tent remains in place once set on June 10 and remains in place until demobilization on June 18

National Historical Park Amendment 0001

ii. Does the seating need to be moved? No. Chairs will not be removed from the site or moved to another location on site during the course of the June 12-17 span.

17) Is video projection (screens/projectors) needed inside the tent, on either side of the stage (i.e., both to the left and to the right of the stage), for the seated audience?

Answer: No, we will not need screens or projectors inside the tent.

18) Are delay projectors/speakers needed for any audience outside of the tent at Bunker Hill area?

Answer: No

19) What is the location of the jumbotron satellite viewing area that is getting the feed?

a. Is it on the same grounds as the Bunker Hill Monument or at the adjacent area (i.e., the Training Field near Winthrop St and Adams St)? Large screen satellite viewing is at a TBD location on the Bunker Hill Monument grounds.

b. Is there a flat/level area for the jumbotron to be placed? Location TBD

c. Do you have a similar map layout for jumbotron area? No. Location TBD

d. Is there a requirement for a microphone and speakers with the jumbotron? No microphone. The jumbotron/large format screen will require audio so that people viewing the program from satellite location can listen to proceedings

e. Is the contractor required to provide seating for the 200 people near the jumbotron. No.

20) Are there playback videos (i.e., pre-recorded video content) with audio scheduled for any of the events?

Answer: No

21) Is the contractor expected to supply the high-speed internet required for live streaming or is suitable internet access already available on site?

a. If the contractor is expected to supply internet for the live streaming, please confirm that the contractor is not expected to provide any internet access for speakers or staff—only to meet the live streaming requirements outlined in the

SOW.

National Historical Park Amendment 0001

Answer: Contractor needs to have their own internet for live streaming. High speed reliable internet does not exist on site. The contractor is NOT expected to provide internet access for speakers or staff.

22) Please provide contact information for the Park Electrician so that we can reach out directly to discuss the available power on site.

Answer: NPS electrician- Robert Boudreau- Work Cell: 617-438-5719- Available electricity on site are (3) separate 20-amp power feeds that would be run from Bunker Hill Lodge and will be seen on the ground (would need covers to prevent tripping hazard). If other power is necessary, awardee of contract should plan to provide their own generator to accommodate for all power required per the SOW.

23) Do you have a price estimate for the required infill of approved soil and grass seed? If not, could you provide contact information for the NPS Grounds Supervisor so that we may discuss the specifics relating to the soil infill and grass seeding, in order to provide an accurate price?

Answer: We anticipate that the infill needed for turf repairs would be minimal.

When reseeding turf areas that need repair, we use NorthEast Nursery’s Sun/Shade mix. The amount of infill or turf repair will be totally dependent on how much lawn is disturbed by the contractor’s installation of staging and event equipment. There is no cap or estimate for this amount of repair and will be totally dependent on performance by the contractor in how they manage protection of the grounds and limit grounds disturbance while on the site. NPS does not expect the contractor to be responsible for turf damage that is associated with visitor use of the site.

24) Please confirm that video footage provided from the live streaming/webcasts is master footage (i.e., the live program output) and not footage that has been edited in post-production? Confirmed. Master footage only.

a. Please confirm that the Government does not expect to receive ISO footage (i.e., the recording from each individual camera feed during each event).

Answer: Confirmed.

25) The SOW requires the contractor to conduct a site visit before submitting a quote but also indicates that there will be a site visit within 72 hours after the contract is awarded. Is the contractor required to conduct a site visit before submission, after award, or both? The SOW indicates that the pre-event (i.e., presumably post-award) site visit with the COR is to “review all necessary requirements, event needs and contract deliverables, and provide plan to carry out all necessary means to accomplish.” Is this not necessary in order to submit accurate pricing information?

National Historical Park Amendment 0001

Answer: The requirement for self-directed pre-bid site visit is to ensure that bidders are familiar with site conditions, neighborhood and terrain so as to factor these elements into the bid amount. The required post-award site visit with COR is to solidify an actionable plan for delivery of services.

26) Estimated number of attendees – Is there an expected guest count or range that we should plan for?

Answer: June 12: 400, June 14 AM: 200, June 14 PM: 1200-1800, June 16: 500, June 17, 600

27) Event schedule – Will the event take place during the day, evening, or span both?

Answer: All events take place during the daytime with the exception of the June 16 5-7pm community concert. The scope of work outlines the times for each event.

28) Food and beverage service – Should vendors anticipate any catering or hospitality requirements?

Answer: No

29) Dance floor or entertainment components – Is a dance floor or formal entertainment portion expected as part of the event?

Answer: No

30) Can you advise if a firm has significant large events of similar size in different cities along with experience related to mid-size events in the Boston area if that will satisfy the required requested technical experience related to eligibility?

Answer: Please refer to Section (X)1.a. of the Combined Synopsis/Solicitation for the requirements for Technical Experience:

“A description for a minimum of three (3) projects or contracts that they have performed in a comparable urban or densely populated residential setting in the Greater Boston area within the last three (3) years of similar size and scope and cost demonstrating the offeror’s ability to perform similar services.”

National Historical Park Amendment 0001

31) If Key Personnel (i.e. producer or project manager) have experience in the Boston area related to this type of event is that applicable related to the technical experience requirement?

Answer: Yes, information may be regarding the offeror's firm and/or its proposed subcontractors performing key trades and other critical activities.

32) Can you elaborate on what is required with the June 12 flag planting?

Answer: Contractor has no responsibility for the June 12 flag planting.

33) What is expected of the event planning partner in regard to the June 14 flag ceremony and old guard Fife and Drum Demonstration? Is this in addition to the two hour community concert, or included within the two-hour concert?

Answer: Contract is responsible for video recording (single camera, roving) Old Guard Fife and Drum (11AM – noon) and elements of the 5-7pm community concert (ie., musician and people engaged in activities on the lawn)

34) Is both streaming and recording of the June 16 event required? We do not see it listed under 3.7.1.

Answer: Streaming and recording of the June 16 event is not included in this contract.

35) Are you a tax exempt organization?

Answer: The National Park Service is a Federal program agency within the U.S.

Department of the Interior. As a Federal entity, we are exempt from all Federal taxes and most state, local, and city taxes.

36) Can you confirm that you are no longer considering an overflow viewing location, but you are in fact considering placing a large screen within the monument park?

Answer: Yes. Overflow viewing via large screen will take place at a TBD location on the Bunker Hill Monument Grounds.
