About this file

This is Amendment 0003 to a solicitation for the Replacement of HVAC Systems at Richmond National Battlefield Park (RICH), issued by the Department of Interior, National Park Service, Northeast Regional Contracting office (South/Philadelphia MABO) located in Philadelphia, PA. The solicitation number is 140P4226R0025, with an effective date of 09/17/2026. The amendment is issued to answer additional questions received from contractors. The period of performance extends from 10/01/2026 to 05/31/2027. Contractors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation, either by completing the form and returning it, acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication that references the solicitation and amendment numbers. Failure to timely acknowledge may result in rejection of the offer. The contracting officer is Wendy De Leon.

The Questions and Answers clarify key terms and conditions for the HVAC replacement project, including that the 10 feet of new ductwork is an estimate only and additional ductwork replacement requires modification; the Trane Concierge System is the basis of design to be furnished by the HVAC Contractor, though other manufacturers are acceptable if meeting performance requirements; balancing dampers and electrical service upgrades are not confirmed as base bid items and will require modification if necessary; DALT testing must be performed on 100 percent of ductwork, with new ductwork deficiencies corrected by the Contractor at no additional cost; and pre-insulated copper refrigerant line sets smaller than 1" OD are acceptable.

140P4226R0025 Q&A Replacement of HVAC Systems at RICH Page 1 of 2

1. The drawings direct contractors to "Clean all existing ductwork" and "Assume 10' of new ductwork". Is 10 feet intended to be a hard allowance per system or merely an estimate?

The 10 feet of new ductwork is an estimate and is not intended as a hard allowance per system. If additional ductwork replacement is determined to be necessary based on the Contractor's site evaluation, the Contractor shall bring the condition to the COR's attention. Additional ductwork replacement will require a modification.

2. If duct leakage, damaged insulation, or internal contamination exceeds the assumed quantity of duct to be replaced, how will the additional duct replacement be compensated?

The Contractor shall bring any additional ductwork replacement required due to duct leakage, damaged insulation, or internal contamination to the COR's attention.

Additional work will require a modification.

3. Specifications call for test and balance of existing ductwork. Has it been confirmed that dampers are installed at each supply branch duct, and if not, how would that be handled? Is pre-testing required and if so, can you provide airflow requirements?

It has not been confirmed whether balancing dampers are installed at each supply branch duct. If dampers are determined to be missing where required, the Contractor shall bring the condition to the COR's attention. Additional damper installation will require a modification.

Pre-testing of the existing ductwork is not required. Test and balance shall be performed in accordance with the contract documents.

4. Several properties for the project reference attic installations and existing access hatches. Can the owner confirm existing access openings are sufficient to install all specified VAV boxes, air handlers, and heat pumps?

It is believed that the existing access openings are sufficient for installation of the specified equipment. The existing hatches are meet the size of the current equipment installed. Any change in size/configuration of the new equipment may require resizing the opening to install equipment.

5. For refrigerant lines smaller than 1" OD, are pre-insulated copper lines sets acceptable?

Yes

6. Is the Trane Concierge System to be furnished and installed by the HVAC contractor or by a controls subcontractor? The drawings reference the Trane Concierge, but the specifications call for an open cloud-based control system. Please clarify the basis of design and acceptable manufacturers.

The Trane Concierge System shall be furnished and installed by the HVAC Contractor.

Trane Concierge is the basis of design, as the basis-of-design air-handling unit is a

Trane unit. Other manufacturers are acceptable provided their systems meet the performance and functionality.

7. If deficiencies are found in existing electrical service capacity, is electrical service upgrade work considered:

1. Base Bid

2. Owner Contingency

3. Future Change Order?

Electrical service upgrade work required due to deficiencies in the existing electrical service capacity is considered future change order work and is not included in the Base Bid.

8. For DALT testing of duct systems, what % of ductwork is to be tested and what are acceptable tolerances? How are they to be handled?

1. Base Bid

2. Owner Contingency

3. Future Change Order?

DALT testing shall be performed on 100 percent of the ductwork. Leakage deficiencies in existing ductwork shall be brought to the COR's attention and will require a modification if additional repair or replacement is necessary. Leakage deficiencies in new ductwork installed under this contract shall be corrected by the Contractor at no additional cost to the Government and are included in the Base Bid.

9. At the Watt House Location, we were unable to see equipment installed on the 2nd floor because the doors were locked with no access. Can you please provide photos of areas not available during the site-visit?

The access hatch is ~28" x 28", with a ceiling height of ~72 inches from the top of the ceiling joists to the bottom of the ridge. I currently have no photos of the area available.
