About this file

This document is an amendment to a Request for Proposal (RFP) for replacing substandard culverts and bridges at Katahdin Woods and Waters National Monument (KAWW). The project magnitude is estimated to be between $250,000 and $500,000. The RFP does not require a bid bond, and local gravel vendors are acceptable for sourcing materials. The government has confirmed that the gravel does not need to be DOT-spec material. While the project cannot be fully completed in the year of award due to Atlantic salmon restrictions, there is an expectation that it will be completed in 2025. The government has provided a point of contact for a site visit.

The amendment addresses several proposed changes to the stream crossings, including modifications to bridge frame designs, span widths, and concrete curb dimensions. The government has confirmed that these changes are generally acceptable, as long as the structures are designed to HS-25 standards and the key dimensions match the Statement of Work. A scoping trip may be required after award to finalize the design for one of the bridges.

KAWW 3 bridges and 2 culverts

140P4324R0025

Amendment 0001

RFIs 1-7

1. What is the estimate for this project?

Government response: Project magnitude: Between $250,000 and $500,000.

2. No bid bond required?

Government response: yes, review the RFP for the requirements.

3. **Source of Gravel**: Where are we to source the gravel from for the project?

Government response: Local vendors are acceptable.

4. **DOT Spec Material**: Is it required for the gravel to be DOT spec material, or can we utilize gravel from a localized borrow pit nearby?

Government response: No, it is not specified in scope of work "SOW." Gravel from local vendor is just fine.

5. **Deadline** the current timeline, they would not be able to start this project until next year. Would this be ok ?

Government response: Yes, without very short window between award and Atlantic

Salmon restrictions we assume project cannot be fully complete in year of award.

However, there is an expectation that the project would be completed in the following year, 2025.

6. **POC** Do you have a contact for a possible site visit?

Government response: Christopher Loft, Christopher_loft@nps.gov, is the parks POC, if he is available he will accommodate.

mailto:Christopher_loft@nps.gov

7. **KWW Stream Crossings** Below are the changes proposed for the KWW Stream Crossings along with the sketches:

#7542

-All we would change is a 11’x1’ CB.

Government response: Allowable given sourcing of materials

#7041

-We will have to get the engineer to design the Bridge Frame, but from experience, he would design it as 4-beam bridge frame with W18x76 beam, and we recommend going with 35’ Bridge, because we can only order the steel in 5’ increments. The engineer also would probably want it to be painted or galvanized, which would significantly increase the price of the steel, but some entities like the United State Department of Agriculture

NRCS allows us to send the steel unpainted/not galvanized. (We won’t be able to get this project engineered and galvanized by the end of summer)

Government response: Galvanized is not required in SOW. Engineered stamped drawings to HS-25 are the requirement, so as long as this is met and the length, height, and width of the structure are the same as in the SOW than this allowable. Design for structure was not done by licensed engineer, so these tweaks are expected.

-Also the designer had a 6” beam seat, which we won’t be able to make because you can’t fit enough rebar in a 6” block to handle the weight of the bridge, a 18” I-beam helps to mitigate the height difference.

Government response: Allowable as long as designed to HS-25 and the length, height, and width of the structure are the same as in the SOW.

#7205

-Our 17.5’ Boxes are in 4’ sections, so the crossing width will have to be 16’ or 20’ wide.

Our concrete curbs are also 8”x8” not 9”x9”.

Government response: Going from a 16-foot span to 17.5 would be allowable as the purpose it allow the natural flow of water without obstruction. To go less than 16' would be unacceptable. 16' wide is what’s, 17.5’ is acceptable. The 8" curbs vs the 9" is acceptable as well. We understand sourcing and manufactured sizes can play into this.

#7221

-Any possible way to make this a 35’ Bridge instead of a 36’, I will have to purchase 40’ steel to be cut down to a 36’ bridge. Large i-beams come in increments of 5’.

Government response: Acceptable, It would still accomplish the purpose.

#7447

-In order to make this existing bridge framework and make sure our deck panels can make the Superstructure HS-25, my engineer would have to go onsite to inspect the steel beams and identify how we ensure the bridge HS-25; we will have to have custom clips to match the steel. We would not be able to make a 3” thick beam seat because it won’t have enough clearance for rebar. We will probably have to have 3” steel tabs to be welded on the bridge onsite.

Government response: Yes, there would be a scoping trip required to get the information needed for HS-25 design. This could be done after award. For the 3" beam seat, the material isn't specified. What is commonly used in the region is metal with load bearing padding. Having a welder onsite will likely be necessary due to the installation of diaphragms, and tabs for attaching concrete decking.

#7042(optional)

I changed the abutments because we don’t make a 2’x2’x7’ block, and the top course should be a header block with the correct rebar to spread the bridge's weight. We also could put dead-man on the bottom course if you need 2 courses of deadman. The header block (Bearing beam) does not have a deadman.

Government response: This is acceptable.
