DESCRIPTION OF AMENDMENT/MODIFICATION

The following are a list of questions received for the Solicitation Number 140P4321R0021, Repair and Improve Roof and Water Shedding Systems for Frederick Law Olmsted National Historic Site.

1) Is it possible to arrange another site visit prior to the 10/29/21 bid date?

Answer:

Yes. The bid period will be extended to Tuesday November 16, 2021. A second site visit will be available on 11/8/2021 at 10:00 a.m.

2) Can the role of the Site Safety officer and the CQC Manager be performed by the Project Superintendent due to the dollar size magnitude of the project?

Answer: No. The project is large and complex enough to require that the Project Superintendent not be required to wear three hats. Per the specification [Section 01 40 00, 1,6 C page 3] the Project Manager or Superintendent may also perform the duties of the CQCS. However the CQCS must be on site when any work is being performed by the contractor or subcontractors. The Site Safety Officer must be fully qualified, able to manage and meet OSHA requirements and be separate from the Site Safety Officer and CQC Manager. The Site Safety Officer duties and qualifications should be fully detailed in the Accident Prevention Plan. The Site Safety Officer may perform other duties, but must also be on site when work by the contractor or subcontractors is being performed.

3) Is there a HAZ MAT report available for the buildings?

Answer: There is no Haz/Mat report available.

4) What extent/area and detail apply to sections 321100 & 329119?

Answer: The sections refer to the courtyard area that is defined by the Barn, Planting Room, Office, and House. The Courtyard is intended to be sloped at a 5% grade and over time there has been some erosion and settlement. As part of the stoop repair at the North entrance stabilized aggregate will be required to be added to restore the 5% slope and feather in the work for access. See note 2/A2.3 and note S1.

Section 329119 addresses selected areas around the immediate building perimeter that have lost material due to scouring from overflowing gutters as well as any spot

See notes 9 and S1. The S1 note generally refers to soil materials, however on some areas of the Courtyard materials will consist of stabilized aggregate to match the existing adjacent surface.

5) Reference Drawing A1.2,Key notes 6 &7 and B2:Is the extent of these items limited only to the allowance footage called per 2/A3.3 for at each indicated location?

Answer: Note 6 on A1.2 refers to a band of work along the entire perimeter of the House slate roof denoted by a boxed line on the south, east, and north. Note 7 refers to sections of deteriorated cornice that exist along the south, north, and east areas of the House.

Detail 2 and 4/A3.3 details existing conditions and proposed repairs to the cornice to correct/improve conditions. The “Remove and salvage for re-installation 4’-0” of exg.

6) Reference Drawing A1.2,Key Notes14 & 16: Advise as to the square foot areas to be included in our proposal?

Answer:

Note 14 Uncoated Copper roofing area is: 500 s.f.

Note 16 EPDM roof area is: 950 s.f.

7) Reference Drawing A1.3,General Roof/Drainage Notes: Please identify as the extent / lineal footage/location for the Wood Gutter, Downspouts and Subsurface Drainage items?

Answer:

Wood Gutter: 800 l.f.

Downspout l.f.: 780 l.f.

Almost every gutter on the site with almost no exceptions is a wood gutter.

Currently only one of these gutters, on the west side of the office, is lined. On the main house, upper roof of the open third floor porch and the gutter on the north side of the barn are half round copper gutters. The drawings indicate gutter locations and there are black dots which indicate downspout locations.

The downspout l.f. noted above includes downspouts on the Barn

Subsurface Drainage Plan – See Attached. Blue highlighted lines indicate areas to investigate. Estimate 1000 l.f. of drainage.
