About this file
This is a Questions and Answers document for solicitation 140P4226Q0050 regarding elevator inspection services at Fort Necessity National Battlefield and Friendship Hill National Historic Site in Farmington, Pennsylvania, issued by the Department of the Interior National Park Service Northeast Region.
The document addresses two key inquiries from prospective contractors. First, it clarifies that the mandatory site visit scheduled for September 9, 2026 at 10:00 AM ET will include both elevator locations, with attendees meeting initially at the Fort Necessity National Battlefield Visitor Center and Jerome Kirkland then transporting interested parties to Friendship Hill National Historic Site approximately 30 minutes away. Second, it establishes repair parameters and maintenance scope, specifying that repairs under $500.00 threshold will be authorized and paid via government credit card (CC) rather than the IPP system, with the Contracting Officer Representative (COR) to be notified of repair needs. The fixed-price monthly maintenance CLINs are limited to preventive maintenance activities including monthly service inspections covering general machine room equipment observation and adjustment, car buttons, lighting, safety switches, control panels, interlocks, car doors, door operators, door operation cams, slide doors, motors and motor generators, gearboxes, and manufacturer-recommended maintenance at required intervals. Repairs exceeding the $500.00 threshold or outside the defined preventive maintenance scope require separate authorization or written modification.

140P4226Q0050 FONE/FRHI Elevator Inspections Q & A
1. The solicitation states that the site visit will be held September 9, 2026 at 10:00 AM ET, with attendees meeting at the Fort Necessity National Battlefield Visitor Center in Farmington, PA. Since the requirement covers elevators at both Fort Necessity National Battlefield and Friendship Hill National Historic Site, will the site visit include both elevator locations, or only the Fort Necessity location?
Yes, if interested parties show up for the Fort necessity elevator, Jerome Kirkland will then take anyone interested to the second site (about 30 min away).
2. Section C references repair services being performed when they are “under the threshold parameters or authorized by written modification.” Could you please clarify the applicable repair threshold and identify which repairs, parts, and labor are expected to be included within the fixed-price monthly maintenance CLINs versus repairs that would require separate authorization or modification?
