1. Site Visit Date and Registration - The SAM.gov notice states that the organized site visit is scheduled for Wednesday, August 31, 2026, at 10:00 AM Eastern;

however, August 31, 2026 falls on a Monday. In addition, the Site Visit (Construction) provision on page 62 of the solicitation states that the organized site visit is scheduled for Monday, June 15, 2026, at 10:00 AM Eastern, which predates the August 19, 2026 solicitation issuance. Please confirm the correct site visit date, day, time, meeting location, and registration requirements, and advise whether the Government will issue an amendment correcting the solicitation.

A: The site visit is scheduled for Monday, August 31, 2026, at 10:00 AM Eastern.

2. Proposal Due Time - Please confirm the proposal due time on September 18, 2026. The SF 1442 cover page appears to identify 1000 local time, while Section L.1.2 states that proposals are due at 14:00 Eastern Time. Please identify which time controls and revise the solicitation accordingly.

A: The proposal due date/time is September 18, 2026 at 10:00 AM Eastern time

3. Bid Guarantee Amount - Please confirm the required maximum amount of the bid guarantee. FAR 52.228-1 in the solicitation states that the bid guarantee shall be 20% of the bid price or $3 million, whichever is less, while Sections L and M state 20% of the bid price or $1 million, whichever is less. Please identify the correct maximum bid guarantee amount and revise the solicitation accordingly.

A: The bid guarantee is 20% of the bid price or $1 million, whichever is less

4. Correct Project / Solicitation Scope - Page 3 of the solicitation identifies the requirement as “Fredericksburg & Spotsylvania National Military Park (FRSP) – Geothermal HVAC System for Jackson Shrine Death Site,” while the solicitation number and supporting attachments concern the Replacement of HVAC Systems at Richmond National Battlefield Park, PMIS 313918. Please confirm that the Richmond National Battlefield Park HVAC replacement is the only work being procured under Solicitation 140P4226R0025 and identify any pages containing language from another procurement that offerors should disregard.

A: Replacement of HVAC Systems at Richmond National Battlefield Park, PMIS 313918 is the only work for this solicitation.

5. Correct Period of Performance - Please confirm the correct period of performance. Page 3 identifies a period of performance of October 1, 2025 through May 31, 2026 for CLIN 00010, although the solicitation was issued August 19, 2026. The SF 1442 otherwise states that performance is to be completed within 242 calendar days after Notice to Proceed. Please confirm that the 242-day period after NTP controls and correct the obsolete calendar dates.

A: The period of performance of this project is 242 calendar days from issuance of notice to proceed. The dates will be adjusted after award is issued. Currently it is estimated a start date of October 1, 2025

6. Limitations on Subcontracting Attachment - Please confirm that offerors are required to submit Attachment 6 – Limitations on Subcontracting Compliance Worksheet. Section L identifies Attachment 6, whereas Section M refers to the Limitations on Subcontracting Compliance Worksheet as Attachment 4. Please confirm that the Attachment 4 reference in Section M is an error and that Attachment 6 is the required form.

A: The offeror is required to submit the completed Attachment 6 - Limitations on Subcontracting compliance worksheet

7. Teaming Partner Experience / Relevant Project Experience - For Factor 1, Sub- Factor D, please confirm whether the three required relevant projects may include projects performed by an offeror's proposed subcontractor/team member, rather than solely projects performed by the prime offeror.

Attachment 4 appears to permit identification of both prime and subcontractor experience on referenced projects. Please confirm that relevant experience performed by a proposed subcontractor may be evaluated when that subcontractor will perform the corresponding scope under this contract.

Attachment 4 expressly provides for listing multiple contractors and their prime/subcontractor roles.

A: Yes, the offeror can submit relevant experience performed by a proposed subcontractor

8. Relevant Experience – “Similar to ALL Work” - Section L states that the three projects must be similar to “ALL of the work described in this solicitation.” Please clarify whether each individual reference must encompass all major elements of the requirement—including HVAC replacement, controls, ductwork, electrical work, testing/balancing, commissioning, and historic-property work—or whether the Government will evaluate the combined experience of the three references and proposed team to establish experience across the complete scope.

A: The prime and subcontractor must demonstrate knowledge and experience on all aspects of this project. The government will evaluate the combined experience, but each type of work must be listed in at least 2 experience documentations. The offeror can submit more than 3 relevant experiences.

9. Superintendent Historic Preservation Experience - Please confirm whether the Job Site Superintendent's required three projects performed in accordance with the Secretary of the Interior's Standards for the Treatment of Historic Properties – Rehabilitation Guidelines must have been performed while serving specifically as the Job Site Superintendent, or whether qualifying experience in

140P4226R0025 Q&A Replacement of HVAC Systems at RICH Page 3 of 4 another construction management/supervisory capacity will satisfy the requirement.

A: The Job site superintendent working on projects at NPS historical buildings must have experience involving historical properties (it doesn’t have to be a NPS historical building, but it must be listed in the historical registry). Having documentation of at least three projects will confirm that the site superintendent is very knowledgeable.

If we cannot verify this capability of the site superintendent there can be a possibility that he could allow something to happen that could come back as huge issue later causing irreparable damage to historical structure.

10. Use of Subcontractor Key Personnel - Please confirm whether the required Job Site Superintendent, HVAC System Installer personnel, Controls System personnel, and Commissioning Agent may be employees of a proposed subcontractor/team member rather than employees of the prime contractor, provided those personnel are committed to performing the required work under this contract.

A: The site superintendent must be an employee of the prime contractor. HVAC System Installer personnel, Controls System personnel, and Commissioning Agent positions can be subcontracted. Keep in mind the limitations of subcontracting applicable to this solicitation.

11. Commissioning Agent - Please confirm whether the Commissioning Agent must be an independent third party with no responsibility for installation, or whether the Commissioning Agent may be an employee or subcontractor of the prime contractor/HVAC installer, provided the individual meets the specified five-year experience and certification requirements.

A: Commissioning Agent must be an independent third party who oversees the commissioning process of the HVAC.

12. Technical Capability Page Limit - Please confirm that the 5–7-page limit applies only to the Technical Approach/Capability narrative, and that the Proposed Team information, personnel resumes, licenses/certifications, Draft Project Schedule, Relevant Experience Questionnaires, Past Performance information, and Biobased Certification may be provided outside that 5–7-page limit. The solicitation expressly excludes certain certificates, licenses, resumes and the critical-path schedule from the stated limit, but clarification of the complete exclusion list would ensure uniform proposal preparation.

A: Only certificates, licenses, and professional membership documents are excluded from the page limit. Resumes and the critical-path schedule are part of the offeror’s technical capability.

13. Question Due Date A: Questions are due one week prior to proposal due date. Since proposals are due

AM.

All questions shall be emailed to the contracting officer (wendy_deleon@ios.doi.gov) only.

14. Correct Factor 2 Title - Please confirm whether Factor 2 should be identified as “Contractor Compliance” or “Contractor Responsibility.” Section L's file-submission instructions use “Contractor Responsibility,” while the detailed submission requirements identify Factor 2 as Contractor Compliance. Please confirm the correct title offerors should use in their proposal.

A: No correction required. The title for factor 2 assigned by the contracting office is “Contractor Compliance” mailto:wendy_deleon@ios.doi.gov
