About this file

This document is a Combined RFI (Request for Information) Answers amendment for a federal concessions renovation project at the Anacostia Park Roller Skating Pavilion operated by National Capital Parks-East (NACE).

The amendment addresses 13 questions submitted by potential contractors regarding electrical infrastructure, fire alarm systems, equipment specifications, and material matching requirements. Key technical clarifications include: the Main Distribution Panel is located in an adjacent pavilion and will feed the new electrical panel; the new panel must maintain existing feeds to spaces outside the work area, particularly to a concession service counter panel; outlets and conduit at structural posts must be surface mounted; and a Siemens fire alarm system exists but is not currently monitored, requiring any new equipment to be compatible and installed per applicable code. For kitchen equipment, contractors should assume dedicated 120V, 20A circuits for refrigerator and freezer units, with griddle, deep fryer, and hood specifications referenced in the FFE (Furniture, Fixtures, and Equipment) Plan. The amendment clarifies that no owner-provided/contractor-installed items are included; future concessioners will install their own equipment. Additional guidance addresses paint color standards (standard colors acceptable if readily available and mixed through manufacturer systems), brick matching (contractors must field-verify existing brick and propose matching products in color, texture, and size), site superintendent role consolidation (confirmed that one superintendent can serve as QC Manager and Site Safety Officer if onsite as required), and project drawing availability (schematic drawings provided in attachments, with 1974 and 1984 historical drawings included for reference but noted as not being as-built documents).

National Capital Parks-East (NACE) - Anacostia Park Roller Skating Pavilion Concessions Renovation

Combined RFI Answers

Questions Received by and Answers

1. Question: It appears that the feed to the existing panel is fed from below the floor. Where is that panel fed from?

Answer: The Main Distribution Panel is located in the adjacent pavilion; see schematic drawing below.

2. Question: It appears that the existing electrical panel also feeds another panel in the concession service counter that is NIC. Will the new electrical panel refeed that existing panel?

Answer: Yes, it is expected that the new panel will maintain any existing feeds and connections to spaces outside of the work area.

3. Question: For the new electrical panel, where is the new service coming from?

Answer: See answer to question 1.

4. Is there Building Fire Alarm System?

a. If yes, please provide make/model.

b. If no, please provide information on preferred fire alarm since heat detector and hood vent is being added to the space.

Answer: The contractor shall field verify the existing conditions and ensure new work complies with applicable code requirements. The existing fire alarm system is not currently monitored; however, the existing fire alarm system is manufactured by Siemens (no make and model information is available), so any new equipment must be compatible with existing equipment to ensure proper monitoring and installed per applicable code.

5. Are the outlets on the structural post to be surface mounted or recessed in the post?

Answer: Outlets and conduit at structural post are to be surface mounted.

6. Provide cut sheets for all NIC equipment (griddle, deep frier, hood, freezer, refrigerator) to ensure proper power and outlets at all equipment.

Answer: Please see B08 – Attachment 2 for NIC specified equipment. This equipment will be installed by the future concessioner. We do not have specifications for the freezer or refrigerator; please assume a dedicated 120V, 20A circuit for each: (1) refrigerator and (1) freezer. Supply and install of the hood is included in this contract; please see C.3.3. Kitchen Area, task L.

7. Please provide project drawings if available.

See B08 – Attachment 1 for schematic drawings including: Demo Plan, Architectural Plan, FFE Plan, Electrical Plan, and details. To assist the Amendment also includes Attachment 2 – Amendment 1 – 1974 Drawings – ANPA_831_86113 and Attachment 3 – Amendment 1 – 1984 Drawings – ANPA_831_41018 for additional details about the location. Note these ARE NOT as-built drawings; existing conditions may vary.

8. In order to achieve the purpose of this D/B renovation, can you provide any (Basis of Design) equipment, manufacturers, and products recommendations for the kitchen design intent.

Answer: Reference B08 – Attachment 1, Drawing 1.2.4 Schematic FFE Plan.

9. Please advise if there “Owner Provided / Contractor Installed” item on this project?

Answer: See answer to question 6 for anticipated equipment. There are no owner provided/contractor installed items included in this contract.

10. Please provide the Fire Alarm Vendor for the existing system.

Answer: See answer to question 4.

11. Please confirm that the Superintendent / Forman also can serve as the QC Manager, Site Safety Officer?

Answer: Confirmed; Site superintendent may also serve as QC Manager and Site Safety Officer, they just need to be onsite as required, if only one (1) person to ensure these are provided as required.

12. It is our understanding that all paint colors will be standard in nature. Exclude all premium colors.

Answer: Standard, readily available colors are acceptable, provided they can be mixed through manufacturer tinting systems. All paint colors shall still meet specified performance requirements as stated Section C and must be approved by COR/POC as stated in Section C, which may include samples as stated.

13. Brick matching. Please provide the existing brick supplier in order to meet the required match-up brick matching

Answer: The exterior wall construction is two wythes with an air gap in between. The interior wythe is a standard concrete masonry unit. NPS has no known information on brick supplier for the exterior brick. The contractor shall field-verify the existing brick and provide a proposed product selection for review that closely matches the existing brick in color, texture, and size.
